The
Infectious Diseases Institute (IDI) is an international non-profit organization
which is a partnership of infectious diseases and public health specialists.
The overall objective of the IDI is to strengthen health systems with strong
emphasis on Infectious Diseases, through Research and Capacity Development. IDI
has five operational areas through which it works to achieve its mission:
Prevention, Care and Treatment; Training, Research and Laboratory services
(provided through a partnership with the Makerere University – John Hopkins
University Core Lab) and Outreach.
The Sharing
HIV/AIDS Responsibilities and Efforts (SHARE) project-with an official title
of:
“The Impact
of Task Shifting Type II for ART Delivery on Patient and Process Outcomes in
Uganda”, is a PEPFAR-funded Public Health Evaluation (PHE) that is currently
implemented by the Infectious Diseases Institute (IDI) at Makerere University
College of Health Sciences through an existing Cooperative Agreement with the
U.S. Centers for Disease Control and Prevention (CDC)-Uganda. The project is
also supported by the Ministry of Health, Uganda. The three-year project seeks
to generate generalizable knowledge on the effectiveness of type II
task-shifting for ART delivery in order to inform the current scale-up of ART
access in Uganda. The core activity of the project is a multi-site clinical
trial comparing outcomes in a nurse-led ART initiation and treatment model
versus a traditional clinician-led model. The study will be conducted in 8
sites (Regional Referral Hospitals) in Uganda.
Job
Summary: The Data Manager will support the SHARE project in guiding the
principal investigators on the overall data management activities of the entire
SHARE project. The incumbent will be responsible for ensuring high data quality
at the SHARE project sites (Regional Referral Hospitals) and at the IDI SHARE
project databases. He/she will be responsible for the receipt, review, cleaning
and storage of data from the project sites, and its onward submission to CDC
database. The job holder will be responsible for the design of systems that
consistently check for errors in these databases as well as ensuring that the
errors are corrected. He/she will work closely with the site coordinators, data
entry staff and validation teams to ensure that data corrections are promptly
incorporated and clean data is submitted to CDC. The Data Manager will be
responsible for the timely release of cleaned versions of the respective
databases that can be accessed by the SHARE investigators. He/she will support
patient safety monitoring and Adverse Event (AE) reporting by preparing study
progress reports and tabulations of reportable AEs experienced by study
participants for review by the Study Investigators at least on a monthly basis.
Key
Duties and Responsibilities:
·
Install and maintain secure electronic databases
with adequate back-up systems at the SHARE project sites and coordination
office at IDI.
·
Makes of prompt submission, download, review,
correction and merging of site data into a secure central database at the SHARE
coordination office at IDI and timely submission to the CDC.
·
Design a data Quality Control and Assurance system
and Standard Operating Procedures (SOPs) for the SHARE project that supports
quality data capture, entry and query resolution at the SHARE project sites and
maintains a clear data audit trail.
·
Ensure prompt corrective action and maintain audit
trails on the logs of data queries received from the CDC.
·
Work closely with the SHARE project site
coordinators to maintain secure and indexed storage patient source data at the
project sites.
·
Maintain clean SHARE site and central (IDI)
databases that are readily available to the study investigators.
·
Prepare and submit reliable study progress reports
and tabulations of reportable adverse events (AEs) experienced by study
participants for review by the study investigators at least monthly.
·
Actively participate in recruitment, orientation
and training of SHARE project Data entry staff.
·
Mentor and train the study field teams and participating
hospital staff on completion of the SHARE project data collection tools, data
entry, query resolution, maintenance of audit trails and related SOPs.
·
Performs any other duties as may be assigned from
time to time by the Study Coordinator.
Qualifications,
Skills and Experience:
·
The ideal candidate for the Data Manager vacancy
should hold a Bachelor’s Degree in Statistics, Computer Science or related
field with a computing bias
·
A minimum of three years of progressive experience
in data management and health systems development, especially in HIV/AIDS
research and/or care setting.
·
Relational database management knowledge,
preferably SQL Server, ACCESS and Oracle
·
Exceptional computer skills; knowledge of computer
programs normally used for data capture, retrieval and analysis, preferably
STATA, SPSS, Epin-Info or EPI-Data.
·
Possess research skills and has worked in a
research setting before for at least 2 years
·
Working knowledge of the use of the datafax® data
management system will be an added advantage.
·
Additional training in Good Clinical Practice
(GCP) will also be an added advantage.
·
Highly organized, attention to detail, especially
regarding data accuracy and integrity.
·
Team player and management skills.
·
Excellent communication (verbal and written) and
interpersonal skills.
·
Proven ability to work independently and
consistently accomplish multiple tasks simultaneously under minimal supervision
