Plan is independent, with no religious, political or governmental affiliations.Plan Uganda was awarded a 5-year Cooperative Agreement under the Northern Uganda-Health Integration to Enhance Services (NU-HITES) project to provide technical assistance and capacity building support for Northern Uganda in Malaria, AIDS and Tuberculosis, integrate additional support in Maternal, Neonatal and Child Health (MNCH), Family Planning (FP) and nutrition; while prioritizing the strengthening of district-level health facilities. This project commenced in August 2012. In the course of Year two (2), the project secured additional funding from DFID to improve technical support to malaria activities and from the US Government together with other donors to strengthen referral networks maternal neonatal child activities in six districts in the region. Key Duties and Responsibilities:  Oversee NU-HITES transport function, including liaison with the Program staff in way that leads to the effective and efficient vehicle usage.Work closely with drivers, oversee the project vehicle/motorcycle operations ensuring that all vehicles and motorcycles are in an optimal operating condition, well maintained, route plans are in place and weekly transport schedule is developed and regularly updated as per Plan polices. Ensure that all the vehicles have a valid insurance and that renewals , repairs are done timely.Supervise the vehicle fleet, ensuring vehicles are road worthy and fuelled ready to go status. Come up with a comprehensive vehicle repair plan that allows planned maintenance.Compile, prepare and distribute weekly vehicle movement schedules a week before the activity weekComplete monthly fuel consumption and repair analysis report, following up all identified critical gaps and variances.Monitor usage of fuel cards and manage the relationship with the selected fuel suppliers and selected vehicle repair garages. Process payments for goods and services received in a timely manner and follow up on issues raised by staff against such service providers.Monitor performance of the vehicle repair garages to ensure repairs lead to value for money.Keep safe custody of the spare keys of vehicles and motorcycles and other vehicle required documents in accordance with Plan policies.Ensure that all goods bought for future use are properly warehoused and accounted forMaintain a filing system for the NU-HITES fleet that is regularly updated with proper indexing.Implement PLAN Uganda assets/property policy inclusive of asset register updating, asset movement and ensure appropriate filing of all required documentsBe the chief custodian of the assets and assets register for the project as required by Plan policies, regularly update the register for new acquisitions, transfers and disposals and ensure proper utilization.Technically support the operations manager with the disposal of assets for NU-HITES to ensure proper procedures are followed; disposals are conducted in time and in a transparent manner.As assigned, conduct the annual assets count, including its management and maintenanceEnsure health and safety of staff and partners that visit NU-HITES Project OfficesResponsible for accuracy and proper keeping of records as well as reportingCost control and value for money including efficient office managementQualifications, Skills and Experience:  The applicant should hold a University Degree in business administration, social science/Arts, procurement or another related field.Professional CIPS qualification is an added advantage.A minimum of four years’ working experience in a relevant fieldPast experience in fleet, assets, stores and general office management with large organizations preferably NGOs.Prior experience in micro soft office applications i.e. excel, word, access and power pointHighly familiar with health and safety issues.
