The objective of the Uganda Support to Municipal Infrastructure Development Program Project (USMID) is to enhance the institutional performance of program Local Governments (LGs) to improve urban service delivery. The core of the program will comprise two grant flows to Municipalities: (i) the Municipal Development Grant (MDG) which will provide substantial additional funds to the targeted Municipalities for investment in urban infrastructure, designed in such a way as to leverage and incentivize improved institutional and delivery performance of these bodies; (ii) the Municipal Capacity Building Grant (MCBG), amounting to about 7 percent of the MDG, which will provide Municipalities with the resources to access the capacity building inputs that are required for them to achieve the performance that the MDG will incentivize. The program will also involve a range of administration, oversight and support activities to be undertaken by the relevant central government entities responsible for the various elements of the implementation of the Program. MINIMUM QUALIFICATIONS AND WORKING EXPERIENCE:

Applicants should be Ugandans holding an Honours Bachelor’s Degree in Mechanical Engineering plus a minimum of a Postgraduate Diploma or its equivalent in Mechanical Engineering from a recognized university or institution.

He/she should be a registered Engineer with the Uganda Engineers Registration Board (UERB).

Applicants should have a minimum of six (6) years working experience, three (3) of which should have been gained at the level of a Senior Engineer in Government or equivalent level of experience from a reputable organization.

Applicants should have good interpersonal and communication skills and must be computer literate.

He/she must have a concern for quality and standards and knowledge of procurement, disposal and contract management and with a policy management strategic thinking.

Applications should be submitted in triplicate on Public Service Form No. 3 (2008) to the Secretary, Public Service Commission, P. O. Box 7080, Kampala to be received not later than Friday 18th January 2013.

The application forms are obtainable from the Public Service Commission Offi ces, 2nd Floor, Farmers, House, Parliament Avenue, Kampala, Ministry/Department Headquarters and District Service Commission Offi ces. Hand written applications are also acceptable.

Applications should bear the title of the post as well as the Reference Number specified against the vacancy. Applicants are free to apply for a maximum of two (2) Posts.

Applicants should attach three (3) sets of certifi ed photocopies of their academic certificates and testimonials, plus three (3) recent certified passport size photographs.

Those already in Government Service should route their applications through their Heads of Department who should be informed of the closing date to avoid delay. Serving officers may submit an advance copy of the applications directly to the Public Service Commission to enable the Commission start processing them.

Applicants who shall not hear from the Public Service Commission on completion of the Selection Exercise should consider themselves unsuccessful.

i) Those already appointed in the Public Service in the case of posts in Salary Scale U4;

Job Title : Transport and Logistics Assistant

SALARY SCALE: NMS SCALE 5

Reports to : Transport and Logistics Officer

Location of office: Entebbe.

Purpose of the job:

To ensure that vehicles and Ware house equipment are kept in good wording condition at all times through planning and execution of repairs and preventive maintenance.. KEY RESULTS AREAS/ ACCOUNTABILITIES.

To undertake routine monthly service for corporation vehicles.To inspect vehicles before and after use and undertake minor repairs in line with NMS procedures.Prepare National Medical Stores vehicle repair orders and spot check vehicles repair progress from garages or spot check vehicle working conditions in line with NMS set guidelines.To follow up NMS vehicle registration, licensing and motor vehicle insurance claims in line with set departmental guidelines.To prepare budgets, for fuel and other logistics per vehicle in line with NMS set Guidelines.To prepare, supervise and allocate duties to Drivers/Dispatch Assistants as per section activity schedule.To supervise the timely and efficient loading of supplies from the Dispatch warehouse in line with the set departmental guidelines.To develop daily, weekly, monthly annual maintenance plans for vehicles and ware house equipment.To arrange equipment (e.g spares, tools and materials) in collaboration with the Head of stores.To control maintenance activities- periodic checks, standard engineering practices, root cause analysis and corrective actionTo ensure proper maintenance and repair of vehicles and warehouse equipment.To undertake regular general checks of vehicles and recommend to garages for specific repairs to be madeRequirement:QUALIFICATIONS AND EXPERIENCEAn ordinary diploma in mechanical Engineering from a recognized Institution.Must be Computer literate with proficiency in MS Excel, MS Word.POrior knowledge of any other database management systems will be added advantage.Must be able to understand the various practical aspects of maintenance work flow, and maintenance documentation.At least three years maintenance experience of motor motor vehicle and equipment management in a reputable organisation.High degree of integrity, honesty, flexibility demonstrates commitment and attention to details. Transport Economist

Objective of the project:

The evaluator’s mission is to provide the NAO, UNRA and the EC with sufficient information to:

i. make an overall independent assessment of the past performance of the project, paying particular attention to the impact of the project actions against its objectives;

ii. Identify key lessons to be drawn and propose practical recommendations for follow-up actions.

Specific objectives

The evaluator shall verify, analyse and assess in detail the issues outlined in par 2.3 below. The list of issues is not intended to be exhaustive. The issues refer to the five evaluation criteria endorsed by the OECD-DAC (relevance, effectiveness, efficiency, sustainability and impact), and to the EC-specific evaluation criteria (EC added value and coherence).The evaluator is also requested to verify, analyse and assess the integration and impact of cross cutting issues in the project, and to use his professional judgement and experience to review all relevant factors and to bring these to the attention of the NAO, UNRA and the EC..
