Community Health Alliance Uganda (CHAU), formerly the International

HIV/AIDS Alliance Uganda, is a national Non-Governmental Organization (NGO)

which was registered in 2010. It works in partnership with other Community

based Organizations (CBOs)/ local NGOs to support community action on

integrated Sexual reproductive health and HIV/AIDS in Uganda. CHAU is an

affiliate and accredited to International HIV/AIDS Alliance as its Linking

Organization. This partnership facilitates CHAU to engage and collaborate with

IHAA’s global network which includes over 40 independent organizations spread

across the world. CHAU through its global strategic partnerships, is able learn

from and adapt international best practices and experiences to the local

context in the areas of organizational development, capacity building,

community systems strengthening, Advocacy and quality service delivery.



Job Summary:  The Program Specialist – Research, Policy

& Advocacy will provide overall leadership in coordination of Policy

Research, advocacy and campaigns in line with CHAU’s strategic direction and

thematic objectives



Key Duties and Responsibilities: 

  • The

    incumbent will manage and guide in the strategic planning processes for

    policy research advocacy and campaigns, at the local, regional and

    national levels in line with the CHAU strategy and any IHAA global

    campaign processes

  • Oversee

    the development of, and coordinate the implementation of frameworks for

    quality research and alternative modeling for policy influencing

  • Build

    and strengthen strategic networks and alliances for policy advocacy,

    Campaigns and maintain linkages and communication to IHAA global policy

    initiatives, ensuring  effective

    information flow in and outside CHAU

  • Develop

    and monitor the implementation of broad frameworks, goals and standards

    for monitoring policy work in CHAU and IP programmes, communicate and

    consolidate reports and submit to relevant stakeholders in line with the

    organizational accountability systems’ requirements

  • Coordinate

    resource mobilization for the Policy Unit by developing concepts and

    proposals in line with the CHAU strategies

  • Coordinate

    the identification and consolidation of Policy knowledge needs for all

    CHAU departments and its implementing partners, coordinate the generation,

    storage and access to knowledge in line with the CHAU knowledge management

    strategy


Qualifications, Skills and

Experience: 

  • The applicant for the Program Specialist – Research, Policy & Advocacy vacancy

    must hold a Bachelor’s degree in Development Studies, Law, Public Health,

    Social Sciences, communication or 

    any relevant degree.

  • Possession

    of a Master’s degree in social sciences, Law, Human Rights, development

    Studies, Public Administration, and Planning, project planning or

    management

  • A

    relevant post graduate qualification will be an added advantage

  • Training

    in Policy Research, Policy Advocacy and Analysis

  • Training

    in HRBA, Project management, Gender and Human Rights

  • A

    minimum of four years or more of relevant experience from a reputable

    organization

  • Knowledge

    of SRHR and HIV/AIDS Policy work

  • Familiar

    with the implementation of HIV/AIDS and reproductive health Programs.

  • Current

    policies and laws related to reproductive health and HIV AIDS.

  • Good

    Planning and Budgeting skills

  • Networking

    and relationships management in the area of HIV/AIDS and Health
