About USAID UHSC Project:


The Partnership

for Supply Chain Management (PFSCM) is implementing the Supply Chain Management

System (SCMS) contract for USAID as part of the President’s Emergency Plan for

AIDS Relief. SCMS strengthens or establishes secure, reliable, cost-effective,

and sustainable supply chains capable of meeting the care and treatment needs

of people living with and affected by HIV and AIDS. In coordination with

in-country and international partners, SCMS assists programs to enhance their

supply-chain capacity; ensure that accurate supply chain information is

collected, shared, and used; and provides quality, affordable, health care

products to those who need them. In Uganda, the SCMS project is managed by

Management Sciences for Health (MSH).


Job Summary: The Technical

Advisor, Family Planning will act as the primary point of technical support to

the Ministry of Health Reproductive Health Division, Pharmacy Division, central

warehouses and other FP/RH stakeholders in the public and private sectors for

planning, monitoring and supervision of the supply of FP/RH commodities down to

the community level through Village Health Teams. S/he will lead the

development and implementation of systems strengthening strategies to support

reliable supply of and accountability for quality FP/RH commodities at

community level. S/he supports implementation of UHSC program to create effective

linkages with key stakeholders for successful implementation of system

strengthening initiatives to increase access to essential medicines and health

supplies, and specifically RH/FP commodities.


Key Duties and Responsibilities: 


·        
Technically support development and implementation

of UHSC program’s strategy for improving availability and access to quality

RMNCAH commodities through the distribution system at district and national

levels


·        
Act as a focal point for RH/FP programming, support

Reproductive Health and Pharmacy Divisions and other stakeholders, to quantify

RH/FP commodity needs, conduct regular analysis of national level stock status

and pipeline to ensure proper scheduling of deliveries


·        
Render support in the preparation of an action plan

for anticipated RH/FP commodity stock risks in the national supply system,

including monitoring commodity funding commitments, and optimization of the

available financial resources


·        
Work closely with the QPP Unit, provide technical

assistance to NMS, UHMG and other key actors in quantification, supply planning

as well as health facility ordering and distribution system for community-based

FP/RH commodities


·        
Assist/participate in the development of an

effective community-based distribution system for FP/RH commodities.


·        
Technically support the establishment and management

of systems and information, including analysis and utilization of available

data through DHIS2, SPARS, among others to monitor program commodity supply

chains whilst assuring data quality and utilization particularly at central

level


·        
Take part in and contribute to policy changes and

strengthening systems affecting supply chain for reproductive health programs

as may be needed, and evaluate evidence for decision making


·        
Actively participate in design and implementation of

studies to assess impact of RMNCH commodity supply interventions implemented

under the program


·        
Actively participate in the coordination and

collaboration of FP/RH logistics initiatives among Ministry of Health and its

key partners


·        
Perform other duties as may be required


Qualifications, Skills and

Experience: 


·        
The applicant should preferably hold a bachelor’s degree

in a relevant health area (pharmacy, nursing, medicine). Master’s degree in a

health area; including public health, supply chain management, health systems

and policy is an advantage; pharmacist preferred


·        
A minimum of seven years’ work experience in

providing pharmaceutical management services especially in the area of supply

chain


·        
Significant experience in Uganda with knowledge and

comprehensive understanding of the Uganda public health system


·        
Prior experience in USAID-implemented programs and

RMNCAH programming is an added advantage


·        
Previous experience in supervision of facility level

activities and health workers for medicines management is an added advantage


·        
Demonstrated strong organizational, administrative

and communications skills


·        
Strong teamwork and team-building skills


·        
Strong English skills required, including ability to

write lucid technical reports and documents


·        
Demonstrated computer skills, including knowledge of

Windows, Microsoft Word, Excel and Power Point


·        
Ability and willingness to travel extensively

throughout Uganda
