The

Strengthening Partnerships, Results and Innovations in Nutrition Globally

(SPRING) Project is a five-year cooperative agreement funded by the United

States Agency for International Development (USAID) and managed by JSI Research

& Training Institute Inc. with partners, Helen Keller International, the

Manoff Group, Save the Children, and the International Food Policy Research

Institute (IFPRI).  SPRING’s overarching

vision is to reduce under-nutrition, prevent stunting, and work with women of

reproductive age and children aged 6-23 months on reducing anemia. SPRING aims

to strengthen country efforts to scale up high-impact nutrition practices and

policies to improve maternal and child nutrition outcomes.


Key Duties and Responsibilities: 


·        
Offer technical and logistical support in the

development of a training packages for various levels of training on MNP usage,

distribution and storage.


·        
The incumbent will support efforts in maintaining a

strong working relationship with Ministry of Health and other members of the

Uganda MNP Technical Working Group (TWG) participating in this pilot.


·        
Support and participate in field operations,

ensuring the team work in all locations.


·        
The job holder will maintain the integrity of the

MNP intervention, ensuring close adherence to the implementation protocol,

including all plans for distribution and monitoring of the MNP.


·        
The Program Officer will also visit implementation

sites regularly during distribution of MNPs to document and monitor the MNP

dissemination in Namutumba, provide support to local SPRING/Uganda and District

staff as needed, and verify proper documentation and record-keeping.


·        
Manage the logistics of MNP transport to

distribution sites to ensure adequate supply of MNPs to all sites throughout

the implementation.


·        
Support SPRING/Uganda staff and TWG members in

development of survey tools for use in Namutumba midline and endline data

collection activities.


·        
The job holder will manage the collection of survey

data at two time periods during the study, including finalizing the survey tools

(in collaboration with SPRING staff and TWG members), hiring and training data

collectors, organizing data collection and entry, and managing data analysis.


·        
Oversee rigorous qualitative documentation of

experiences related to the MNP pilot in Namutumba district. Data will be

collected regularly in the field by SPRING/Uganda interns, but the Program

Officer for MNPs is responsible for developing and maintaining the data

collection process, as well as supervising the process and ensuring overall

data quality.


·        
Circulate key project information and/or materials

to the rest of the SPRING team on a routine basis.


·        
Technically support and ensure proper documentation

and reports are developed, reviewed and submitted in a timely manner.


·        
Actively participate in the dissemination of project

related work to different audiences and forums.


·        
Monitor and ensure MNP consumption adheres to the

set standards and address any challenges and or effects of MNP consumption on

physical health.


·        
Develop standard operating procedures for the

implementation of various components of the MNP project.


Qualifications, Skills and

Experience: 


·        
The ideal candidate should preferably hold a Master’s

degree in nutrition, public health, statistics, marketing, economics or a

related field (preferred).


·        
Previous experience working in the areas of nutrition

and maternal & child health is desired


·        
Strong initiative and self-motivation required, with

a commitment to teamwork and effectiveness within a nonhierarchical,

participatory management environment.


·        
Computer literacy skills with familiarity with basic

word processing and spreadsheet software.


·        
Broad knowledge and understanding of monitoring and

evaluation systems, operations and/or formative research design, and in the

design, implementation, and analysis of quantitative and qualitative research

studies (preferred).


·        
Proven ability to train staff in data reporting

procedures (preferred).
