Performance Group is an HR consultancy company which would like to recruit for

a valuable client, a not-for-profit child health and development organisation

providing child-focused and family-centered HIV/AIDS prevention, care and

treatment services, health professional training and clinical research in

Uganda.


Job Summary: The Chief of

Party will provide management of and oversight for all the USAID project’s activities

and staff in the organisation’s effort to address the proposed project in

Uganda. The Chief of Party will report directly to the designated USAID

Agreement Officer’s Representative (AOR) and coordinate closely with the

organisation’s central and regional staff. The organisation is looking for

someone with ample technical and managerial skills and experience, as well as a

keen sense of team dynamics and collaborative efforts. This person will already

have a deep understanding of the overall health situation in Uganda, the priorities

of the Ministry of Health, and the goals and objectives of this project. S/he

will also possess experience coordinating with national and local government

agencies, civil society organizations, community-based organizations, and other

international development groups.


Key Duties and Responsibilities: 


·        
Manage and supervise the work of all project staff,

including subcontractors and grantees, to ensure timely completion of quality

activities aligned with the project work plan and targets


·        
Work closely with the rest of the senior staff team

to provide programmatic leadership and oversee strategic planning, budgeting,

implementation, evaluation, and reporting of activities in support of the

program goals and objectives, including identifying and advancing program

priorities and relevant technical interventions


·        
Act as primary representative for the project in

technical discussions with national counterparts and participate in relevant

advisory and/or working groups with counterparts, partner institutions, the

Ministry of Health, and other relevant local stakeholders


·        
Act as a key representative for the organization in

both public and professional engagements, such as meetings, conferences, and

presentations


·        
Work closely with the rest of the key staff to make

necessary modifications to technical workplans and the project budget

throughout the course of the project


·        
Work in liaison with other donors and implementing

partners in Uganda to ensure coordination of activities nation-wide


·        
Liaise with COPs from other the organization

projects to ensure coordination of activities


·        
Actively promote consistent quality assurance

oversight for all program systems and activities; ensure that all project

activities are aligned with USAID rules and regulations, as well as the organization’s

policies and standard operating procedures


·        
Lead the team in preparing briefing papers, reports,

and recommendations for the project


·        
Identify potential issues and risks related to

program implementation and then define and carry out a risk mitigation plan and

make recommendations for program changes


Qualifications, Skills and

Experience: 


·        
The ideal candidate should preferably hold a Master’s

Degree or higher in Public Health, Social Sciences, or an equivalent field;


·        
At least ten years of progressively increasing

responsibility in managing large comprehensive and complex international

development assistance HIV/AIDS and health programs in sub-Saharan Africa;


·        
High level of interpersonal, technical, and

analytical skills, including a demonstrated ability to interact effectively and

collaboratively with a broad range of public and private sector counterparts

and other key stakeholders;


·        
Excellent organizational, analytical and oral and

written communication skills in English;


·        
Excellent skills and experience in collaborative

working relationships with senior level government leadership;


·        
Significant experience in an advisory role designing

and/or instituting policy reforms at national, local, and community

governmental levels in Uganda


·        
Prior experience working on US government programs

will be considered an asset.


·        
Fluency in English
