Job Summary: The Finance

Director will support the World Vision USAID Grant to provide overall

leadership to the financial management and administration of the Program by

promoting financial stewardship and accountability in all Program operations.


Key Duties and Responsibilities:  


1.

Budgeting/Management/Commitments/Reporting:


·        
Guide the project on resource integration options to

meet financial requirements of the Program


·        
Manage the implementation of the Project operating

budget, monitor actual performance and develop project projections.


·        
Regularly review and/or generate financial reports

for compliance with the donor requirements


·        
Analyze spending trends and provide feedback and

analysis to team leaders and on areas with over or under spending.


·        
Prepare financial plans, proposal budgets,

amendments, and extensions for the life of an award up to and including

close-out.


·        
Prepare close-out documentation at end of funding

cycles in compliance with US government regulations.


2.

Audit/Compliance/Risk management:


·        
Ensure that appropriate financial systems and

controls are in place to avoid audit risk ratings for the Program


·        
Plan for and facilitate World Vision internal

audit(s) and statutory external audit(s)


·        
Address all donor, government and World Vision

International audits


·        
Build the capacity of the Project team on grants

management, general accounting, internal controls and administrative systems in

interpreting regulations to ensure compliance


3.

Policy/Procedure Development:


·        
Render support in the development of financial and

administrative policies and procedures to ensure smooth running of the Grant

and compliance to generally accepted Accounting Principles, WVI finance

policies, and government and other donor regulations.


·        
Provide expert consultation regarding the

implementation of DOS at a project/grant level.


4.

Financial Risk Management:


·        
Develop and give guidance on internal controls,

review and advise areas


·        
Ensure that appropriate financial systems and

controls are in place to avoid audit risk ratings, both at the NO and project

levels.


·

5.

Capacity Building of the staff:


·        
Ensure competent and motivated staff are hired and

retained


·        
Facilitation ND, Operations, board and other

Non-finance staff in understanding and interpretation of financial statements,

partnership policies and procedures


6.

Leadership Management:


·        
Actively participate in the NO senior management/

Leadership team meetings and represent finance department.


·        
Ensure implementation of new partnership initiatives

involving Finance


Qualifications, Skills and Experience:  


·        
The ideal candidate for the World Vision Finance

Director – USAID Grant should hold a Master’s Degree in Business

Administration, Accounting/Finance/Auditing and or a full professional

qualification in A.C.C.A, FCCA, CPA, CA, CIA or CMA or other relevant field


·        
At least ten years’ experience in financial and

administrative management of large-scale, complex, international development

assistance programs in diverse geographic locations including managing donor

funded sub-contracts/grants;


·        
Proven exposure, experience and skills in developing

and managing large budgets;


·        
Broad knowledge and understanding of USG financial

reporting and compliance requirements;


·        
Experience in managing donor funded procurements and

subcontracts/grants


·        
Ability to build finance capacity with partners and

WV finance staff;


·        
Proficient in relevant computer applications and

databases;


·        
Excellent track record of successfully managing

grants for donor funded programs is essential;
