ICMA is searching for a Land Management Specialists for an anticipated municipal services improvement and governance project to work in Kampala, Uganda and in the North. 

Specific Duties to be performed: Assess the land ownership problems in the North that have exacerbated conflict and retarded peace gains. Develop tools and relationships with stakeholders in land ownership. Help institute a system for peaceful resolution of land disputes. Help develop permanent institutions for land administration and dispute resolution. Help coordinate various land administration agencies and courts. Develop a public information program for this project component, to increase awareness of land rights and the processes available to redress land conflicts. 

Required Skills and Experience: Five years of experience in dispute resolution, conflict mitigation, peace and reconciliation, or related programs. Skill in negotiation in post conflict settings. Knowledge of the causes of ethnic and cultural conflict over land. Experience in coordinating agencies and NGOs around specific issues.

Education: Bachelor’s degree in management, public administration, conflict management, or a related field.

Desired Skills and Experience: Practical knowledge of cadastral program development. Law degree. Knowledge of the land ownership problems caused by oil discoveries.
