Transport Economist
Objective of the project:
The evaluator’s mission is to provide the NAO, UNRA and the EC with sufficient information to:
i. make an overall independent assessment of the past performance of the project, paying particular attention to the impact of the project actions against its objectives;
ii. Identify key lessons to be drawn and propose practical recommendations for follow-up actions.
Specific objectives
The evaluator shall verify, analyse and assess in detail the issues outlined in par 2.3 below. The list of issues is not intended to be exhaustive. The issues refer to the five evaluation criteria endorsed by the OECD-DAC (relevance, effectiveness, efficiency, sustainability and impact), and to the EC-specific evaluation criteria (EC added value and coherence).The evaluator is also requested to verify, analyse and assess the integration and impact of cross cutting issues in the project, and to use his professional judgement and experience to review all relevant factors and to bring these to the attention of the NAO, UNRA and the EC..View the original article here
