Joint Clinical

Research Centre (JCRC) is a National Ugandan Organization that was established

in 1991 as a Medical Institution and HIV/AIDS Centre of Excellence specializing

in Medical Research, Health Care and Training.


Job Summary: The Database

Administrator (DBA) will be responsible for the design, development,

performance tuning, database integrity, security and day-to-day operation of

all the JCRC databases that are associated with existing software applications,

new applications or programming changes to existing JCRC applications including

Integrated Clinical Enterprise Application (ICEA), Laboratory Management

Information System (LIMS) and Financial Information Management System – MS

Dynamics NAV 2013R2. The job holder will be tasked to perform, and in some

cases oversee tasks related to database administration and data transformation

activities for the organization. The primary responsibilities will include; modelling,

developing, designing, implementing, enhancing, maintaining, and analysing

databases for various software systems and legacy applications.


Key Duties and Responsibilities:

Install, maintain, support, configure and

troubleshoot all database and application servers at JCRC


·        
Ensure all systems are up to date and in compliance

with JCRC policies


·        
The DBA will create ways to store, organize and

present data


·        
Work in liaison with different departments to

identify their reporting need and generate SQL that meet their needs


·        
Responsible for 24/7 operation of all JCRC

application servers and ensure they are running smoothly


·        
Responsible for 24/7 operation of all JCRC databases

and ensure they are running smoothly.


·        
The DBA will optimize and fine-tune all JCRC

database systems


·        
Design and develop database replication strategies


·        
Perform regular database performance checks and report

the findings to the supervisor


·        
The incumbent will troubleshoot and correct issues

as they arise.


·        
Perform backup of JCRC database systems.


·        
Manage user accounts in the system


·        
Audit, modify and amend data in the system using SQL

commands, hand-editing, and bulk import


·        
Integrate old system data with new system.


·        
Plan and coordinate security measures alongside the

network administrators


·        
Work in liaison with “super users” from the

laboratory, clinical and financial information systems to develop complex and

advanced queries


·        
Working in consultation with the Data department to

develop advanced reports for management


·        
Mentor and train selected JCRC users on the use and

extraction of data from the database


·        
Perform any other duty as assigned by the Chief

Programmer.


Qualifications, Skills and

Experience: 


·        
The ideal candidate for the Database Administrator should

hold a Bachelor’s degree in Computer Science or Information Technology from a

recognized Institution of higher learning.


·        
Professional certification in Database

Administration such as MCDBA, MCITP etc. will be an asset.


·        
A minimum of two years of relevant experience in

database design, development and administration.


·        
The applicant must possess advanced database

administration skills, particularly in, fine-tuning database performance,

designing database tables, stored procedures, views and creating complex SQL

queries.


·        
Working knowledge of reporting services is desired


·        
Excellent oral and writing communication skills
