The United

Nations Industrial Development Organization (UNIDO) is a specialized agency of the

United Nations. UNIDO’s mandate is to promote and accelerate sustainable

industrial development in developing countries and economies in transition, and

work towards improving living conditions in the world’s poorest countries by

drawing on its combined global resources and expertise.


Within the

framework of the Global Environmental Facility (GEF)’s Climate Change Adaptation

(CCA) programme, the Government of Uganda (GoU) has requested UNIDO to

implement a climate-resilient livelihood diversification project within its banana

value chain development programme, as part of its aims to achieve some of the adaptation

goals outlined in its National Adaptation Programmes of Action (NAPA). The

project funded under the GEF’s Least Developed Countries Fund (LDCF) entitled

“Reducing Vulnerability of Banana Producing Communities to Climate Change

through Banana Value Added Activities – Enhancing Food Security and Employment

Generation” aims to support vulnerable communities in Western Uganda to better adapt

to the effects of Climate Change (CC) through banana value addition activities

and to provide greater opportunities for income generation, poverty reduction

and food security. The overall objective of this project will be to sensitize

and create awareness among stakeholders on CC coping strategies to build

resilience, support banana value addition activities for income diversification

and support the promotion of banana waste utilization for biogas and soil

fertility. The main project components in relation to the LDCF overall

objectives are:


·        
‘Reducing Vulnerability’ – Through providing

opportunities for income diversification and building resilience to CC through banana

value addition activities among the resource-poor banana producing communities

(GEF Objective CCA-1);


·        
‘Increasing Adaptive Capacity’ – Through increasing

knowledge and understanding of CC concerns and raising awareness among the

banana value chain actors (GEF Objective CCA-2);


·        
‘Adaptation Technology Transfer’ – Through

strengthening the Banana Tissue Culture (TC) industry and deploying biodigesters,

water harvesting and purification technologies (GEF


Job Summary: The Project

Assistant will support the United Nations Industrial Development Organization

(UNIDO) Project in the administration of technical cooperation projects and

provides administrative and financial support.


Key Duties and Responsibilities: 


1.

Provides general administrative and financial management support to the

project:


·        
Renders support in the preparation of papers and

presentations by extracting/summarizing statistics and other related

information; compiles and organizes information and reference materials from

various sources for reports, meetings, etc.;


·        
Regularly review bills for the Project Management

Unit (PMU), prepare requests for payment to UNIDO Headquarters, follow up and communicate

outcome to concerned party;


·        
Screen project financial obligations and

update/clarify status with finance and compile financial report;


·        
Work closely with the National Executing Partners,

Ministry of Agriculture Animal Industry and Fisheries (MAAIF) and Ministry of Industry,

Trade and Cooperatives (MITC) to update and prepare expenditure reports to be

submitted to UNIDO in a timely manner;


·        
Follow up with the UNDP office the entry of vendors

and personnel, for purposes of payments;


·        
Conducts general administrative tasks like

arrangements for meetings and other events, reservations, budget follow-up, research

for information and reference material;


·        
Prepares requests/documents, e.g. requisitions,

purchase orders, travel requests/authorizations, expenditure authorizations, visa

applications, etc.


2.

Provide office support functions related to the Project Management Unit (PMU):


·        
Screens incoming mail and drafts replies for

supervisor’s signature; provides relevant background/project information whenever

necessary to supervisor(s); keeps track of pending matters, follows up with

other offices on deadlines;


·        
The incumbent will also draft routine correspondence

related to the project; and puts them into adequate style, language and format;

proofreads documents and edits texts for accuracy, grammar, punctuation and

style in accordance with standard practices;


·        
Maintains files (both paper and electronic) and

databases related to the project work, project’s disbursement ledger and journal;


·        
Screens phone calls and visitors. Responds to

moderately complex information requests and enquiries and as necessary, refers

inquiries to appropriate personnel for handling.


·        
Performs any other duties as assigned.


Qualifications, Skills and

Experience: 


·        
The ideal candidate for the United Nations

Industrial Development Organization (UNIDO) Project Assistant must have

completed Secondary education with formal training in Management, Finance or

Accounting desirable.


·        
Good knowledge of local languages would be

beneficial.


·        
At least eight or more years of administration and

office support experience in project administration, accounting and finance;


·        
Experience providing support to

managerial/professional staff and using secretarial/ administrative skills to

assist in the execution of project development and implementation of work.


·        
Work-experience preferably in a UN agency, embassy

or an international organization or in a multicultural environment preferable.


·        
Demonstrated ability to interpret and apply

administrative and financial procedures and channels of communication,

particularly those relating to technical cooperation activities.


·        
Computer literacy i.e. proficient use of Microsoft

Office (Word, Excel, PowerPoint and Access), internet, electronic mail and an

enterprise resource planning system for project management.

English (Fluent), Verbal and written.
