I. TechnoServe Background:

TechnoServe is an international, non-profit economic development organization founded in 1968 out of a conviction that a vibrant private sector is an essential foundation for economic growth and poverty reduction.  TechnoServe undertakes targeted, catalytic technical assistance and other programming to increase the competitiveness of entrepreneurs, businesses and industries that in-turn provide sustainable employment, inclusion of the poor and increased incomes.  TechnoServe operates in 25 developing countries with over 1000 employees.  A substantial portion of our work is in agriculture, enhancing farm productivity and commodity quality and addressing gaps in processing and other agribusiness capacities.  Our programs increase smallholder access to new technologies, aggregation and storage mechanisms, markets, critical information and finance.  TechnoServe also undertakes structured programs to identify and support high potential entrepreneurs in various sectors through leadership mentoring networks, formalization support, access to capital and development of sustainable business services such as accounting, finance, marketing and human resource management. 

II. Program Description:

Pending confirmation of funding, TNS is launching a Producer Organization/Farm Level Aggregation Development program in Uganda, working with smallholder farmers and farmer group organizations to improve incomes through agronomy and productivity improvements from the wholesale purchase of inputs, access to finance and bulking, cleaning and processing farm products as well as improved market linkages. We believe the purpose of the program is to organize farmers to profit from market opportunities in beans, maize and coffee

III. Position Description:

The Chief of Party is responsible for the implementation of the project. He/she is responsible for the project team as well as leading local implementing partners to drive rural farmer group-level intervention that will improve the incomes and livelihoods of rural communities. This position will require close collaboration and knowledge-sharing with the Deputy Chief of Party, other Technical Advisors and program staff to ensure an integrated approach to achieving project objectives. He/she will initiate activities and relationships, as well as also coordinate with local partners, community stakeholders, Government of Uganda, and other USAID projects focusing on agricultural production and productivity, market linkages, inputs, warehousing etc., and monitor progress/suggest program adjustments geared towards goals and expected results.

IV. Required Skills & Experience:

Masters degree in agriculture, economics or related field of study requiredMinimum of 5 years of significant implementation and management experience relating to larger scale ($5m + / year) projects in agriculture, farmer organization and private sector development activities targeting rural populations. Previous experience in East Africa required, Uganda-specific experience an added advantageTeam management/capacity building experienceDonor and stakeholder managementStrong experience collaborating and capacity building with local partner organizationsStrong experience collaborating with the private sectorPrior experience with USAID projects, procedures, policies and reporting requirements required; past Chief of Party experience an added advantageExcellent interpersonal and verbal/written communication skills requiredOperation experience, including experience in development and maintenance of budgets
