Duty Station: Kampala, Uganda The United Nations World Food Programme (WFP) is the world's largest humanitarian agency, fighting hunger worldwide. The UN World Food Programme (WFP) is the United Nations frontline agency against world hunger. It is the largest and longest serving humanitarian agency in Uganda. Currently WFP focuses on three priority areas namely: Emergency Humanitarian Action (EHA); Food & Nutrition Security (FNS); and Agriculture & Market Support (AMS). WFP has operations in various parts of the Country. The objective of WFP’s Safety Nets and Resilience (SNR) programming is to ensure the food and nutrition security of vulnerable populations in Uganda. SNR activities are primarily focused on livelihoods and resilience programming in the Karamoja sub-region of Uganda. This includes asset construction and income generation activities for households with labour capacity, targeted food assistance for extremely vulnerable households, supplementary food assistance to address malnutrition, and a school meals programme. The SNR Unit coordinates with the Emergency Humanitarian Action (EHA), Agriculture Market Support (AMS), and Nutrition sub-units within the WFP Programme Unit to implement these activities. Field-based activities are managed from the Country Office in Kampala and implemented through support and coordination at Sub-Office level. In addition, the SNR Unit is substantially involved in policy dialogue and advocacy on social protection and school feeding initiatives in Uganda.
Key Duties and Responsibilities: Under the supervision of the Head of Programme, the Programme Officer will deliver the programming and partnership components of WFP’s SNR activities through the following responsibilities:Plan and manage WFP’s livelihoods/resilience activities in the Karamoja region, implemented primarily through WFP’s Food For Asset (FFA) programming approach;Develop and maintain key partnerships with local and national government counterparts, cooperating partners, and technical agencies for delivery of the livelihoods/resilience activities;Maintain regular and systematic liaison between the Country Office and Sub-Offices to ensure delivery, monitoring and oversight of SNR activities in the Karamoja region;Represent WFP in inter-agency, government, and donor policy and budget forums to advocate for inclusive social protection systems in Uganda and a national school meals programme;Actively collaborate with WFP’s Assessment, Monitoring and Evaluation (AME) Unit to ensure monitoring and oversight for SNR outputs and outcomes is useful and accurate for accountability and management purposes;Oversee contractual agreements with cooperating NGOs and partnerships with Government and research institutions;Offer leadership and direction in proposal development and donor reporting for SNR activities;Provide substantive inputs to national policy dialogue on social protection for vulnerable households, resilience strategies, and for the transition to a government led school feeding programme;Provide technical input to WFP’s monitoring tools and ensure relevant assessments, reviews, and evaluations of WFP’s livelihoods/resilience work are planned and implemented;Manage SNR’s annual plan of work within the Programme Unit (planning, budgeting, forecasting, pipeline);Provide supervision and guidance to programme staff within the SNR Unit;Work closely with WFP senior management, logistics, communication and administrative units in order to implement the SNR programme of work;Perform other related duties as required.Qualifications, Skills and Experience:The ideal candidate for the United Nations WFP job should hold a University degree, preferably at an advanced level in Social Sciences, Agricultural Engineering, Rural Development or other related fields.A minimum of five years (of which 3 international) of progressively responsible professional experience with development projects in the areas of food assistance programming, local level planning and community development;Hands-on experience with government/donor liaison, project fund and NGO partnership management;Prior experience in managing teams in a cross-cultural setting and achieving results through collaboration and partnership building;Proven experience in development context, preferably in Africa;Significant experience with Food For Asset (FFA) programming and school feeding programmes is considered an asset;Past exposure and experience with projects in Arid and Semi-Arid Land (ASAL) regions is desirable;Experience in preparing donor proposals and writing reports is an advantage.Good working knowledge of current approaches to livelihoods activities in a post-conflict, transition, or development context;Familiarity with national level policy dialogue (government, donors, UN agencies).Excellent written and verbal communication skills;Effective action management to plan, coordinate and prioritize multiple tasks;Excellent cognitive capacity and problem solving skills;Outstanding teamwork and interpersonal skills with ability to work patiently and tactfully with people of different national and cultural backgrounds;Excellent partnership skills to build strategic relationships with a wide range of internal and external stakeholders.Language: Fluency in oral and written English with an intermediate knowledge of another official UN language (Arabic, Chinese, French, Russian and Spanish) or Portuguese (one of WFP’s working languages).
