Uganda: Labour Market Specialist

Position Title Labour Market Specialist Type of Contract Consultancy Duration 30 days between June and December 2014 (20 home based; 10 Uganda based)

BACKGROUND

The project “Improved Labour Market Information through the Joint Programme on Population, phase II” aims to develop certain key building blocks of a labour market information system (LMIS) that can contribute to sound and evidence-based policies on employment, particularly in respect to young Ugandans. In this regard, IOM is working closely with the Government of Uganda, employers’ organizations and trade unions to conduct labour market needs assessment (LMNA) surveys in four sectors of the economy (Financial intermediation, Food processing sector, Construction sector, Information and communications technology sector) as well as one skills audit in the hotel sector.

During phase I of the project, IOM developed a methodology to conduct LMNAs and conducted two pilot LMNAs in the hotel and food processing sectors. In addition, it assisted the Uganda Bureau of Statistics to finalize a national labour force survey (LFS) report. Phase II of the project, builds on lessons learned and expands the reach of IOM activities into additional sectors of economic activity in Uganda. Given the importance of the food processing and hotel sector to the Ugandan economy IOM will continue working in these sectors upon the request of the LMNA Task Force. The second LMNA in the food processing industry aims to be more comprehensive. The project will commence with a refresher training session for LMNA stakeholders. IOM will then work with the Ministry of Gender Labour and Social Development (MGLSD) as well as employer association to collect data from employers in various sectors. The data collected will be presented to sectoral roundtables to validate the findings. IOM will produce a report which will present the findings of the LMNA and the skills audit. Towards the end of the project, IOM will also organize a stakeholder workshop to validate the report.

Against this backdrop, IOM Uganda is looking for a labour market specialist to provide overall guidance in phase II of the project. He/she will work closely with five sectoral experts and two surveyors. The consultant will work under the direct supervision of the Project Officer and overall supervision of the Programme Coordinator and will be expected to perform the following:

TASKS

Hold discussions with national government counterparts in Uganda on LMNA and skills audit;Train government officials and other key stakeholders on LMNA and skills audit;Provide guidance to sectoral experts in adapting the LMNA methodology to their respective sectors;Review a methodology to conduct a skills audit;Provide input to the survey questionnaires;Provide guidance to sectoral experts and surveyors in the development of a detailed work plan for data collection of the LMNA and skills audit;Analyse data for the LMNA and skills audit (tabulations of data will be done by surveyors with input, if necessary, from sectoral experts);Lead the discussion at the following events: • Sectoral roundtables with employers to discuss findings of the LMNA and skills audit along with sectoral experts (October) • Validation workshop for LMNA and skills audit (December)Review the LMNA and skills audit reports and provide feedback to the sectoral experts;Produce an overarching report of the four LMNAs and skills audit which should include policy recommendations and adjust/rewrite to meet the highest possible technical and editorial standards.

DELIVERABLES

Training delivered (June);Adjustment and specialization of methodology to conduct LMNA including review of relevant questionnaires (June);Input to skills audit methodology (June);Facilitation of sectoral roundtables (October);Review and analysis of LMNA and skills audit data and reports produced by sectoral experts;An overarching report which provides an overview of the LMNAs and skills audit and provides policy recommendations;Facilitation of validation workshop (December).

QUALIFICATIONS

An advanced degree in economics;At least 5-7 years of work experience in the field of labour economy;Experience in the design, implementation, monitoring or study of labour market information systems;Experience working for international organizations a distinct advantage;Knowledge of labour market survey design and methodology;Strong communication and reporting skills in English;Relevant regional/national experience an asset;

The Government of Uganda under the Ministry of Gender Labour and Social Development, with support from the International Labour Organisation/ International Programme on the Elimination of Child Labour (ILO/IPEC) is implementing a Child Labour and- Education Project. The overall objective of the project is to contribute to elimination of child labour in Uganda through profiling child labour as a national priority issue for achieving education for all. The project will strengthen collaboration between the Ministry of Education and Sports and the Ministry of Gender Labour and Social Development in the effort to increase educational opportunities as a viable alternative to combat the worst forms of child labour. JOB TITLE: CHILD LABOUR RESOURCE PERSON

REPORTS TO: DIPECTOR FOR LABOUR Duration of the contract: ONE YEAR

Main Duties and Responsibilities

    Develop awareness raising materials on the linkages between child labour and education.
Develop simplified versions/information materials on the Statutory Regulation on the National list of hazardous work and the Employment (Employment of Children) Regulations.
Develop a module to the ILO – IPEC information kit on mainstreaming child labour concerns in education sector plans and programmes specific to the Uganda context.
Integrate the Regulation on Apprenticeship into the national skills training curricula and the BTVET Strategy.

Requirement:

    An Honours Bachelor's Degree plus Masters Degree in one of the following fields; Social Work Social Administration, Development , Education
A minimum of five (5) years relevant working experience on child labour programming.
Policy analysis.
Child Labour and Children's rights Legislation a Communication skills.
Results oriented and self-driven.
Interpersonal and communication skills.

The Ministry of Gender, Labour and Social Development (MGLSD), with support from the UK Department tor International Development and Irish Aid, is implementing the Expanding Social Protection Programme (ESPP) in Uganda.

The ESPP is a five year programme which is coordinated by the Social Protection Secretariat within the MGLSD and includes a pilot cash transfer scheme, the Social Assistance Grants for Empowerment (SAGE) Programme. SAGE will provide regular cash transfers to vulnerable families living in chronic poverty. SAGE will work initially in fourteen districts, reaching 15% of households, in target districts, with the aim of subsequent national scale-up.

Our client, Maxwell Stamp PLC has been providing technical support to MGLSD to implement the ESPP. Maxwell Stamp PLC are now seeking to fill four key positions in the Social Protection Programme at district level;
Position: District SAGE Advisors
Location: Kyenjojo, Kaberamaido and Kiboga districts

The successful candidates will work in partnership with Kyenjojo, Kaberamaido and Kiboga district authorities to support implementation of the SAGE cash transfer scheme. Post holders will be responsible for delivering training to local government staff, monitoring programme implementation and will occasionally be required to support sub-county and parish level activities. In addition, post holders will be required to liaise with private sector payment service providers to ensure timely payment of SAGE entitlements to beneficiaries.Regular and extensive travel throughout the pilot districts will therefore be required.

Qualifications:

? A self-starter with experience of managing people
? Experience in cash transfer programming or large-scale humanitarian operations desirable
