Baylor College

of Medicine Children’s Foundation – Uganda (Baylor -Uganda) is a private not

for profit NGO that provides: HIV/AIDS care, treatment and prevention services;

maternal child health services; Health Professional training and Clinical

Research.


Job Summary: The PMTCT

Coordinator will offer technical support in the development and monitoring of

the implementation of the Baylor-Uganda PMTCT/EID/HCT objectives in alignment

with the MoH guidelines for PMTCT/EID/HCT to improve health facility service

programs, systems and structures.


Key Duties and Responsibilities: 


·        
The incumbent will develop and monitor the

implementation of a consolidated and comprehensive work plan, procurement plan

& budget for PMTCT/EID/HCT project activities and as well as monitor the

integration of these activities during district planning and budgeting in

various regions in line with the objectives of the projects and Baylor-Uganda’s

financial guidelines.

Build and strengthen partnerships and networks with

the District, CBOs, NGOs and other influential groups to have coordinated and

harmonized interventions, as well as monitor the implementation of strategies

for community mobilization and advocacy for PMTCT/EID/ HCT related activities

in the region in line with Baylor- Uganda’s mission.


·        
Develop and monitor the implementation of PMTCT/

EID/HCT capacity building programs based on identified needs at the

Baylor-Uganda COE and in Baylor-Uganda supported sites through didactic

trainings, on site mentorships and support supervisions according to MOH

national guidelines.


·        
The incumbent will monitor the timely forecasting

and ordering process for PMTCT/EID/HCT supplies by the Districts/health

facilities key stakeholders, as well as the distribution and usage of these

items.


·        
Monitor the distribution and usage of all data tools

and the new or updated national policies/guidelines for PMTCT/EID/HCT as well

as the update of related information in the HIMS system by the Districts/Health

facilities key stakeholders in the attached Districts.


·        
Regularly review and monitor the implementation of

strategies for phasing in, reprogramming as per drastic changes, and phasing

out given PMTCT/EID/HCT activities; as well as periodically evaluate the

functionality of linkage/referral systems within the facilities, to higher

level facilities plus the patient tracking system for mother-baby pairs and provide

feedback to key stakeholders.

Develop the PMTCT/EID/HCT ‘operation strategy’ based

on ‘holistic strategic thinking’ and monitor its implementation through

quarterly balanced scorecards/Performance monitoring plans then submit periodic

consolidated performance reports to the key stakeholders in line with

Baylor-Uganda’s mission.


·        
Identify research opportunities and monitor the

conducting of PMTCT/EID/HCT related operational research, as well write

fundable proposals for program continuity in line with Baylor-Uganda research

and donor guidelines of given projects.


·        
Develop and monitor the implementation of strategies

and systems for strengthening health facilities to improve targeted HCT

outreaches among Key Population (KP) communities, and at OVC dwelling Places;

and as well PITC at inpatient wards, women entry points (ANC, PNC, FP clinics

& labour ward for re-testing), and at child entry points for exposed babies

and infants.

Develop and monitor the implementation of strategies

and systems for strengthening health facilities to provide Family Planning

(FP), couple counseling, and support for HIV sero-discordant couples including

disclosure, partner testing, and positive living aligned to ART interventions

in line with national HIV prevention strategies


·        
The incumbent will also review and monitor the

implementation of HR support activities to enhance a competent & motivated

team of ‘PMTCT/EID/HCT staff in accordance with Baylor -Uganda human resources

manual.


Qualifications, Skills and

Experience: 


·        
The applicant should must hold an MBCHB degree;

preferably with a Master’s degree in Public Health or its equivalent with

health systems management training.


·        
A minimum of three years’ experience in managing

PMTCT/EID/HCT Programs or maternal and reproductive health programs/ projects.


·        
Three years’ relevant working experience preferably

in health development at a senior position, with a reputable international or

local NGO; and direct experience with government and donor representatives.


·        
Trainer of Trainers in PMTCT option B and Early

Infant Diagnosis and must have solid working knowledge (practical skills) in

the following areas: PMTCT, PWP, HCT, AB and ART.

The incumbent must be highly dynamic

Highly persuasive and convincing; self-motivated

Ability to demonstrate high initiative.
