Clinton Health Access Initiative (CHAI) Jobs - Program Manager - Private Sector Team


Organisation: Clinton Health Access Initiative (CHAI)Duty Station:  Kampala, UgandaThe Clinton Health Access Initiative (CHAI) is a global health organization committed to strengthening integrated health systems in the developing world and expanding access to care and treatment for HIV/AIDS, malaria and other diseases. CHAI’s solution-oriented approach focuses on improving market dynamics for medicines and diagnostics; lowering prices for treatment; accelerating access to life-saving technologies; and helping governments build the capacity required for high-quality care and treatment programs. Since its establishment in 2002 by President William J. Clinton, CHAI has worked on the demand and supply sides of the market to help more than 2 million HIV+ people access the medicines needed for treatment—representing nearly half of all people on HIV treatment in developing countries. Building on this model, CHAI has expanded its scope to include efforts to strengthen healthcare delivery systems and to combat malaria and childhood illnesses.Worldwide, almost one in three child deaths is due to pneumonia or diarrhea, claiming over 2 million lives each year. Diarrhea alone kills roughly 750,000 children every year worldwide. In Uganda, about 27,000 children die annually from pneumonia, making it the leading cause of under 5 mortality. Diarrhea is responsible for approximately 10,000 child deaths, approximately 10% of all child mortality. Diarrhea and pneumonia are two of the most solvable public health problems. Safe, effective and affordable drugs to treat those suffering from Diarrhea and pneumonia exist. Low cost antibiotics, such as amoxicillin, can prevent the majority of pneumonia deaths. Oral Rehydration Salts (ORS) and zinc can prevent a majority of diarrhea-related deaths and dramatically improve child health. In Uganda, a program to scale-up diarrhea and pneumonia treatment is being undertaken by CHAI in partnership with the Ministry of Health, the National Medical Store and private sector stakeholders.Job Summary: The Private Sector Program Manager will be responsible for all aspects of CHAI’s private sector portfolio in Uganda, aiming to improve access to high-quality treatment through the private sector health system. They will steer and supervise the activities and performance of a team of 3-4 individuals, and will play a major role in the organization’s management structure. The Private Sector team aims to design and implement strategies to optimize the availability and affordability of appropriate medicines in the private sector, and the ability and knowledge of private healthcare workers to provide effective treatment on demand. This work touches on many aspects of the country’s private sector pharmaceutical and healthcare provision industries, including:Policy and regulation: supporting the National Drug Authority to facilitate; Registration of appropriate medicines; quality assurance of products and players entering the market, and; capacity building and supervision structures for drug wholesale and retail outlets;Local drug manufacture: working with local manufacturers of high-priority medicines to reduce and streamline costs, resulting in improved end-user affordability;Import sourcing: working with importers to identify and secure affordable, high quality pharmaceuticals;Market analysis: collecting, analyzing and sharing market availability, price and volume data;Distribution and supply chain: working with pharmaceutical supply organizations to ensure that private sector facilities and retail outlets are well stocked with appropriate medicines;Sales and marketing: working with pharmaceutical companies to improve sales systems, leading to improved awareness, availability and affordability of important drugs;Healthcare professional capacity building: strengthening networks of private health providers, chemists and drug retailers through training programs and continuous reinforcement structures.This team is designed to serve as a specialist cross-cutting resource to other disease- or commodity-focused teams at CHAI Uganda, with a focus on malaria and child health. Key Duties and Responsibilities:  Manage all aspects of the private sector program in Uganda, including relationship management, strategy, budgeting and implementation;Manage and supervise of the activities of a team of 3-4 people;Coordinate allocation of team resources and prioritization of team activities with the Program Managers of other CHAI Uganda teams in order to facilitate cross-team design and implementation of private sector interventions;Establish short- and long-term program strategy to improve private sector treatment access: identify bottlenecks, develop innovative intervention strategies, and measure performance to achieve program objectives within ambitious timeline;Build and maintain strong working relationships with pharmaceutical suppliers in order to facilitate strategic alignment and partnership;Offer direct oversight and thought leadership to regular and in-depth market analysis for multiple product categories and brands, including market sizing segmentation, trends and identification of opportunities;Work with national pharmaceutical suppliers in order to improve their operations by increasing sales of high-priority product and/or decreasing costs; Mango Fund seeks to promote economic wellbeing and personal flourishing by supporting the growth of SMEs and their value chains within emerging markets. Our specific focus is on those businesses that leverage technology to perform value addition activities within their base countries. Our hypothesis is twofold: 1) local value addition keeps capital within local economies, and 2) the development of more advanced technical capabilities facilitates entry to more robust global markets.

Key responsibilities of role:

Since its establishment in 2002 by President William J. Clinton, CHAI has worked on the demand and supply sides of the market to help more than 2 million HIV+ people access the medicines needed for treatment—representing nearly half of all people on HIV treatment in developing countries. Building on this model, CHAI has expanded its scope to include efforts to strengthen healthcare delivery systems and to combat malaria and childhood illnesses.The Access to Medicines Coordinator will provide technical support to the Uganda Ministry of Health to enhance access to medicines for people affected by HIV, malaria and other infectious diseases. In close conjunction with the Ministry and NGO partners, the Coordinator will seek to optimize Uganda’s product selection, enhance the supply chain, and improve the drug forecasting process. The Coordinator will also help the Ministry of Health develop the internal capacity to recommend the optimal drug regimens and strengthen the systems that deliver those drugs to facilities.The Coordinator must be a strategic thinker with exceptional quantitative skills and experience in managing complex programs. The Coordinator will be responsible for a wide variety of tasks, from quantitative analysis, and leading stakeholder meetings to gain consensus on proposed recommendations. Job Title: Medical Coordinator

Main Purpose of the Job
To coordinate and supervise various medical sections of Reach Out to ensure that clinics run effectively & efficiently on the scheduled days. To oversee the execution of administrative and human resource management functions of ROK, ensure that the organization's financial resources are properly utilized for to ensure effective implementation of the planned activities.

Key Responsibilities

To initiate and coordinate the drawing of medical work plans and budgets to ensure their effective implementation To plan for resources required for medical services, organize for their availability as required, and ensure their effective implementation.To plan for resources required for medical services, organize for their availability as required, and ensure their effective and efficient utilizationTo provide in put into the process of mobilizing resources for medical support services.To ensure availability of long term , annual and other Reach Out budgets at ROkTo provide strategic guidance and support supervision to the responsible officers in the formulation of Reach Out kasaala administration and Human resource management plans band their implementation.To monitor activities of medical staff to ensure their adherence to acceptable professional practices and set quality standards.To monitor the performance and outputs of the medical services and the respective staff therein, to ensure that they are in line with set plans and targets Qualifications:
Bachelor of Medicine and Surgery(MBCHB)
Masters Degree in a medical related field preferably Public Health is an added advantage.

Experience:
A least 5 years in HIV/Aids Care and management with special knowledge of Reach Out clinical guidelines and policies.

Should be very conversant with the National HIV/ Aids policies, guidelines and modern trends in HIV/Aids treatment
