Tullow Oil Plc is pleased to invite applications for 2 scholarships for MSC degrees in Oil and Gas studies.

Target beneficiaries:

The scholarships ate aimed at building capacity of Ugandan Nationals to participate in the early phases of oil production as we supplement government efforts to build long-term training capability for oil & gas skills in Uganda.

All applicants must have obtained admission, preferably to the following UK universities:

University of Royal Holloway, Aberdeen, Heriot Watt, Leeds and University of Manchester.

Applicants are expected to directly apply for admission to these universities.

Disciplines:

Postgraduate studies in Petroleum Geoscience, Petroleum Geology, Petroleum Geophysics, Structural Geology, Sedimentology, or any Petroleum related Geoscience course.

Scope of scholarship:

The scholarships cover full tuition fees, return international airfares and living expenses. The scholarships shall not cover dependants’ costs.

Who is eligible to apply?

The scholarships are aimed at applicants from disadvantaged backgrounds who would otherwise not be able to meet the cost of studying abroad.

Applicants should:

- Be resident citizens of Uganda and not have previously studied abroad.

- Be aged below 27 years at the time of application.

- Be committed to return home and able to demonstrate potential to make a positive impact on the future of Uganda.

- Have a clear idea of why studying in the UK for the course they have chosen would benefit both his/her career and Uganda.

- Hold a first or upper second-class undergraduate degree in Geosciences from a recognized university.

- Must have been admitted at any of the above partner universities for the 2011/12 programme.

Reporting to the SDS Regional Manager the SDS
Senior Programme Officer will work with the regional implementation teams and district officials to conduct capacity building assessments and to coordinate effective capacity building assistance. S/He will also work with the District Based Technical Assistance (DBTAs) to more efficiently coordinate and manage the activities in their respective districts.

The SDS Senior Programme Office deputizes the Regional Programme Manager as the focal point for all SDS activities at the District and Local

MAIN PURPOSE OF THE JOB
To supervise, coordinate and administer provision of laboratory services, and to provide related technical support to TASO service centres.

Background

In April 2010 UNDP and the Government of Uganda (GOU) endorsed the Country Programme Action Plan (CPAP) 2010 -2014, a five year plan that guides the development and delivery of projects that respond to government priorities as stated in the National Development (NDP), and also to the outcomes of the United Nations Development Assistance framework (UNDAF 2010-2014). The country programme has two main components which are Accountable Democratic Governance (ADG) and Growth and Poverty Reduction (GPR).

Under the GPR component, the proposed project is to be developed for the delivery of the CPAP Output: “Selected strategies and frameworks for effective implementation of sustainable ENRM, CC adaptation/ mitigation and Disaster Risk Management in place” which in turn will contribute to the Outcome “ Institutional frameworks and capacity for sustainable Environment and Natural Resources Management (ENRM), Climate Change (CC) adaptation and mitigation; and Disaster Risk Management (DRM) in place.”

The NDP 2010/11- 2014/15 reported poor compliance with environmental policies, laws and regulations to address degradation of environment and natural resources and lack of policy legislation, regulation and guidelines for mainstreaming of climate change into development plans at all levels. The National Adaptation Plan of Action Uganda (NAPA) identifies limited awareness at all levels about the causes of climate change as well as the devastating impacts to socio-economic development plans and activities and weak institutional and coordinating mechanisms as some of the key challenges for the government in the area of climate change adaptation and mitgation.

In the proposed project, UNDP will support the review, harmonization and development of policies and strategies for environment and natural resources management, efficient biomass energy utilization, climate change adaptation/mitigation and Disaster Risk Reduction.

In particular, the project will focus on the review of the national environment management policy; develop strategies for implementation of sustainable energy especially renewable energy, development of action plans for implementation of the national climate change adaptation/mitigation as well as the DRR policies. These interventions will include capacity development/support for the relevant institutions.

Scope of Work

The consultant is to prepare one project document with interventions will enable establishment of strategies and frameworks for the effective implementation of sustainable ENRM, CC adaptation/ mitigation and Disaster Risk Management.

The consultancy will cover the key aspects below:

* Identification of niche for UNDP support within the output area in line with the existing policies and strategies, gaps and the on going interventions by government and other development partners. The project scope should contribute to achieving the outcome at the end of the programming cycle and build synergies with other programme interventions (GPR and ADG)
* Selection of the appropriate implementing partners , responsible parties and collaborating partners to deliver the project

To ensure project quality, the consultant will consult closely with key stakeholders and build on lessons learnt during the implementation of CPAP 2006-2010. Key operational principles to be considered in the project design are:

* Promoting south-south cooperation
* Focus on key cross cutting themes of UNDP programming

Duties and Responsibilities

The consultants will undertake the following activities

* Attend detailed briefing on the UNDP programming facilitated by the UNDP programme team.
* Review critical documentation/literature related to the CPAP and UNDP /UN programming.
* Present inception report and discussion guide for agreement with UNDP prior to consultations.
* Undertake consultations with key stakeholders from UNDP, UN agencies, Government, NGOs, development partners and private sector to ascertain priorities areas, on going interventions etc
* Identify areas of interventions that aim at achieving the stated output 2.3.1, identify target beneficiaries and establish the baselines.
* Articulate conceptual linkages of the output and outcome while addressing cross cutting issues like gender
* Identify opportunities for resource mobilization and partnership.
* Make presentation of key findings and recommendations to stakeholders' validation workshop and incorporate relevant comments into the draft project document.
* Make presentation at internal pre-PAC meeting with UNDP Senior Management and staff to review the revised draft project document
* Make presentation of final draft project document at PAC meeting with selected key stakeholders including Government, proposed IPs and collaborating partners and incorporate comments for the finalization of project document.

Key Deliverables

* Inception report detailing the understanding/ interpretation of the TORs; the methodology; work plan and implementation schedule as agreed upon with UNDP team.

The assignment is expected to take 30 working days from the signing of the contract and the consultants will be expected to be available on a full time basis and deliver the outputs as per schedule proposed below:

What to wear

As you can imagine, clothes help you make a great first impression, but they shouldn’t speak louder than you do. Dress professionally and let your skills and knowledge make the impression.

Watch Your Body Language

It’s all about confidence. Offer your interviewer a firm, dry handshake and watch your posture. Also, make eye contact with your interviewer. Don’t answer questions by looking around the room. It’s also a good idea to use hand gestures in moderation and refrain from fidgeting.

Focus on Your Past Behavior

Your interviewer will be interested in what you’ve done in previous jobs or in school. We want to hear about specific situations. Let us know how you handled them and what results you achieved. Tell us about success stories, but it also doesn’t hurt to include a time things didn’t go quite right, but you still learned from the experience.

Describe Your Qualifications

What makes you unique? Are you the type of person who enjoys working in a certain type of environment? During your interview, your job is to convince us that you have the right attitude, experience, skill set, and qualifications for the position.

Summary of Responsibilities:

The Program Monitoring, Evaluation and Learning Coordinators (PME&L) will be responsible for setting up and monitoring the implementation of the program level impact measurement system and ensuring that M&E systems for various program components are in place. The PME &L Coordinators will work with Country Offi ce and program staff to ensure the most effi cient way of linking specifi c donor
M&E systems with program level impact measurement requirements.


The PME&L Coordinators will provide overall program level technical guidance in monitoring, evaluation and knowledge management systems and practices, through training, coaching and mentoring program staff and partners.

Major Responsibilities:
1. Design and implement an overall program level M&E system based on completed program strategy document, and consistent
with policies and procedures set forth in the CARE Uganda M&E  framework that will allow the program to track both the individual
and cumulative impact of its interventions.

2. Facilitate project baseline studies, annual reviews, midterm assessments and fi nal evaluations and impact assessments.
3. Work closely with the Programme Quality and Learning Unit
to build capacity of Program staff and partners in monitoring, evaluation and knowledge management and ensure quality of
impact measurement strategies, methodologies and activities across all program components.

4. Participate in project/program initiatives design including participating in design workshops and developing log frames nd monitoring plans.

5. Proactively support establishment and maintenance of learning and knowledge management systems and sharing of lessons
within and across CARE programs and with strategic partners.

6. Undertake and facilitate others to implement the M&E plan, regularly revising and updating performance questions, indicators, methods, formats and analytical processes in order to provide overall quality control on M&E system and reporting.

7. Facilitate program learning and refl ection: ensuring that monitoring and review outputs are mainstreamed and adopted
by the program for learning and performance improvements.

8. Work as a team with PQL unit and other programs in developing and periodically reviewing impact measurement guidelines nd ensure their applications in measuring program/project performances.

9. Participate in country offi ce program quality and learning events and networks such as the program quality and learning eetings.

CARE International is currently transiting from project to a program approach-a process that involves re-focusing programming strategies and interventions to sustainably address specifi c issues of poverty and marginalization among clearly identifi ed ‘population group’s.
The Program Monitoring, Evaluation and Learning Coordinators (PME&L) will be responsible for setting up and monitoring the implementation of the program level impact measurement system and ensuring that M&E systems for various program components are in place. The PME &L Coordinators will work with Country Offi ce and program staff to ensure the most effi cient way of linking specifi c donor
M&E systems with program level impact measurement requirements.

The PME&L Coordinators will provide overall program level technical guidance in monitoring, evaluation and knowledge management systems and practices, through training, coaching and mentoring program staff and partners.

Major Responsibilities:
1. Design and implement an overall program level M&E system based on completed program strategy document, and consistent
with policies and procedures set forth in the CARE Uganda M&E framework that will allow the program to track both the individual
and cumulative impact of its interventions.

2. Facilitate project baseline studies, annual reviews, midterm assessments and fi nal evaluations and impact assessments.
3. Work closely with the Programme Quality and Learning Unit
to build capacity of Program staff and partners in monitoring, evaluation and knowledge management and ensure quality of
impact measurement strategies, methodologies and activities across all program components.

4. Participate in project/program initiatives design including participating in design workshops and developing log frames nd monitoring plans.

5. Proactively support establishment and maintenance of learning and knowledge management systems and sharing of lessons
within and across CARE programs and with strategic partners.

6. Undertake and facilitate others to implement the M&E plan, regularly revising and updating performance questions, indicators, methods, formats and analytical processes in order to provide overall quality control on M&E system and reporting.

7. Facilitate program learning and refl ection: ensuring that monitoring and review outputs are mainstreamed and adopted
by the program for learning and performance improvements.

8. Work as a team with PQL unit and other programs in developing and periodically reviewing impact measurement guidelines nd ensure their applications in measuring program/project performances.

9. Participate in country offi ce program quality and learning events and networks such as the program quality and learning eetings.

• A post-graduate degree or post graduate diploma in Project planning and management with statistical knowledge in SPSS, Z -text, Epinfo

Key activities

Identify niche for UNDP support:

As part of drafting of project document, the consultant is expected to clearly identify the scope of project that maximizes the comparative advantages of UNDP operations. Scope of project should contribute to achieving the outcome at end of the 4 year programming cycle and also build synergy within programme components of accountable democratic governance programme. It should also take into consideration existing donor programmes and identify complementarities.

Identify management arrangements:

Management arrangements explain roles and responsibilities (including clarification on accountability for resources) of parties responsible for managing project, carrying out activities and providing oversight. Annexure (template for project document) shows a typical management arrangement for UNDP supported project. A key component of management arrangements section is recommendations on appropriate implementing and responsible parties in line with scope of project. Results of the micro-assessment (managerial and financial capacities) of the recommended IPs and RPs will be the basis for final selection of implementing partners. Management arrangements are to be suggested within context of NEX modality.

Identify appropriate monitoring framework/tools:

Develop monitoring framework/tools for the project to be able to assess project's progress towards intended outputs and effective utilization of resources. Monitoring framework/tools should be built on the principles of national ownership and ongoing stakeholder engagement approaches. Monitoring framework/tools should also be developed in line with management arrangements.

Conduct initial risk analysis:

Initial risk analysis is to be conducted to determine the risks that impact the project formulation and implementation. In undertaking risk analysis, UNDP risk log should be used with a view to utilize the same for updating in the course of implementation of project.

Exit Strategy:

The consultant is expected to identify appropriate exit strategies to be put in place to ensure sustainability and continuity of project interventions.

Managing the project document preparation processes:

In addition, the consultant is expected to organize meetings with all stakeholders depending on the need and requirements of project formulation, lead Pre-PAC and PAC meetings and incorporate comments into the draft final project document.
