International has been implementing projects in Uganda for over two decades focussing
mainly on health and nutrition, water, sanitation and hygiene, livelihood and
environment.
Job Summary: The Logistics Officer (m/f/d) is responsible
for the implementation of MI Uganda field Office Procurement, transport and
fleet management, stores and warehousing and asset management, in order to
support program implementation.
Key Duties and Responsibilities:
Transport/Fleet management
· Support Logistics Coordinator to uphold
Malteser International fleet in line with the fleet management policies,
prepare fuel reports, identify maintenance needs, monitor fuel consumption and
maintenance issues to ensure value for money
· Prepares the monthly vehicles report for verification
· Coordinates vehicle movements and activities
of the Drivers
· Oversees and ensures proper maintenance and
management of vehicles and drivers e.g. repair, maintenance, monthly mileage
check, usage purposes as well as licenses and insurance coverage
· Follows-up of the Drivers list of duties,
shift, logbook, overtime
· Prepares and follows-up the reimbursement of
private use of vehicle and submits to the appropriate finance staff
· Assist the LC to plan, coordinate and manage
procurement activities of MI at country Office and Field Office, including
storage and delivery
· Monitor procurement processes and compliance
with MI guidelines at CO and field level
· Assist the LC to prepare specifications,
compare bids received and present recommendations on purchases to management
· Assist the LC to develop contracting
arrangements with selected vendors which meet MIstandards on quality assurance
· Assist the LC to ensure that all procurement
in MI is carried out in a timely and efficient manner and in compliance with
MI’s value for money and transparency and donor guidelines/regulations on
procurement
· Adhere to all MI required procurement budgets
and donor purchasing guidelines, policies and controls on procurement
· Manage suppliers, cost, quality, and
performance delivery
· Drive continuous improvement in all aspects
of the procurement process
· In consultation with the LCU, undertake
tendering, evaluation, placement and monitoring of a Nakivale Field Office
procurement
· Coordinate formal bids and request for
proposal (RFQs)
· Prepare specifications, compare bids received
and present recommendations on purchases to tender committee
· Assist the LC to manage and maintain an up to
date and accurate procurement tracker for MI country office and Nakivale office
Stores and Warehouse Management
· Support in warehouse and store management.
Record all items moving through stores ensure stock updates, stock cards and
copies of the distribution register
· Prepare monthly stock report for verification
and distribution Asset Management
· Assist the LC to ensure that proper asset
management is performed in adherence to MI rules, regulations, policies and
strategies and that inventory procedures are complied
· Receiving, inspecting and verification of all
incoming equipment, furniture and supplies and scheduling deliveries to users
· Tagging all furniture/equipment upon receipt
from the supplier. Update of non-expendable property inventory record and track
movement
· Support in the management of physical assets
disposal
· Documentation preparation for submission and
follow up on request for disposal action
· Support in the regular physical inventory
verification exercise by checking the accuracy of records and location of
property
· Preparation of inventory reports as required
· Maintenance of the filing system ensuring
safekeeping of confidential materials
· Follow up on deadlines, commitments made,
actions taken and coordination of collection and submission of the reports to
head of unit General
· Report all difficulties and relevant
information to the Logistics Coordinator in a timely manner
· Perform any other duties as may be assigned
Qualifications, Skills and Experience:
· The ideal candidate should possess a university
degree in Logistics / Procurement
· At least three years of experience in supply chain management
with good understanding of donor and INGO procedures
· Strong organizational skills
· Computer literate with hands on MS Office
programs, especially in MS Excel
· A demonstrated ability to multi-task and
process information into action as to not delay program activities
· Should have a clear understanding of
procurement ethics and donor compliance
· Valid Driver’s Licence and ability to drive
