Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH brings together the long-standing expertise of German Development Service (DED), German Technical Cooperation (GTZ) and InWEnt – Capacity Building International, Germany. Working efficiently, effectively and in a spirit of partnership, we support people and societies in developing, transition and industrialized countries in shaping their own futures and improving living conditions.

GIZ in Partnership with UNHCR and BMZ is implementing a Multi-sectoral program (GIZ-UNHCR/BMZ Partnership Programme) in Nakivale, Oruchinga and Kyaka II Refugee Settlements in Isingiro and Kyegegwa Districts respectively. The programme provides care and maintenance to the Refugees in the areas of Health, Water, Sanitation & Hygiene (WASH), Education, Livelihoods and Community Services/Development.

GIZ therefore invites applications from suitably qualified candidates for the under listed positions.

General Objectives:
To implement all relief activities and closely work with refugees and other partners to ensure efficient delivery of services in Health, Community Services, Livelihoods, Education, Protection and Water & Sanitation.

Criteria to all candidates:
Should be ready to work in a refugee settlement and a multicultural environment showing respect for these various cultures.
Should be fluent in English, ability to speak / understand French, Swahili, Somali, Rwandese or other regional languages is an added advantage.
Computer proficiency is an added advantage.
Should have a strong sense for integrity, self  motivation, good communication, interpersonal and reporting skills and is able to work with a team.

JOB TITLE : Medical Officer (2)
DUTY STATION : Nakivale & Kyaka II Refugee Settlements
REPORTS TO : Health & Nutrition Coordinator
DURATION : One year contract, renewable.

Terms of Reference:

Directly involved in the clinical running of the ART clinic and Health Centre in terms of patients consultations and ward round.

To supervise subordinate staff.
To act as the last line clinical consultation in case a judgment or action needs to be taken in any respective field. However, incase of proximity, the person you assign as your second in charge may step in.
To periodically evaluate the staff in your department.
To generally make sure the cleanliness of the health centre, its precincts and the ambulance are in accordance with the medical profession.
To periodically nourish your staff (Clinical Offi cers, midwives and nurses) with better or recent medical knowledge either through continuous Medical education (CMEs) or during ward rounds.

Essential Criteria:

Should possess a minimum of an MBCHB (Medical degree in Medicine & Surgery)
At least 1 year work experience post internship.
Registration with the medical and dental practitioners’ council
Experience in running an HIV clinic or having worked in an HIV environment is an added advantage.


JOB TITLE :
SGBV Field Officer (1)
DUTY STATION : Nakivale Refugee Settlement
REPORTS TO : Protection Coordinator
DURATION : One year contract, renewable

Terms of Reference:

Develop and implement programs which promote resilience and strengthen positive coping mechanisms within the community; establishment of peer networks, psychosocial support, and social integration; field visits to assess program quality, establish and monitor GBV referral system to provide assistance, identify vulnerabilities, and ensure follow-up on specific cases.
Ensure confidentiality and information management.
Carry-out awareness raising activities on GBV within the communities
Identify, document and follow up on GBV survivors
Monitor activities of community-based GBV networks, and provide capacity building and support to such networks.

Essential Criteria:
University degree in social sciences or other related field
A minimum of three (3) years experience in implementing protection programming, preferably with a focus on GBV.
Good experience in the area of implementing psychosocial projects ,community work with a participatory approach; designing and implementing training, working in conflict areas with a multi-ethnic team in a culturally in a culturally appropriate manner


JOB TITLE :
Legal Officer (1)
DUTY STATION : Nakivale Refugee Settlement
REPORTS TO : Protection Coordinator
DURATION : One year contract, renewable.

Terms of Reference:
1.Protection and legal assistance.
Provide legal advice to refugees and asylum seekers.
Community education relating to laws and legal obligations (in collaboration with UNHCR /OPM)
Coordinate legal and material assistance to refugees and asylum seekers in prison and police custody.

2. Unaccompanied Minors and Separated children.
Registration of UAMs and SC, and related information management.
Administer foster agreements and referral for material assistance.
Facilitate tracing and family reunification process (in collaboration with UNHCR/tracing agencies).

3.SGBV prevention and management.
Institute and promote sustainable SGBV preventive strategies (Providing periodic analysis of SGBV).
Follow up on cases reported by SGBV survivors

4. Extend technical support to UNCHR in management of legal and protection related matters in the settlement.

5. Support GIZ protection and legal service related activities in other settlements.

Essential Criteria:
Bachelor of Laws Degree (Hons) from a recognized university and a diploma in Legal Practice.
A minimum of 3 years of working experience in the same field.

JOB TITLE : Child Protection Assistant (1)
DUTY STATION : Nakivale Refugee Settlement
REPORTS TO : Protection Coordinator
DURATION : One year contract, renewable.

Terms of Reference:
Identification and documentation of UAMs/SC and other children at risk
Monitor the welfare of UAMs/SC and other children at risk
Provide psychosocial support to UAMs/SC and other children at risk
Conduct needs assessment for UAMs/SC and other children at risk
Monitor activities of community-based child protection networks, and provide capacity building and support to such networks.
Carry-out awareness raising activities among children, parents and communities on Child Rights and Protection.
Submit monthly reports on issues and trends related to Child Protection using the established reporting formats.

Essential Criteria:
University degree in social sciences or other related field
A minimum of 2 years experience in implementing protection programming, preferably with a focus on children.
Good experience in the area of implementing psychosocial projects, monitoring and reporting on child rights violation/abuse, preferably at the field level
Knowledge of current Child Protection issues, policies as well as social Programming policies and procedures in international development cooperation

JOB TITLE : Water Coordinator (1)
DUTY STATION : Nakivale Refugee Settlement
REPORTS TO : Project Manager
DURATION : One year contract, renewable.

Terms of Reference:
Provide technical support to the water sector team to maximize efficiency in the production and distribution of safe water and specifically;
Strategic water system development and promotion of durable solutions for water supply
Ensuring efficient operation of water systems (and other water points), reliable and safe water distribution.
Design templates construction contracts for water and sanitation related works, and a system for monitoring the progress of works and performance of contractors
Design and supervise a water quality assurance and monitoring (implement systematic internal and external control strategy).
Developing a participatory community led approach for the management of water installations.
Support the water sector team in strategic planning and budgeting
Build capacity for strategic information for programming, monitoring and evaluation (implement efficient information system to monitor water supply and impact of the sector on the People of concern)
Identification of water sector staff training needs and provision of practical on job trainings tailored to the identified needs
Drafting monthly progress reports for submission to project management and UNHCR.

Essential Criteria:

A degree in Civil / Water Engineering from a reputable university.
A minimum of 5 years working experience in a related field
At least 3 years of working experience in a managerial position
Experience in project planning and report writing

JOB TITLE :
Logistics Officer (1)
DUTY STATION : Nakivale Refugee Settlement
REPORTS TO : Project Manager
DURATION : One year contract, renewable.


Terms of Reference:
Oversee the stores management and maintaining an updated record of the items in stock.
Follow up all procurement requests for the project departments and report them to the Procurement Officer.
Assist sectors in best practices of procurement i.e. advertising for tenders and bid evaluation as well as maintaining an updated supplier base list.
Ensure safety of the cars, generators, motor bikes and fuel consumption machinery and timely service and maintenance for all the machinery.
Monitor fuel consumption of the project and make a monthly report on the usage.
Check whether all purchases are well received, complete, undamaged and that they are stored in the proper place.

Essential Criteria:
University degree in procurement, Logistics or in any other related fields.
Minimum of 3 years working experience in Logistics in a very busy environment.
Experience in Fleet management is an added advantage
