Overall job purpose To undertake advocacy on behalf PLA on contemporary issues affecting vulnerable and marginalizedworkers

PRIMARY WORKING RELATIONSHIP:

Manager Research and Knowledge Management, Monitoring and Evaluation Officer and Program Staff.

KEY ROLE:Coordinate, direct, control, supervises and implements all advocacy related issues and programmes of PLA. In relation to national laws and policies, international labour standards and other human rights instruments.

Duties and Responsibilities

1) To develop, review for approval and implement an advocacy strategy for Platform for Labour Action in the areas of Labour and Employment.

2) To initiate and coordinate the organization’s advocacy work in relation to national laws and policies, international labour standards and other human rights instruments.

3) To maintain links with relevant District and National government and nongovernmental actors and institutions in the area of child labour and HIV/AIDS

4) Deepen contacts as well as partnerships and links with Media, Ugandan civil society, trade unions and the private sector active in labour and employment and network in an effective and efficient manner.

Position Background
The ACT Uganda Forum is seeking to recruit an Advocacy Officer whose main responsibility will be lo support the Forum m the medium to long-term engagement in advocacy for improved preparedness and effective implementation of disaster risk reduction strategies in the legion through enhancing the capacity of the ACT Uganda Forum and its individual members in playing an active role in lobbying and advocacy, promote sustainable solutions, influence policies and promote their implementation in view of educating communities’ vulnerability to natural disasters.

Expected results:

An agreed upon advocacy strategy by and of 2013.
Advocacy engagement results in improved disaster preparedness at local authorities, communities and civil society.
Enhanced common capacity to advocate and lobby for agreed upon issues.
Improved visibility profile of the ACT Alliance in Uganda.

The position entails:

The design and implementation of an advocacy strategy for the ACT Uganda forum members, rooted in what the respective ACT members and their partners are already engaged with. It is expected that the focus of the advocacy strategy will be on Disaster Risk Reduction and Preparedness in Uganda.
Publication of advocacy materials and their distributions, presentations, etc.
Working at policy level, both at Uganda and regional levels (EAC but also the AU level, with for example the implications of the “Africa Framework for Disaster Reduction”).
Networking and participating in key fora such as the monthly National Disaster Risk Reduction Platform meetings, OPM, UNISDR (both in Uganda and in Kenya), coordination with relevant DDMCs,
Provide technical advice on lobbying and advocacy to the DRR Platform for Teso (P4T)
Support to individual members. In building members’ capacity in lobbying and advocacy strategies (through e.g. training and advice) More specific support to one member can be discussed with the forum and agreed upon
Spear head adhoc advocacy initiatives as per decisions by the ACT forum.

Basic Requirement:

Master degree in Social Science or any related field
At least 5 years of experience in humanitarian response and disaster risk reduction
Experience in advocacy cycle management
Feel for policy work and ability to communicate affectively with stakeholders at different levels
Good networking and public relations skills
Must subscribe to the ACT Alliance core values.

Organizational set-up and reporting structure

The position is for three years, based in Kampala with frequent travelling expected.

Communications and Advocacy Capacity Building Specialist

Will provide the overall communications support for the project and translate the project goals and vision into messages that will speak to children, parents, teachers, and all Ugandans with respect to students’ improved learning. S/he will also provide capacity building for the MOES in the area of strategic communication and other associated tasks. S/he will be responsible for the development, implementation and oversight of a strong communications campaign, as well as provide capacity building support to the MOES and counterparts. The Specialist will help raise national awareness on the issues of early grade reading and improving student learning.

Requirement:Master degree in communications, public relations, journalism, or related field; 6 years of increasingly responsible experience in communications in social sector;Familiarity with communications approaches for planning, executing, and monitoring communications strategies;Experience conducting communications campaigns and capacity building efforts in Uganda; Fully competent in information systems skills, particularly in publications software; Ability to train and develop capacity in regional and country-level staff;Experience working on a USAID-funded or other donor project pertaining to technical and organization capacity development. Main purpose of the Job:
Advocate with a strong PLHIV voice on relevant aspects of healthcare policy, and human rights with the aim of influencing health agendas and policies.
The successful candidate will be responsible for the following tasks;
• Translate evidence into sound policy -linking policy, research and practice on HIV/AIDS to promote more effective health care services in line with HIV/AIDs and health policies.
• Disseminate key policy issues of concern to PLHIV and PLHIV organizations, and how TASO is addressing them through proactive and reactive policy-making, policy statements, collaborations, organizing and participating in key events
• Promote advocacy and policy work through strong coalitions and networks
• Develop and communicate policies that are consistent and transparent to help promote PLHIV voice effectively

• Develop consistent and compelling messages to promote sustained advocacy and produce publications that focus on policy-research-practice gaps and resource flows.
• Serve as delegate and a link to PLHIV meetings, forums and coalitions, social media and human rights networks
• Promote PLHIV Rights as in the charter of patients
• Identify, review and synthesize the most accurate evidence literature to provide accessible information to promote evidence-based programming, advocacy and policy positions.

NB:
The PO-Advocacy and Policy Must be a person living with HIV/ AIDS with a strong self confession of HIV status and females are particularly encouraged to apply

Women’s Land Rights Advocacy Officer

National Fixed-term Contract Based in Kampala

The Role
We are looking for a dynamic individual with a proven commitment to the advancement of women’s rights to lead the Ugandan element of a regional project aiming to achieve stronger rights to land and property for women in Uganda and across Africa.
You will be required to work with internal and external stakehold­ers to identify and profile partners, quickly develop working relationships to carry out civic education, action research and documentation, and campaigning at a grassroots level; establish working relationships with district land offices; work with national level allies on policy influencing and the promotion of women’s land rights.
You will need to be able to engage with civil society and government stakeholders and contribute to increasing public awareness of the need to strengthen women’s land and property rights.
You will need the skills and personality to build alliances, manage relationships, ensure effective planning, manage quality research and campaigning, and build capacity of partners and allies.

Requirements:
The successful candidate will have a minimum of Bachelors degree in Development studies, Gender, or Human rights.
As important, s/he will have a proven commitment to women’s rights and strengthening the land rights of people in poverty; knowledge of land and women’s rights issues in Uganda; and significant experience of managing quality research, producing clear reports and communication materials, and significant experience of campaigns and influencing work in Uganda and/or other African countries.
Good communication skills both written and spoken in English; skills and experience in event organizing; computer literacy (MS Word, Excel & Internet); and a proven ability in linking and networking with broad spectrum of people and organisations are essential.

• Promote the sharing of experiences across different divisions/projects/ units and World Vision partnership on innovative approaches in knowledge sharing, including preparation of case studies, symposiums, workshops, conferences, informal working groups etc related to CPA and other local level advocacy approaches.

• Collect data periodically and input it into the CPA data base for utilization by staff and partners

• Develop monitor and evaluate the knowledge sharing program including external benchmarking on CPA

• Explore and establish relationships with external providers of information, tools, approaches and knowledge on Child Protection and Advocacy, for example academic and/or Research Institutions

Coordination of CPA Training Programmes:

• Coordinate CPA training workshops and capacity building support for the two NOs

• Coordinate the development and sharing of the necessary resource materials and modules to support CPA programming

• Coordinate and support documentation and sharing of lessons, processes and practice as well as defining promising standards for Child Protection and Advocacy through the Advocacy Learning Center

• Coordinate production of reports and other supporting resource materials for use by National Officess in the East Africa Region.

Partnership and Network Building

• Engage in strategic inter-agency collaboration, partnership and network building with government institutions and other CSOs that support the wellbeing of vulnerable children

Advocacy and Capacity Building Officer

Major Functions:

• Coordination and management of WWF capacity building programme on environmental conservation, energy and climate issues at the local government level throughout the Albertine Rift;

• Leads, implements, monitors the reporting on all processes related to WWF contribution to civil society organisational development, capacity Building and advocacy at the Local Government, with support from the Kampala-based core office team.

Required Qualifications

• Bachelors Degree in energy and climate studies, development studies, Social Sciences, Communication, Environmental and Natural Resource Management;

• At least 3 years of professional experience,

• Experience in petroleum development is an added advantage;

• Experience in civil society organizational capacity development, lobbying, advocacy, natural resources management is a must;

• Fluency in English and at least one other major language spoken (Swahili, Luo and/or Runyakitara) in the Albertine Rift.

Required Skills and Competences

• Applicant must not be more than 30 years of age

• Highly developed conceptual, analytical and innovative problem-solving ability;

• Demonstrated ability to handle complex process and information integration issues;

• Extensive theoretical background and practical experience in organization development, civil society engagement, communication, lobbying and advocacy.

• Ability to coordinate major capacity building needs assessment, planning, development and implementation of capacity building initiatives;

• Ability to maintain effective working relations both as a team member and team leader;

• Ability to establish priorities and to plan, coordinate and monitor own work plan and those under his/her supervision.

• Proven interpersonal skills and ability to establish and maintain effective working relations with people in a multi-cultural, multi-interest, multi-ethnic environment;

• Capacity of assuming a leading role, often in situations under pressure, in defining and implementing projects with teams of individuals of different culture and background;

• Excellent organization skills;

• Superb oral and written communications skills;

• Must be detail-oriented and have the ability to multi-task under limited supervision

Purposes of the position:
Responsible for Resource Mobilization and Advocacy (RMA) for THETA.

Roles and Responsibilities:
? Research and identify new sources of funding as well as new fundraising ideas for THETA and review adequacy for THETA with THETA Executive Director and THETA Senior Management Committee.
? In consultation with the Director and relevant staff, coordinate all funding proposal production including drafting and being the main writer or reviewer for all proposals,, and ensuring that quality is maintained throughout the process, deadlines a-e met and donor requirements are followed.
? With the Director and other appropriate staff and board members, maintain ongoing contacts with previous, existing and new potential funders.
? Ensure prompt and appropriate acknowledgement of all grants arid donations.
? Ensure that all funders' queries are promptly and fully answered and that reporting requirements are strictly adhered to.
? Maintain and secure records of all correspondence and reports to and from all flinders.
? In collaboration with THETA Advocacy Officer and Resource Center and subject to approval by THETA Senior Management, organize events and activities to increase THETA's visibility, credibility and networking base among both current and potential
? Participate in compilation, dissemination and publication of THETA achievements, lessons learned and best practices at local, regional, national and international levels as approved by THETA Senior Management.
? Ensure induction of all RMA_staff
? Identify training and development needs for THETA RMA staff
? Conduct annual performance appraisals of all RMA staff directly reporting to him/her
? Participate in THETA annual planning, budgeting and budget control exercises.
? Regularly updates THETA Senior Management Committee and Executive Director on the progress of program and TCB activities.
? Any other duties as may be required.

Requirements
? Masters in Social Sciences, Business Studies, Development Studies, or related fields.
? Training in Public Relations, Marketing or related field will be an added advantage.
? Experience in Grant management
? Minimum of 3 years experience in Resource Mobilization] and Advocacy work for a civil society organization.
? Minimum of 2 years experience in a managerial position
