Manager Applications & IT Service - Dfcu Bank

Dfcu bank is a fast growing commercial

bank offering a variety of innovative products and services. DFCU Limited was

started by the Commonwealth Development Corporation (CDC) of the United Kingdom

and the Government of Uganda through the Uganda Development Corporation (UDC)

under the name of Development Finance Company of Uganda Limited. Later

restructuring brought in DEG (of Germany) and International Finance Corporation

(IFC) as equal partners with CDC and UDC, each having a 25% stake in the

company. Its objective was to support long-term development projects whose

financing needs and risk did not appeal to the then existing financial

commercial lending institutions.


Job

Summary:
The Manager

Applications & IT Service will be responsible for managing and providing

technical direction for the development, implementation and maintenance of

business applications by ensuring stable environments, high performance and

availability of business applications to users in a timely, efficient and

cost-effective manner in line the bank’s IT strategy. In addition, the incumbent

will also oversee the incident management processes, providing guidance and

assistance to all users regarding the use of IT services.


Key

Duties and Responsibilities: 


·        
Manage

all aspects of the application development lifecycle, including systems

analysis, design, development, deployment, maintenance for system upgrades/enhancements

or new deployments.


·        
Provide

IT Application projects oversight and administration to ensure that the

development and delivery of business applications clearly meet expected

business requirements, and that work is completed, delivered on time and within

budget.


·        
The

incumbent will develop, maintain system documentation and procedures that

include; application, database support procedures, system, technical

configuration, documentation and user training for new systems.


·        
Enforce

the SLA between IT and Business by ensuring that all services are measured and

managed to achieve agreed targets.


·        
Build

and strengthen strong working relationship with business units in order to

understand their business processes and requirements to enable the delivery of

appropriate automated solutions as well as ensure that expectations of IT are

clearly understood and met.


·        
Oversee

the management of the IT Service Desk by ensuring that all requests and

incidents are logged and assigned/escalated to the appropriate IT support teams

and resolved in line with the Business/IT SLA.


·        
Actively

monitor the performance, capacity of critical business applications and

databases in order to ensure high system availability in line with the

Business/IT SLA and business continuity procedures of the bank.


·        
Measure

performance by sharing management reports regularly with the Business on IT

service availability, system uptime, incident resolution, change releases to

assess performance against the service level agreement.Support, troubleshoot

and maintain production systems to optimize performance, resolve problems, and

provide timely follow-up on identified issues.


·        
Work

closely with Application Vendors to ensure that the applications developed by

Vendors comply with dfcu’s IT policies and architectural standards. In addition

manage supplier performance to ensure compliance with service level agreements.


·        
Responsible

for IT BCM through coordination of ITDR exercises for critical applications in

line with the bank policies and tracking the closure of issues logged during

the tests.


Qualifications,

Skills and Experience: 


·        
The

ideal candidate should preferably hold a Bachelor’s degree in Computer Science,

MIS, IT or equivalent disciplines. MSc or MBA degree a plus.


·        
ITIL

Service Management or Equivalent


·        
A

minimum of five years’ experience in IT Service Management, Project Management,

IT Security, applications development and support, systems administration.


·        
Five

years minimum of IT & applications development managerial experience


·        
Substantial

practical experience and applied knowledge in the following IT domain areas:

Software Configuration Management, Continuous Integration, Build Management,

and Source Control Systems.


·        
Previous

experience in multiple technology areas, varying SDL methodologies

waterfall/RUP/Iterative/Agile, Java, .Net, Objective C, C#, Visual Basic, MS

Visual Studio, HTML, CSS, JavaScript, JSP, XML, J2EE, C++, C, PL/SQL, and

Oracle/SQL Server databases.


·        
Demonstrated

ability to set a strategic application integration direction, the drive,

passion, and skills to implement that strategy.


·        
Proven

abilities to translate business needs into technology solutions.


·        
Excellent

interpersonal communication and coordination skills with both business and IT

communities.


·        
Ability

to mentor staff on their tasks.


·        
Ability

to multi-task, manage several projects and issues at the same time with a high

level of performance.


·        
Proven

ability to analyze, document/model business operations and information needs.


·        
Ability

to develop workflows for business processes and identify inefficiencies.


·        
Ability

to develop project scope documents and project plans using conventional project

management tools, and monitor progress against plans.


·        
Ability

to lead the effort in creative problem solving and identifying alternative

solutions and directions
