Wageningen UR Uganda with support from the Embassy of the Kingdom of the Netherlands is implementing a four years’ Integrated Seed Sector Development (ISSD) programme. The programme aims to strengthen the development of a vibrant, pluralistic and market-oriented seed sector that is able to address key challenges that hamper the seed sector such as seed quality assurance and availability of foundation seed. In collaboration with the government of Uganda, three field offices are hosted at Abi (West Nile), Mbarara (Western Uganda) and Ngetta (Northern Uganda) Zonal Agricultural Research and Development Institute (ZARDI). Each centre hosts an Agribusiness Expert and a Seed Expert working with 10 farmer groups spread over several districts strengthening their capacity to produce and market quality seed of locally demanded crops and varieties and support them towards developing commercially sustainable local seed businesses. In 2015, ISSD Uganda will engage in out-scaling the number of Local Seed Businesses (LSBs) from 30 to 100 through partner organisations.Job Summary: The M&E and Communication Coordinator will actively support the Chief of Party and field based Technical Experts in coordinating evidence based monitoring and to share knowledge about the ISSD programme and approach with key seed sector stakeholders. The M& E and Communication Coordinator will serve two functions in the project. In his/her M&E capacity, s/he will monitor and evaluate progress on achieving project outcomes vs. targets, to enable management, donors and partners to make vital adjustments to maximize project effectiveness. In his/her Communication capacity, s/he will develop and implement strategic communications between seed sector stakeholders in Uganda and of programme results. Communication and Reporting Officer

The Danish Refugee Council (DRC) has been providing relief and development services in the Horn of Africa since 1997. Using a human rights framework, DRC’s Horn and Africa and Yemen (HOAY) operation focuses mainly on Somalis who are affected by displacement, but also oversees programmes for internally displaced persons in Kenya, Yemen and Ethiopia. The Somalia programme currently has more than 250 staff working in eight main field offices, which include Hargeisa, Bossaso, Galkacyo, Garowe, Mogadishu, Dollow, Baidoa and Beletweyne. DRC Somalia implements broad emergency and recovery programming including protection, livelihoods and food security, shelter/NFIs, water and sanitation and governance.The Communication and Reporting Officer is fully responsible to ensure that all information and data from the field is captured, documented, analyzed and reported in a results-based and timely manner for donors and internal purposes for DRC Somalia. The Communication and Reporting Officer is responsible to develop communication materials on DRC activities in Somalia for external audience.He/she assists the Country Director and the Programme Development unit in developing a country communications strategy, both internal and external. Position Description:
This individual shall support the Chief of Party in the design, roll-out and day-to-day management and implementation of health communication interventions for a USAID-funded, 5-year, multi-million dollar health communication program in Uganda. Selection of final applicant is subject to USAID approval. This position will be based in Kampala.

S/he shall have depth and breadth of technical expertise and experience in designing and implementing comprehensive health communication interventions, and related capacity strengthening. S/he shall have the requisite management expertise, interpersonal skills and professional relationships to fulfill the requirements detailed below.
TheTechnical Officer III-Health Communication, Communication for Healthy Communitieswill:
Provide technical oversight and leadership to the design, development, planning, implementation of all health communication interventions;
* Leads the design, development, planning, and implementation of global level innovative technical strategies, developing strategies and tools for specific technical components.
* Provides technical leadership and support in the development and dissemination of health communication tools, materials, reports, papers, and other project materials;
* Works closely with assigned team to ensure activities are implemented according to FHI 360 and donor technical standards;
* Analyze data sets and technical assessment findings;
* Participates in the analysis of program implementation to identify areas for improvement and propose appropriate technical strategy and guidelines.
* Develops or writes technical briefs, reports, or other necessary materials to facilitate research, best practices, policies and procedures.
* Participates in the development of quarterly, annual and ad hoc program reports for donor and other stakeholders;
* Identifies health communication technical assistance needs for implementing partners, government counterparts and other stakeholders;
* Provides or coordinates the provision of technical assistance and mentoring in the design and implementation of project activities to implementing partners, government counterparts and other stakeholders;
* Work with existing government structures and identified networks and organizations as appropriate and as requested by USAID to lead the development and implementation of a strategy for planning and implementing health communication programming
* Oversees technical staff on project, including mentoring and capacity building as needed;
* Reviews sub-agreements;
* Participates in developing strategic and implementation plans;
* Participates in any project special studies;
* Serves as company liaison to external organizations at professional meetings and conferences as assigned.

Minimal Requirements:
* Bachelor’s degree or its international equivalent in Public Health, Social Sciences, or other relevant discipline. Master’s Degree or higher preferred. 8+ years with specific experience in health communication, promotion and/or education in developing countries involving multiple stakeholders and implementing partners, with progressively increasing level of responsibility. Ability to travel within country or region and internationally if needed.
* Applied experience coordinating mass media and multi-channel campaigns
* Demonstrated technical knowledge of health communication programs in Maternal and Child Health, Nutrition, Family Planning, HIV/AIDS and TB programs as well as knowledge in other health programs in developing nations.
* Experience building capacity and skills of local implementing partners, government counterparts and/or other stakeholder in health communication;
* Familiarity with PEPFAR indicators and reporting requirements
* Excellent English report writing, analytical and communication skills, including oral presentation skills
* Program management and implementation experience in Uganda;
* Relevant database and computer software skills (including, at a minimum, the standard applications in MS Office);
* Demonstrated ability in managing partners and staff supervision;
* Strong intercultural supervisory and team building skills and experience;
* Ability to work independently with initiative to manage high volume work flow;
* Experience working with an international organization will be an added advantage.

? Configuring and maintaining a secure ICT system
? Support other members of staff in the use of IT Hard and software as well as Network and workstation troubleshooting.

b) Administration of all ICT Systems
? Database Administration
? Making regular Backup of the system data and restoring files.
? Provision of ensuring data security.

c) System Maintenance
? Maintain a database/inventory of all ICT equipment in the organization.
? Updating of all software in use by the organization
? Repairing and servicing of all organization's ICT hardware including desktop computers, servers, printers, Photocopiers, scanners etc
? Inventory Management of all ICT hardware and software
d) Maintaining and updating the organization?s website
e) Participating in THETA events planning and advocacy meetings and projects.
1) Regularly updating THETA Administrator on the status, quality and needs of THETA ICT systems) Any other duties as may be required.

Requirements
? Bachelors in IT, Computer Science, Business Computing or related field.
? Minimum of 3 years experience in ICT Systems Management in an organization of similar or greater size and scope.
