Preferred Skills: Plan has secured funding from the European Union (EU) represented by the European Commission (EC) who is the Contracting Authority to implement a three year WASH project aimed at increasing access to potable water sources among the supported communities in the districts of Luwero, Lira, Tororo and Kamuli as well as implementing sanitation interventions through sanitation marketing and Community led Total Sanitation approaches.Plan Uganda is an equal opportunity employer currently seeking to recruit competent persons to fill the following vacant positions:1. Project Coordinator –EC WASH Project (1 position) based in KampalaThe Project Coordinator will report to the Programme Support Manager and will be the team leader for this project; the position is therefore both a technical and a managerial position. The successful candidate will therefore support all project and partner related activities in Kamuli, Luwero, and Tororo districts.Major Responsibilities /Key Result Areas1. Develop and implement timely and quality quarterly project implementation plans2. Ensure that all aspects of the project are in compliance with EC standards3. Report on project progress as per EC requirements4. Organize regular performance review meetings with the key project stakeholders and supervise the work of partner organizations5. Ensure adequate stakeholder consultation and participation at all project stages6. Supervise and appraise project staff to ensure quality delivery of the project7. Compile and disseminate reports to the project stakeholders8. Ensure efficient utilization and timely accountability of funds and other resources allocated to the project including those with implementing partners9. Ensure that the project documents are well maintained10. Participate in operational research related to the project A degree in Water Engineering, Sanitation and Health, or any other related field A Masters Degree in any of these fields will be an added advantage At least 5 years experience in Water and Sanitation Policy and strategy dialogue preferably with an International Non- Governmental Organization At least five years of professional experience in managing Water, Hygiene and Sanitation projects Experience in implementing EC grants with good knowledge donor requirements Proven skills & experience in report writing, team & budget management and MS office software Familiar with current issues in the field of development and children’s issues in particular in the context of Human Rights based programming Strong awareness of the importance of integration of water supply, sanitation and Hygiene in development Proven ability to meet deadlines and work cooperatively with all other local partners Experience in resource mobilization both at local and international levels2. Project Facilitator- EC WASH Project (3 positions) based in Kamuli, Luwero and TororoThe Project Facilitator will report to the lead Programme Unit Manager. He/she will have overall responsibility to undertake the day to day implementation of project interventions and coordination of the project activities in their respective work stations. He/She will work closely with the Project Coordinator as well as all project stakeholders and ensure that the project activities are implemented in a timely and efficient manner.Major Responsibilities /Key result areas1. Prepare budgets, work-plans, and reports and ensure that project budgets are effectively managed2. Take a lead in implementation of project interventions3. Community mobilization to promote participatory project implementation approaches4. Community sensitization and awareness on dangers related to poor WASH practices and facilities5. Proper documentation of all project activities as well as writing high quality and timely reports as per EC guidelines6. Promote resource mobilization initiatives that enhance the community participation and performance7. Work with stakeholders to refine indicators for evaluating the project successes8. Organize participatory reviews, conduct regular assessment of progress on the project activities9. Ensure efficient utilization and timely accountability of funds allocated to implementing partners10. Effective integration of project activities with other Plan supported initiatives in the Programme Unit11.Create and coordinate community partnerships with other possible stakeholders (government, private sector, NGOs) A Bachelors degree in Social Sciences or any other related field At least 5 years experience in implementing Water and Sanitation projects Experience in implementing EC grants with good knowledge donor requirements Familiar with issues in the fi eld of development and children’s issues in the context of Human Rights based programming Demonstrated knowledge and experience in report writing, budget tracking Proven experience & knowledge of leading sanitation approaches like CLTS, SanMark, Ability to work effectively with donors and other partner organizations Proven ability and experience in community mobilization and participatory approaches Computer knowledge in Microsoft Office Software3. Project Accountant – EC WASH Project (1 position) based in KampalaThe position reports to the Project Coordinator and will be responsible for day to day operations of the Project and partner activities in Kamuli, Luwero and Tororo districts on all finance related matters.Major Responsibilities /Key result areas1. Participate in budget preparation, management and control2. Prepare all project financial reports and other documentation according to agreed upon EC guidelines3. Assist the Project coordinator to manage the project budget in line with set policies and guidelines4. Ensure proper management and maintenance of project assets i.e. furniture, fixtures and fittings,vehicles, computers, motor cycles, etc including5. Fleet management of project vehicle and cycles including fuel and cost controls including those used by the partners if any6. Proper management of asset registers i.e. regular updating, insurance, disposal planning and proper utilization.7. Proper management of project inventory/ stationary stocks and reconciliations8.
