The Government of Uganda through the Office of the Prime Minister has received credit financing from the Islamic Development Bank (IDB), for the Dry Lands Integrated Development Project to be implemented in the Karamoja Sub region (Project reference number UG-0082-83). The Office of the Prime Minister will implement the Drylands Integrated Development Project through Millennium Promise Alliance Inc. an International Non-Profit Organisation solely committed to supporting the achievement of the Millennium Development Goals through the Millennium Villages Projects (MVPs) in 10 countries across Sub-Saharan Africa. The Dry Lands Integrated Development Project will implement multi sectoral interventions aimed at holistically addressing challenges faced by pastoralist communities that directly contribute to the objective of reducing vulnerability, building resilience, and accelerating the achievements of the UN Millennium Development Goals mainly in the districts of Moroto, Napak, Nakapiripiriti and Amudat.
Job Summary: The Finance Manager will be responsible for ensuring that financial operations are performed in accordance with applicable policies and procedures.
Key Duties and Responsibilities:  Supervise the work of the project accountantsEnsure all financial transactions are properly recorded and reports availed on time.Ensure a functional and effective internal control system,Offer technical guidance and assistance in budget preparation and variance analysisProvide support in training, technical assistance and skills development of project staff in operational financial management for the sectorsEnsure timely project financial reporting, payroll monitoring and oversee finance and operations personnel.Ensure that financial reports are always ready timely for the review and approval by the team leader. Work with audit firms appointed to ensure project Audits are properly and ethically conducted.Be the chief custodian of the projects FinancesEnsure regular bank reconciliations of project Finances are conductedQualifications, Skills and Experience:  The candidate should possess a bachelor’s degree in Finance, Economics or business administration with a specialization in accounting/ finance plus at least a stage II of ACCA/CPA qualification.At least seven years’ experience of 7 years in an accounting/ finance related position with at least 2 years as a finance Manager is required.Specific experience handling multiple donor projects will be an added advantage.Proven experience in international Donor financial reporting will be an added advantage.Team work and leadership skillsAbility to work under minimum supervision.Computer literacy in word processing, spreadsheets and at least 2 accounting packages including QuickBooks.Highly effective communication skills.Excellent problem solving skills and a quick learner.Possess the ability to work well under pressure and effectively handle multiple, concurrent demands and appropriately prioritise responsibilities.All candidates are encouraged to apply by sending an application letter (in a sealed envelope clearly marked with ""APPLICATION FOR POSITION OF...""), curriculum vitae, three work related referees, copies of academic certificates, and testimonials either hand delivered or posted to this address: Millennium Promise Alliance Inc.
