THE OPPORTUNITY:

We have an excellent opportunity for applicants with energy and enthusiasm seeking to take forward our Child Safe Programme across the Middle East, North Africa (MENA) and Sub-Saharan Africa (SSA) based in Kampala, Uganda.

The Child Protection Team provides leadership and professional advice on the implementation of the British Council global child protection strategy. Your role is to provide regional leadership in the Middle East North Africa (MENA) and Sub -Saharan Africa (SSA). You will work with the Corporate Child Protection Team and regional networks to implement, monitor and evaluate a child safe change programme, with an emphasis on ensuring a culture of proactive child protection systems and safe practice.

Some of the main duties include:

· Providing specialist advice and support to staff in the Middle East, North Africa and Sub-Saharan African regions.

· Leading the implementation of an organised and consistent approach to child protection across the region.

· Designing and deliver child protection training to improve staff knowledge and skills.

· Developing, reviewing and implementing systems that respond to child protection incidents.

· Working with colleagues based in other countries and regions with frequent travel within the Middle East, North Africa and Sub-Saharan Africa and to the UK.

We require the successful candidate to:

· Have significant work experience in the child protection sector including experience in at least one country that is not your country of origin

· Have excellent written and oral communication skills

· Have experience in the following:

o Conducting enquiries and investigations

o Conducting interviews

o Report writing

o Conducting presentations

· Have a professional graduate or post graduate qualification in a child protection related field such as Social Work, Education, Law or Health

· Be fluent in written and spoken English

· Have eligibility to work in Uganda and able to travel throughout the Middle East, North Africa and Sub-Saharan African countries

Senior Officer Child Protection (1 Position); Nakasongola

Job Purpose:

The job holder is responsible for providing on-going capacity support and coordination of the project partners with project planning, implementation, monitoring & evaluation and reporting. The Senior Officer is responsible for the direct supervision of Child Protection activities, providing on-going, implementation, monitoring & evaluation and reporting in regard to the execution of activities within the vulnerable communities targeted by Save the Children. The post holder is specifically oriented towards Child Protection activities and special attention will be made of the Child Protection sector in other core sectors of the organisation such as child rights, nutrition, health and education. The job holder may be called upon as and when necessary to support the emergency team in cases of humanitarian crisis.

Academic back ground, Experience & Person Specifications;

Minimum of degree in humanities, international relations/ development, or a related field;Minimum of 3 years relevant experience working with NGOs; skills in leadership and supervision;Must be willing to extensively travel to the field.

Description
Scope of Work:The WPE Technical Coordinator is based in Kampala and travels regularly to the Acholi and Karamoja regions to support the WPE teams at field level. S/he is responsible for delivering high quality programs through strategy development, program design, implementation and evaluation of all GBV-related activities within IRC Uganda. S/he also provides technical advisory and writing support on business development opportunities. Primary duties will include strengthening the WPE sector and providing technical oversight of WPE programming across three regions of implementation; northern Uganda, Karamoja and Kampala. This position is part of the Senior Management team of IRC Uganda.
Key Responsibilities
* Lead the development of a WPE sector strategy that articulates the vision in line with the country strategy and lays out the ‘master’ program design.
* Lead the design, drafting and implementation process of projects, including annual work plans, performance monitoring plans and log frames to inform ongoing implementation and new program design.
* Provide ongoing technical advice, direct support and guidance to the WPE teams to effectively monitor implementation of program activities.
* Ensure budget management by regularly monitoring expenditures and making adjustments as necessary.
* Identify new funding opportunities and play a leadership role in developing high quality proposals and budgets that are consistent with the overall WPE country sector strategy for submission to donors. This includesclose collaboration with the other IRC sectors including Health, Children and Youth – Protection and Development, Economic Recovery and Development as well as Governance and Peace Building to innovative and effective inclusion of WPE components in the integrated programs IRC delivers.
* Assist in identifying and exploring opportunities for the professional development of program staff, including capacity building training, exchanges, formal performance reviews and ongoing coaching.
* Liaise with donor representatives and national authorities in Uganda to keep them abreast of the project and developments.
Minimum Requirements:
* Post-graduate degree in social work, social sciences, public health, community health, or related field
* At least three years experience working in the field of gender-based violence, protection, gender in Africa
* Demonstrated experience in human resource management, capacity building and mentoring
* Proven skills in program management including budget management, donor reporting and monitoring.
* Program development experience including donor / governmental liaison and proposal writing preferred
* Organized and detail-oriented with multi-tasking abilities with ability to meet deadlines in a timely manner
* Excellent leadership and problem solving skills
* Excellent communication skills in English, both oral and written; Acholi or Ngakarimojong an advantage.
* Willingness to travel up to 50% of the time to northern Uganda and Karamoja

• Support the staff and partners capacity in the documentation process,  knowledge generation, sharing; and reports development for effective implementation of CPA in the respective Area Development Programmes (ADPs) as specified in the project document

• Contribute to organizational cultural change and sharing knowledge that is related to CPA.

Knowledge Management

• Design, implement and oversee systems, standards, protocols, processes and tools that will capture both the process, knowledge, practice, implications and learning from the CPA Project.

• Coordinate Documentation, Research and Analysis that will provide opportunities for shared learning, and evidence for policy influencing.

• Promote knowledge generation and sharing through capturing the best and promising organizational practices/ experiences and facilitate exchange of information internally and across the National Offices.

• Promote the sharing of experiences across different divisions/projects/ units and World Vision partnership on innovative approaches in knowledge sharing, including preparation of case studies, symposiums, workshops, conferences, informal working groups etc related to CPA and other local level advocacy approaches.

• Collect data periodically and input it into the CPA data base for utilization by staff and partners

• Develop monitor and evaluate the knowledge sharing program including external benchmarking on CPA

• Explore and establish relationships with external providers of information, tools, approaches and knowledge on Child Protection and Advocacy, for example academic and/or Research Institutions

Coordination of CPA Training Programmes:

• Coordinate CPA training workshops and capacity building support for the two NOs

• Coordinate the development and sharing of the necessary resource materials and modules to support CPA programming

• Coordinate and support documentation and sharing of lessons, processes and practice as well as defining promising standards for Child Protection and Advocacy through the Advocacy Learning Center

• Coordinate production of reports and other supporting resource materials for use by National Officess in the East Africa Region.

Partnership and Network Building

• Engage in strategic inter-agency collaboration, partnership and network building with government institutions and other CSOs that support the wellbeing of vulnerable children

Background:

This is a call for an Administration and Finance Officer to work with the Protection Desk Uganda (PD-U). PD-U is a collaborative effort of the East and Horn of Africa Human Rights Defenders Project (EHAHRDP) based in Kampala, Uganda and Protection International (PI) based in Brussels, Belgium.

The PD-U was established with the aim of providing ongoing and effective support to human rights defenders through building their capacity in security and protection management in order to ensure that those defenders can in turn offer greater protection to the people they work with and for. The Desk furthermore seeks to support the efforts by other stakeholders to mainstreaming defenders' protection into the agenda of key stakeholders, notably relevant national authorities, national and international organisations and foreign governments. PD-U furthermore complements EHAHRDP's efforts in these areas on a sub-regional level.

Key responsibilities:

ï‚§ In charge of the office and maintenance of an inventory of all purchased items and insurance policies; ï‚§ Manage contractual negotiations and agreements with suppliers and service providers; ï‚§ Maintain cash books, cheque register for all bank accounts and produce monthly reconciliation statements for each account; ï‚§ Compile monthly financial and management accounting reports; ï‚§ Ensure effective accountability of all finance disbursements/remittances; ï‚§ Monitor and advise on the financial status of various projects and programmes; ï‚§ Participate in preparing the project proposals, work plans, budgets and budget implementation of PD-U ; ï‚§ Serve as the primary liaison with external auditors, preparing accounts and reports for external audits, respond to audit queries and follow up on the audit recommendations. ï‚§ Advise on any accounting procedures, policies, directives and laws that accrue to non-profit organizations in the country where the project is registered; ï‚§ Train PD-U staff in relevant financial/expenditure reporting related to their responsibilities; ï‚§ Co-ordinate with PD-U staff on the logistics of trainings; ï‚§ Provide human resource management support to the project; ï‚§ Carry out administrative tasks related to the organisation's projects; ï‚§ To contribute to the development of the organisation security plan, update it and abide by it; ï‚§ Observe the mandate of PI and EHAHRDP in all work carried out and follow the principles of non-intervention, impartiality/non-partisanship, and non-violence.

Purpose of the Position The purpose of the Temporary Assignment is to provide technical support to UNICEF Uganda in its role of Secretariat for the UN Child Protection Focal Point system for cross-border coordination in LRA affected countries (Central African Republic, the Democratic Republic of Congo, Sudan and Uganda). The objective of this UN Child Protection Focal Point system is to enhance cross-border coordination and information sharing amongst UN Offices across the four countries affected by grave child rights violations committed by the LRA, including killing and maiming of children, abductions, recruitment and grave sexual violence.

The UN CP Focal Point for Uganda will coordinate on information exchange and cooperation in line with established standards and procedures to address grave child rights violations committed by the LRA. The incumbent of the post will work in close collaboration with the UNICEF Uganda Child Protection team, the UNICEF Regional Office (ESARO) as well as UNICEF Headquarter to:

I. Serve as a primary point of contact within Uganda on grave child rights violations committed by the LRA and serve as a first point of contact for coordination with relevant military and non-military stakeholders for care and potential cross-border repatriation and family reunification of children escaped, released or rescued from the LRA in line with the Operational Plan for Cross Border Repatriation, Care and Reunification of Children escaped or rescued from the LRA in CAR, DRC, Sudan and Uganda, and related Guiding Principles (October 2009)

II. Contribute to the development of regional and cross-border strategies on monitoring, reporting, responding to and preventing grave child rights violations committed by the LRA across the affected countries and share real-time information related thereto.

Duties and responsbilties: Under the supervision of the Chief, Child Protection Section, and in collaboration with Child Protection Specialist in Uganda CO, UNICEF Regional Office and UNICEF Headquarter, the candidate will carry out the following tasks:
1. Contribute to the implementation and the regular updating of the Operational Plan for Cross Border Repatriation, Care and Reunification of Children escaped or rescued from the LRA in CAR, DRC, Sudan and Uganda; and related Guiding Principles (October 2009). 2. To strengthen the existing coordination mechanisms within Uganda through streamlining the convening and information sharing process as well as the roles and responsibilities between the various actors to support the repatriation, reception and reinsertion of children formerly associated with the LRA. 3. Contribute to the Operationalization of the UPDF Standard Operating Procedures for Reception and hand over of children separated from the LRA. 4. Contribute to the development of joint advocacy messages for use with national governments, groupings of Member States (e.g. EU, AU), Permanent Missions to the UN, political and peacekeeping departments within the UN system, and other influential actors (e.g. World Bank); 5. Contribute to the preparation of a harmonized sub-section on LRA cross-border activities in the country Global Horizontal Notes (GHNs), consistent with the related sub-sections in the other country GHNs, to be transmitted to the Office of the Special Representative of the Secretary-General for Children and Armed Conflict (OSRSG-CAAC) by the respective country level Task Forces on MRM for onward submission to the Security Council Working Group (SCWG); 6. Provide input to the new annual Secretary-General’s report on Cross-border Child Protection Concerns, building information gathered by and shared amongst the four UN CP Focal Points with additional emphasis on cross-border analysis and recommendations.

Qualifications Reqired:

Education: Advanced University Degree in Social Sciences preferably in Anthropology, Social Development or International Laws or other related field.

Work Experience: - 8 years of professional (incl. management, coordination and technical guidance) work experience in programming for children affected by armed conflict - Thorough understanding of the issues and complexities of child protection in emergencies - Ability to analyse, synthesise information and communicate outcomes clearly to different stakeholders - Ability to cooperate and coordinate with other organizations working coordination and collation of information, analysis nd recommendations - Knowledge of the institutions of the UN system; ability to work in an international or multicultural environment. - Capacity to manage various tasks simultaneously in planning, implementing, and monitoring a complex project over an extended period.
