Uganda: Programme, Policy and Partnerships Manager

The Aga Khan Foundation (AKF) is a non-denominational, international development agency established in 1967 by His Highness the Aga Khan. This position is based in Kampala and will report to the Country Director. As part of AKF (EA)’s core team, the successful candidate will have the opportunity to contribute to, shape and manage the expansion of the AKF Uganda programme portfolio as well as provide oversight on the existing Early Childhood Development and education projects’ grant management. The successful candidate will also be expected to coordinate external partnerships, policy engagement and the development of new programmes.

Specific responsibilities include:

Oversee the management of the existing ECD and education portfolio, ensuring all grant management requirements including work-planning, budgeting and accountability, monitoring and reporting, are met.Effectively mobilise resources for new and existing projects through the development of high quality funding proposalsBuild and maintain a broad network of external partnerships with government, donors and other partnersSupport development of quality reports and other communications materials to position AKF as a key development partner in Uganda;Distil key lessons from programming to develop a strategy and materials for policy engagement with government, donors and other partners;

Qualifications/Experience:

· Strong interpersonal skills, initiative, ability to network with a range of development partners and organisations

· Proven management experience including ability to support and/or supervise a team;

· Exceptional English communications skills, able to make strong oral presentations and produce high quality written reports, concept notes and proposals.

· Minimum 5 years’ experience in donor dialogue and communications, preferably in the field of international development;

· At least 2 years of direct experience in managing a grant/project or programme, preferably in ECD and/or primary education with a willingness to visit programmes in the field;

· Solid experience on grant management, including work-planning, M&E, preparation and monitoring of budgets;

· Knowledge of rural economic development and health sectors;

Uganda: Human Resources for Health Policy and Planning Team Leader

IntraHealth is seeking a Human Resources for Health (HRH) Policy and Planning Team Leader to be based in Kampala, Uganda for an anticipated national HRH project. This position is contingent upon funding.

PRIMARY RESPONSIBILITIES:
The HRH Policy and Planning Team Leader is responsible for developing the overall framework and action plan for change to policy improvements in human resource systems. This framework will be geared to the legal, regulatory, and policy barriers at all levels of a country system, and thereby improve national workforce assessment, planning, and deployment. The HRH Policy and Planning Team Leader will monitor team progress to ensure adherence to overall goals and objectives and assist team members in the development of strategies and outcomes specific to policy analysis, advocacy and policy implementation.

The HRH Policy and Planning Team Leader will work directly with the Ministry of Health (MoH) and other relevant ministries and the districts to provide technical assistance in the areas of policy analysis, review and development; strategic human resources planning, including health workforce projection, action planning; and costing S/he will lead and provide technical support for activities in developing capacities for human resource policy development, planning and systems strengthening in the health sector. S/he will apply her/his extensive knowledge of the health sector planning primarily to work at the national and district levels.

ESSENTIAL FUNCTIONS:
• Lead development of IntraHealth’s strategy for HRH policy and planning that reflects national strategies and supports capacity building at all levels of the MoH and relevant ministries.
• Offer technical leadership in sharing and developing new and improved strategies, tools and interventions for improved human resources planning, availability and productivity and in documenting evidence of success and/or challenges of the interventions.
• Identify key issues and constraints that can be overcome by policy, legislative or other initiatives, working in collaboration with MoH and district health agencies.
• Develop short and long-range plans and funding priorities with MoH and others to improve health care workers’ work environment.
• Build local professional capacity and expertise in human resources planning and personnel policies and develop innovative strategies for building this local capacity at national and district levels.
• With staff and partners, support counterparts to identify the need for policy changes through policy forums, policy analysis and review of model policies in public/private sectors.
• Support development and implementation of career ladders for all professional cadres.
• Advocate for and support the development and implementation of effective health workforce planning and performance systems.
• Effectively increase the capacity of key stakeholders to advocate for supportive policies, alliances, and networks.
• Build capacity in the training institutions for leadership and management training.
• Supervise data collection, data analysis, report writing and determinations of findings.
• Supervise direct staff and manage team of staff assigned under the HRH Policy and Planning Team.
• Organize and lead work teams for assigned activities, including preparing budgets, tracking expenditures, and ensuring work is high-quality and proceeds according to plans, timelines and on budget.
• Create and strengthen linkages with relevant partners such as the MoH, Ministry of Finance, the World Bank and others to encourage complementarity and synergy in the investments in HRH in Uganda.

MINIMUM REQUIREMENTS:

Master’s degree in HR Planning/ Management or similarly relevant degree and at least 8 years relevant experience. Additional degree in International Health or Public Health preferred. Experience in HR policy and strategic planning development and implementation in Uganda or the region is preferred. .

• Proven ability to direct and manage a team to achieve technical goals on a large, complex project, preferably for USAID

• Computer literacy in MS Office applications including Word, Excel, Power Point, and Outlook

Purpose of the Position
Under the supervision of the chief of social policy, the social policy specialist will be responsible for developing, overseeing and implementing the policy advocacy strategy of the office. Key Expected Results

Fluency in English. Knowledge of another UN language an advantage. Knowledge of the local working language of the duty station is an asset.

Main purpose of the Job:
Advocate with a strong PLHIV voice on relevant aspects of healthcare policy, and human rights with the aim of influencing health agendas and policies.
The successful candidate will be responsible for the following tasks;
• Translate evidence into sound policy -linking policy, research and practice on HIV/AIDS to promote more effective health care services in line with HIV/AIDs and health policies.
• Disseminate key policy issues of concern to PLHIV and PLHIV organizations, and how TASO is addressing them through proactive and reactive policy-making, policy statements, collaborations, organizing and participating in key events
• Promote advocacy and policy work through strong coalitions and networks
• Develop and communicate policies that are consistent and transparent to help promote PLHIV voice effectively
• Provide quick access to TASO’s views on addressing key policy issues of relevance to PLHIV and PLHIV organizations in Uganda.
• List and share all upcoming events relevant to PLHIV-centered healthcare, especially those which may be of interest to PLHIV organizations.

• Develop consistent and compelling messages to promote sustained advocacy and produce publications that focus on policy-research-practice gaps and resource flows.
• Serve as delegate and a link to PLHIV meetings, forums and coalitions, social media and human rights networks
• Promote PLHIV Rights as in the charter of patients
• Identify, review and synthesize the most accurate evidence literature to provide accessible information to promote evidence-based programming, advocacy and policy positions.

The PO-Advocacy and Policy Must be a person living with HIV/ AIDS with a strong self confession of HIV status and females are particularly encouraged to apply

The International HIV&AIDS Alliance in Uganda is currently undergoing an exciting transition to become Community Health Alliance Uganda (CHAU) and is looking to fill the key position of policy advisor. The organisation is scaling up its policy work to meet the new challenges of the Uganda context.

Working nationally through coalitions with other civil society organizations and internationally with other Alliance members. CHAU will soon be launching an HIV Prevention campaign dubbed “What is Preventing Prevention in Uganda?” CHAU is also collaborating in the implementation of a multi-country advocacy programme to address maternal, newborn and child health issues for people affected by HIV and AIDS.

CHAU also hosts a multi-stakeholder web-based advocacy platform (Partners Uganda) for citizen journalists who regularly generate grass root advocacy news for the attention of policy makers. To effectively develop this growing policy agenda, CHAU is looking for an innovative, flexible, dynamic, passionate, self driven person to fill the position of Policy Advisor to manage the operations of the policy advocacy unit.

Qualifications:

The successful candidate must have postgraduate training in public health and or social sciences, human rights and laws, development studies. Extensive experience in HIV& AIDS related Policy work with demonstrated success at managing advocacy programmes/ initiatives. Demonstrated experience in developing innovative policy advocacy and campaign work and will be an added advantage. An insight into the workings of government policy framework and processes will be an added advantage.

CHAU is also looking for a dynamic and flexible Driver/Office Assistant to support the Policy Unit and Directors office.

DENIVA seeks to recruit a Coordinator Policy Analysis and Monitoring Poverty Eradication and Livelihood Improvement Programme (PELIP) to work under the supervision of the Assistant Executive Director-Programmes at DENIVA secretariat. He/she will take lead in local, regional and national policy and advocacy initiatives and contribute effectively in the realization of the DENIVA advocacy programme objectives and desired results that are related to agriculture, trade and climate change. He/she will also work closely with the DENIVA member organizations across the country.

QUALIFICATION, EXPERIENCE AND PROFILE:
? A Masters Degree preferably in Agriculture, Agribusiness, Economic Development or related discipline
? At least three years experience working in a similar position with an NGO/CSO
? Knowledge of climate change issues both at the position with an NUU/USU
?Knowledge of climate change issues both at the National and international Levels
?Knowledge of international trade policies, tarrifs, treaties, and agreements and how they are linked to national practices and policies
?Proven track record in policy analysis, lobbying and advocacy work is essential.
? Ability to work effectively in teams, build positive working relationships and foster open communications
? Evidence of versatility in writing ability and capacity to use normal office and data management software
? Initiative, self-motivation and a commitment to continuously work toward improved results
? Excellent English language skills, both written and oral are required
? Any other duties as assigned by the supervisor

SPECIFIC TASKS AND AREAS OF RESPONSIBILITY:
? Coordinate the implementation of activities and projects of poverty eradication and livelihood improvement programme with special reference to agricultural development, climate change and trade
? Provide strategic and technical support to DENIVA's advocacy work at national and local levels. This will include developing and operational policy and advocacy strategy.
? Research, analyze, monitor and report on local and international policies that affect the livelihood situations
? Supervise programme officers who directly implement the various projects.
?Build positive relationships with, engage with and represent DENIVA to advocacy coalitions and other relevant stakeholders and constituencies in support of DENIVA advocacy programme objectives
? Develop recommendations for policy and advocacy at local and national levels
? Ability to conceive innovative and effective research and communications approaches, ?Ability to think analytically and plan strategically.
? Ability to prioritize and work under pressure, use own initiative and work independently
? Carry-out other tasks as and when required by the supervisor
