Caritas Moroto is the social development arm of the Catholic Diocese of
Kotido and it operates as a Faith Based not-for-profit development
organization. Caritas Moroto oversees all the Diocesan Development Programs. The
Vision is ‘‘a peaceful, dignified, and self-reliant community in Moroto.’’ Her
Mission is ‘‘to strengthen the capacity of subsistence farmers and vulnerable
groups for equitable and sustainable rural development.’’ Currently, it
operates in Moroto, Napak, Nakapiripirit and Amudat districts and its
activities focus on sustainable livelihoods; justice and peace, gender and
development, emergency and disaster risk reduction. Her Values are; Integrity,
Honesty, Accountability.
Caritas Moroto has signed an agreement with Catholic Agency for
Overseas Development (CAFOD) to implement a three (3) year project on Water,
Sanitation and Hygiene (MF4 Project) in Nadunget Sub-county, Moroto District.
Job Summary: The Gender and
Advocacy Project Officer will take lead in ensuring that the gender and
advocacy components of the Match Fund IV project on Water, Sanitation and
Hygiene in Uganda is rolled out and successfully executed to meet the
expectations of the local communities, project beneficiaries, DFID and other
stakeholders. This entails working closely with district local governments,
project staff, CSOs in the area, Caritas agencies implementing same project,
local media and CAFOD among others.
Key Duties and Responsibilities:
- To develop and implement an advocacy
strategy that informs and engages a wide range of external audiences
around the project aims. - Lead and or support policy research and
drafting of advocacy documents to enhance the scope and vision of the
project’s advocacy work. - Responsible for preparation of reports on
advocacy components of the project’s advocacy work and evidencing the
Voice and Accountability tool that will be used. - Ensure gender dimension in M&E system
and support project officers and monitor the progress on gender issues
across all programme work. - Responsible for local level representation
and advocacy to governments, project beneficiaries and CSO’s. - To develop reports, briefing papers,
opinion pieces and WASH articles to UWASNET - Produce information, materials and
documentation to support the achievement of the project’s advocacy
objectives - Undertake gender analysis at the community
and at project level - Provide training, support and other
capacity building efforts to staff on gender mainstreaming and analysis - To contribute to local media efforts for
expanded and more vigorous advocacy campaigns such as on hand washing day,
world toilet day and other advocacy opportunities. - To build strong relationships with local
governments and civil society organisations on WASH. - To build advocacy capacity of staff,
religious and community leaders through training. - Build strong network and alliance with
like-minded stakeholders to strengthen gender awareness at both local and
national levels. - Establish and facilitate communities and
share advocacy learning and practices among other Caritas gender and
advocacy project officers. - Any other duties as assigned
Qualifications, Skills and
Experience:
- The applicant should hold a Degree in
Political science, International Development or social science and or
related fields. - Significant experience of working as a
development professional with NGOs, especially of advocacy/gender work - Basic understanding of policy scope in North eastern Uganda context- Ugandan Government policies in relation to WASH such as District Development Plans (DIP), District Implementation Manual (DIM), Sector Performance Manuals (SPMs) among others.
- Demonstrable knowledge of the development,
gender issues and policy challenges facing north eastern Uganda and in
particular WASH challenges. - Experience and or ability to work with the
local media and other stakeholders to disseminate advocacy messages to segmented
advocacy audience. - Experience and or ability to write
advocacy related articles such as newsletter, policy briefs to profile
match Fund Iv project in Northern Uganda on advocacy and gender. - Experience of developing or supporting the
development of advocacy materials such as posters, letters, banners,
position papers, among others. - Experience of working with other
stakeholders such as CSO’s for networking, advocacy and learning. - Experience of working with and influencing
government policy makers. - Ability to work with local community
advocacy groups to influence policy and practise in WASH sector or other
development sectors. - Successful candidate must demonstrate
competencies in the following areas. - Excellent communication skills-
internal-external, written-spoken and online-offline communication - Strong research, gender and advocacy
skills. - Riding skills and possession of riding
license is an added advantage. - Ability to work with others in a cohesive
team spirit. - Good work planning and organizational skills
- Project delivery, Implementation,
reporting and learning - Excellent interpersonal and collaborative
skills - Ability to network and inspire others to
collaborate - Cultural sensitivity.
