Consultant

The Mitchell Group, Inc. (TMG) is recruiting a short-term consultant to support the USAID/Uganda Mission in implementing a training workshop for USAID Mission staff and Implementing Partners in qualitative methodologies for project monitoring and learning. The workshop is an integral part of USAID/Uganda’s Country Development Cooperation Strategy and the subsequent implementation of the Collaboration, Learning and Adapting approach to knowledge management. The proposed duration of the consultancy is 22 days from February 27th through March 2nd during which time the consultant will be responsible for designing a 4.5 day training course. The training course shall cover:

The principles of qualitative research (issues of validity, reliability, bias and techniques to overcome these);A number of suitable monitoring techniques and how to use them (Most Significant Change Technique, Beneficiary Assessments, Participatory Monitoring amongst others to be proposed by the Consultant such as Case Studies to be agreed with UMEMS and USAID/Uganda)A number of techniques for organizing and facilitating learning experiences (After-Action Reviews for example)

Scope of Work

Specific activities include:

Design a training workshop for USAID staff and Implementing Partners;Design the requisite training materials and prepare a Trainer’s Facilitation Guide;Design the training exercises for each module;Brief staff on the training materials prior to delivery of the course and coach them in their role as group facilitators;Deliver the training to USAID staff and Implementing Partners; andDesign and conduct a workshop evaluation.

Level of Effort and Administration

A maximum level of effort of 22 days of which 10 days is for design and preparation, 2 days are for travel and 10 days are for briefing of UMEMS staff, training delivery and wrap up activities.    

Candidates should have the following qualifications and experience:

Master’s degree in development studies with experience or qualifications in monitoring and evaluation and training/facilitation.  Strong knowledge of traditional and alternative project monitoring techniques; experience in training materials development and delivery; experience in the application of adult training techniques.  Experience with the application of knowledge management techniques.
