USAID - DFID NU-HITES Project Careers - Logistics Officer at Plan International

Plan is independent, with no religious, political or governmental affiliations.Plan Uganda was awarded a 5-year Cooperative Agreement under the Northern Uganda-Health Integration to Enhance Services (NU-HITES) project to provide technical assistance and capacity building support for Northern Uganda in Malaria, AIDS and Tuberculosis, integrate additional support in Maternal, Neonatal and Child Health (MNCH), Family Planning (FP) and nutrition; while prioritizing the strengthening of district-level health facilities. This project commenced in August 2012. In the course of Year two (2), the project secured additional funding from DFID to improve technical support to malaria activities and from the US Government together with other donors to strengthen referral networks maternal neonatal child activities in six districts in the region. Key Duties and Responsibilities:  Oversee NU-HITES transport function, including liaison with the Program staff in way that leads to the effective and efficient vehicle usage.Work closely with drivers, oversee the project vehicle/motorcycle operations ensuring that all vehicles and motorcycles are in an optimal operating condition, well maintained, route plans are in place and weekly transport schedule is developed and regularly updated as per Plan polices. Ensure that all the vehicles have a valid insurance and that renewals , repairs are done timely.Supervise the vehicle fleet, ensuring vehicles are road worthy and fuelled ready to go status. Come up with a comprehensive vehicle repair plan that allows planned maintenance.Compile, prepare and distribute weekly vehicle movement schedules a week before the activity weekComplete monthly fuel consumption and repair analysis report, following up all identified critical gaps and variances.Monitor usage of fuel cards and manage the relationship with the selected fuel suppliers and selected vehicle repair garages. Process payments for goods and services received in a timely manner and follow up on issues raised by staff against such service providers.Monitor performance of the vehicle repair garages to ensure repairs lead to value for money.Keep safe custody of the spare keys of vehicles and motorcycles and other vehicle required documents in accordance with Plan policies.Ensure that all goods bought for future use are properly warehoused and accounted forMaintain a filing system for the NU-HITES fleet that is regularly updated with proper indexing.Implement PLAN Uganda assets/property policy inclusive of asset register updating, asset movement and ensure appropriate filing of all required documentsBe the chief custodian of the assets and assets register for the project as required by Plan policies, regularly update the register for new acquisitions, transfers and disposals and ensure proper utilization.Technically support the operations manager with the disposal of assets for NU-HITES to ensure proper procedures are followed; disposals are conducted in time and in a transparent manner.As assigned, conduct the annual assets count, including its management and maintenanceEnsure health and safety of staff and partners that visit NU-HITES Project OfficesResponsible for accuracy and proper keeping of records as well as reportingCost control and value for money including efficient office managementQualifications, Skills and Experience:  The applicant should hold a University Degree in business administration, social science/Arts, procurement or another related field.Professional CIPS qualification is an added advantage.A minimum of four years’ working experience in a relevant fieldPast experience in fleet, assets, stores and general office management with large organizations preferably NGOs.Prior experience in micro soft office applications i.e. excel, word, access and power pointHighly familiar with health and safety issues. USAID NU-HITES Project Jobs - Program Officer

Organisation: USAID NU-HITES ProjectDuty Station:  Kampala, UgandaThe goal of the Northern Uganda - Health Integration To Enhance Services (NU-HITES) project is to establish improved and sustained health and nutrition status of the northern Uganda population through a district-based integrated package of quality health services. NU-HITES works to support and strengthen public and private sector health systems while at the same time improving integration of HIV/AIDS, TB, Malaria, MNCH, FP and nutrition services at facility and community levels. The project office is located in Gulu with sub-regional offices in Gulu, Lira and Kitgum.Job Summary: The Program Officer will provide programmatic, administrative and organizational support functions to the Health Systems Strengthening (HSS-related) project deliverables for NU-HITES. S/he reports to the HSS Director on a day-to-day basis. S/he provides implementation support primarily for the NU-HITES Project Objective 2 and collaborates with other IntraHealth NU-HITES and headquarters staff, as well as project staff, to support activities of organizational importance. In addition to working closely with project staff to ensure successful completion of HSS activities, this position will maintain strong and productive collaborative relationships with key stakeholders and liaise with other health care training and support programs to ensure close coordination efforts. An essential function of this position will be to coordinate, organize and lead HRH function including meetings/trainings of district and health facility officials.Key Duties and Responsibilities:  Work in close collaboration with the Director, HSS, develop a workplan of HSS activities and a timeframe for carrying them out.Coordinate and implement HRH activities at district and sub-district levels, per the agreed workplan.Account to the Director of HSS on the delivery of strategic program objectives and regular reporting on monthly, quarterly and annual basis.Offer technical input to the development of project-wide strategies. Work with district officials, private nonprofit entities, and communities to develop strategies, plans, and objectives that will strengthen HRH systems.Work with the HSS Director to implement strategies in improving leadership and management including Occupational Safety and Health (OSH) at the facility level.Work with the HSS Director and districts to implement strategies for improving performance management in order to optimize performance of health workers.Support the HSS Director with other partners to increase private sector involvement in the health system.Work with financial and administrative staff in budgeting, procurement, and logistics in support of HRH activities in the project areaCollect, analyze HR data and write reports on the HRH situation in Northern Uganda.Assist in the scale up of promising HSS initiatives for low resource settings.Qualifications, Skills and Experience:  The USAID Program Officer should hold an Advanced degree in public health, a clinical discipline, or a social sciences field related to human resources for health (e.g., management, public policy).At least five years’ experience implementing or managing HSS projects in/for developing countries, including involvement in several of the following areas: National HRH assessment; workforce policy and planning; human resource development and management; development and deployment of human resource information systems; leadership development; workforce projections and costing; performance improvement; delivering or evaluating education for health professionals; pharmaceutical logistics; and managing health-workforce programs at the national or international level.Strong knowledge of, and experience in applying state-of-the-art interventions designed to address HSS challenges in developing countries.Good familiarity and experience working with the Uganda health care system, the Ministry of Health, and other development organizations in Uganda is a plus.Prior experience with HIV/AIDS, TB, Malaria, MNCH, FP and nutrition programs highly desirable.Demonstrated interpersonal, leadership, and management skills and ability to manage and provide technical guidance to complex multi-site activities.Experience working with a variety of sectors (e.g., public, NGO, private for-profit) preferred.Significant experience advocating for and overseeing HSS intervention replication and scale-up.Possess the ability to achieve results in a timely manner and within a specified budget.Experience working on USAID-funded projects highly desirableExhibit commitment and record of achievement to building the capacity of local partners.Fluency in English, including excellent English written and oral presentation skillsAll suitably qualified who desire to work in the aforementioned capacity in the USAID NU-HITES Project should be addressed to the Human Resource and Administration Officer and should be submitted by email to jobs-uganda@intrahealth.org.
