Innovations for Poverty Action seeks a qualified Research Associate to oversee the impact evaluation Soft versus Hard Skills in Entrepreneurial Success: Evidence from Post---Secondary Entrepreneurship Training Interventions in Uganda. The goals of this project are to (1) understand the types of skills needed for successful entrepreneurship (2) whether those skills can be taught, and (3) the effectiveness of skills for females versus males. The position offers an opportunity to gain first-hand field management experience in an organization undertaking cutting-edge development research. The Principal Investigators for this project are Paul Gertler and Dana R. Carney (University of California, Berkeley).·             Coordinating and supervising all data collection activities·             Formulating plans to operationalize field activities suggested by Principal Investigators·             Developing and piloting survey instruments·             Working closely with the principal investigator and the local partners running the program to ensure study protocols are followed·             Hiring, training, and managing teams of local enumerators that will conduct data collection among business owners, workers, and household members·             Planning, organizing and reporting on surveys in the field·             Managing the project data from collection to cleaned datasets·             Tracking expenses and adhering to the project budget·             Writing regular progress reports·             Bachelor’s degree in economics, social sciences, public policy, or related fields; a Master’s degree in any of these fields is a strong plus·             Training in economics and statistics·             Excellent management and organizational skills·             Demonstrated proficiency in Stata and experience with data management, data cleaning, and regression analysis is a most·             Ability to prioritize and manage multiple assignments simultaneously with minimal supervision·             Excellent oral and written communication skills. Position Summary

Innovations for Poverty Action seeks a qualified Project Associate to lead a study that evaluates a pay-as-you go solar system in Uganda. The position offers an opportunity to gain first-hand field management experience in an organization undertaking cutting-edge development research. The work will stretch your analytical and management skills to the limit and will require your full commitment in a challenging environment. This position will be based in Kampala with extensive travel in rural areas of the country.

Project Description:

Access to clean, safe, affordable light and power is one of the obstacles to – or enabler of – economic and social development.  Approximately 1.3 billion people globally—590 million in Africa alone—live without electricity and rely predominantly on kerosene lanterns and other non-electric energy sources. Kerosene is not only more costly and lower quality per unit of service, it is also unhealthy and unsafe, inhibiting quality of life attainments and constraining productive potential.

d.light, in partnership with M-KOPA, will pilot the marketing and distribution of the "Pay-GO" home system in Uganda. This product combines two innovations into one offering: 1) an upgradeable solar power system, and 2) pay-as-you-go consumer financing. Upgradability enables consumers to buy only as much light as they need and can afford initially, then allows them to add light to their initial system when they need and can afford more, without obsoleting their initial outlay. Pay-as-you-go financing can make this product more affordable for consumers, with a low initial outlay and monthly payments amounting to what consumers would otherwise spend on fuel and mobile charging. This study will measure the effect of Pay-GO usage on lighting and mobile-charging expenditure and productive time, as well as a more qualitative measure on perception of living standards.

The Principal Investigators are Hunt Allcott (New York University) and Dean Karlan (Yale University).

Responsibilities

The Project Associate will be responsibility for a variety of tasks including, but not limited to:

    Developing and piloting the survey instruments, including programming questions onto a mobile phone and managing the translation of the survey into the local languages.
Hiring, training, and managing the groups of field teams who will conduct the interviews.
Managing all field logistics, procuring equipment, and ensuring the study has approvals from local authorities.
Helping to inform the project design based on the results of a pilot; overseeing the baseline and endline data collection exercises.
Ensuring all data quality protocols are followed including auditing enumerators and performing daily checks of the incoming data; correcting the errors of staff iteratively to ensure the data is of the highest quality.
Managing the data from collection at the household to delivery of a final, cleaned dataset.
Managing the budget including helping IPA management to inform the initial budget decisions and tracking all expenses to ensure costs are within project funds.
Writing regular progress reports and leading project meetings to ensure deadlines are met.
Monitoring the intervention to ensure it is carried out correctly and consistently—ensuring there is no spillover between treatment and control.
Working closely with NGO partners running the program and liaising between all stakeholders to ensure all interests are aligned and accounted for.

Desired Qualifications and Experience

    A Bachelor's or Master’s degree in economics, public policy, international development, public health or related fields.
Excellent project management and organizational skills; meticulous attention to detail
Strong quantitative skills and knowledge of Stata required; programming and other technical knowledge a strong plus.
Demonstrated ability to lead staff efficiently to achieve project goals.
Flexible, self-motivating, able to manage multiple tasks efficiently and a team player.
Experience working or living in developing countries.
Familiarity with randomized controlled trials.

Position Background
The ACT Uganda Forum is seeking to recruit an Advocacy Officer whose main responsibility will be lo support the Forum m the medium to long-term engagement in advocacy for improved preparedness and effective implementation of disaster risk reduction strategies in the legion through enhancing the capacity of the ACT Uganda Forum and its individual members in playing an active role in lobbying and advocacy, promote sustainable solutions, influence policies and promote their implementation in view of educating communities’ vulnerability to natural disasters.

An agreed upon advocacy strategy by and of 2013.
Advocacy engagement results in improved disaster preparedness at local authorities, communities and civil society.
Enhanced common capacity to advocate and lobby for agreed upon issues.

The position entails:

The design and implementation of an advocacy strategy for the ACT Uganda forum members, rooted in what the respective ACT members and their partners are already engaged with. It is expected that the focus of the advocacy strategy will be on Disaster Risk Reduction and Preparedness in Uganda.
Publication of advocacy materials and their distributions, presentations, etc.
Working at policy level, both at Uganda and regional levels (EAC but also the AU level, with for example the implications of the “Africa Framework for Disaster Reduction”).
Networking and participating in key fora such as the monthly National Disaster Risk Reduction Platform meetings, OPM, UNISDR (both in Uganda and in Kenya), coordination with relevant DDMCs,
Provide technical advice on lobbying and advocacy to the DRR Platform for Teso (P4T)
Support to individual members. In building members’ capacity in lobbying and advocacy strategies (through e.g. training and advice) More specific support to one member can be discussed with the forum and agreed upon
Spear head adhoc advocacy initiatives as per decisions by the ACT forum.

Basic Requirement:

Master degree in Social Science or any related field
At least 5 years of experience in humanitarian response and disaster risk reduction
Experience in advocacy cycle management
Feel for policy work and ability to communicate affectively with stakeholders at different levels
Good networking and public relations skills
Must subscribe to the ACT Alliance core values.

Organizational set-up and reporting structure

The position is for three years, based in Kampala with frequent travelling expected.
The position is hosted by the Uganda Joint Christian Council (UJCC), and staff employment conditions of the host organization will apply to the Advocacy Officer.

Job Summary:
Provide administrative services for efficient running of the EU livelihoods project.

Duties & Responsibilities

    *
Manage travel arrangements for the project staff through liaising with travel agents for timely bookings at minimal costs.

Allocate and supervise work of compound cleaners, office messenger and watchmen to ensure that office support duties are run effectively.
*
Maintain and organize insurance of office equipment through organizing routine maintenance and repairs.
*
Provide direct support to the Project Manager and Project Officers.
*
Ensure requisitions and other documents submitted to the Project Manager for signing are correct and complete.
*
Efficiently arrange for meetings/workshops, collate documentation and information to support these meetings, and where required preparing minutes and other relevant reports/documentation in a timely manner

5.                  DRIVER/MECHANIC (2 POSITIONS AVAILABLE)

Job Summary:
To drive authorized passengers, transport goods and services (information) and check the mechanical condition of the AAH I vehicle regularly; to ensure programme activities run smoothly, vehicles are clean and in good order always in line with AAH I policies. The position will be responsible for vehicle maintenance and repairs.

Duties & Responsibilities

    *
Deliver and collect goods, parcels and letters as required in the most cost efficient way.
*
Responsible for transporting staff and partners for official engagements.
*
Supervise and assist with loading and off loading of goods at the site upon arrival as well as when picking goods.
*
Maintain the vehicle log book indicating mileage, task accomplished, departure and arrival times, and fuel taken to enable proper monitoring of the vehicle movement as well as costs.
*
Ensure cleanliness and carry out routine maintenance checks daily and report any observed faults to the supervisor so that repairs can be arranged and servicing booked.
*
Ensure the vehicle insurance is valid and prompt for its renewal when renewal time is drawing close to ensure that the car is continually insured.

    *
Diagnose problems, repair and perform general maintenance on all equipments and vehicles including adjustments of engines, transmissions, differentials, hydraulics, electrical systems and clutches on petrol and diesel equipments:

Tune up engines, ignition parts, clean and adjust carburetors, perform minor body repairs and respond to breakdowns.
*
Perform preventative maintenance and make inspections of vehicles for proper working order and safe operation.

Perform required inspections on allocated vehicles.
*
Maintain work records, time and material records on vehicle services.

Monitor the security of vehicle, authorized passengers and luggage in line with the vehicle policy.

Job Summary: Provide technical support to the program staff, beneficiaries and other stakeholders on monitoring and evaluation according to AAH I Uganda evaluation strategy and donor requirements; to set up and operate Market Information System, and train counterparts.

Duties & Responsibilities

    *
Develop computerized systems (solutions) that will facilitate quality management and dissemination of market information throughout the organization, to beneficiary farmers/entrepreneurs, and to other relevant community stakeholders.
*
Monitor utilization and performance of existing in-house systems with the aim of carrying out corrective actions that enable beneficiary farmers/entrepreneurs, and other relevant community stakeholders to manage and sustain their livelihoods.
*
Conduct data analysis and processing during research, baseline surveys and ministry review surveys.
*
Provide technical support in advanced use of office applications (MS Word, MS Excel and MS Access, Computer configuration, program installation and trouble shooting and statistical tools) especially in areas of proposal writing and reports to the project team.

Post: Assistant Program Manager

ACF is looking for an Assistant to the Nutrition Surveillance Program Manager (APM) to be based in MOROTO. The person will be under the direct supervision of the Program Manager.

Responsibilities
? Assist the programme manager in creating programme awareness to community, working relationship with DHO/DHT team and local authorities.
? Participate in the definition of the technical surveillance strategy
? Participate in organization and facilitation of trainings.
? Play an active role in data collection, analysis and reporting.
? Inform arising problems to PM with possible solutions in time.
? Actively participate in the program reporting and give support to other ACF departments.
? Participate in organization and facilitation of trainings.
? In the absence of PM, ensure the overall program management.

Academic Qualifications:
? BSc .in nutrition / dieitery or related fields with medical and nutrition background

Experience:
? Minimum 2 years experience in nutrition surveillance at supervisory level.
? Experience in capacity building programmes desirable.

Specific Skills:
? Qualitative and quantitative data analysis skills.
? Ability to work with minimal supervision.
