Performance Group is an HR consultancy company which would like to recruit for

a valuable client, a not-for-profit child health and development organisation

providing child-focused and family-centered HIV/AIDS prevention, care and

treatment services, health professional training and clinical research in

Uganda.


Job Summary:  The Director of Financial Management and

Operations will mainly be responsible for overall financial management and

administration of all activities in the organisation’s effort to address the

proposed project in Uganda. This director will coordinate closely with the

organisation’s central and regional staff for streamlined finance and management

operations. The organisation is looking for someone with ample skills and

experience in financial management and operations, particularly of large

international projects, as well as a keen sense of team dynamics and

collaborative efforts. S/he should have a deep understanding of financial

management operations processes in large, USG and other donor-funded projects

and proper approaches to financial management in order to achieve the goals and

objectives of this project.


Key Duties and Responsibilities: 


·        
The incumbent will initiate, develop, and monitor

the implementation of operational and financial control systems, policies and

procedures to maintain financial discipline in regard to financial policies and

regulations of the organization


·        
Regularly review and monitor the implementation of

HR support activities to enhance a competent and motivated team of finance

managers in accordance with Baylor Uganda human resources manual.


·        
Initiate, monitor, and review timely preparation and

submission of management accounts and financial statements and forecasts in

line with International Financial Reporting Standards and Donor requirements


·        
Develop and monitor the implementation of a strategy

for facilitating periodic internal, external, and donor audits and implementing

related audit findings in line with the auditing standards and guidelines


·        
Regularly review and approve documents/reports

regarding procurement, distribution, allocation, and appropriate use of assets,

facilities, materials, staff salaries and other expenditures in line with the

organization’s financial policies and USAID rules and regulations


·        
Manage the establishment and enforcement of

contractual relationships and performance of external service providers


·        
Oversee all relevant external financial commitments

e.g., procurement contracts


·        
Develop and maintain partnerships and networks with

the directorate key stakeholders to foster a harmonized and controlled Baylor

Uganda financial and operations system in line with the Organization financial

policy


·        
Build the capacity of staff in the areas of finance

and operations management through staff development plans and capacity building

activities in line with the organization’s financial policies and USAID rules

and regulations


Qualifications, Skills and Experience: 


·        
The ideal candidate should hold a Master’s Degree in

Business Administration, Finance, Accounting or other relevant field;


·        
At least eight years of experience in administrative

and financial management of large scale, complex, international programs, including

experience in managing donor funded subcontracts/grants;


·        
At least five years of management experience


·        
Past exposure and experience working with USAID as a

donor preferred;


·        
Ability to travel within the country or region and

internationally as needed


·        
Excellent English written and oral communication

skills.
