Executive Director
Children's Rights
and Violence Prevention Fund (CRVPF) is a child rights and social justice
regional intermediary organization based in Uganda. The mission is to provide
grants and capacity development support to community organizations operating in
Uganda, Tanzania, Ethiopia, and Kenya. CRVPF supports community institutions
that work with children, adolescent girls, boys, and their families,
communities, and schools to advance rights and prevent violence, sexual abuse,
and sexual exploitation of children. CRVPF employs a cluster partnership model
that encourages 2-5 community organizations and local NGOs to work together in
a cluster partnership using one grant to address children's needs in a
particular geographic area where children are at risk.
Children Rights and
Violence Prevention Fund (CRVPF) with funding from Mastercard Foundation will
be implementing a project to support Community Organizations' Capacity
Development to Respond to COVID-19 Challenges in Refugee Settlements, Host, and
Slum Communities. The key objectives of the project include;

Build
the institutional capacity of youth and women-led community-based organizations
and local NGOs operating in refugee settlements, host communities and slum
areas for Covid-19 recovery and resilience programs
·
Support
economic recovery and build the resilience of youth and women in refugee and
host communities.
·
Build
the capacity of women-led organizations in slum areas to develop safe spaces
for adolescent girls' empowerment programs.
·
Develop
robust digital solutions and management system for the network of
community-based organizations
Job Summary: CRVPF seeks a qualified Program Coordinator to
support the grant making program and capacity development support to community
organizations and local NGOs led by young people and women working in refugee
settings, host communities, and slum areas. The Program Coordinator will
support partners to design and apply multi-sectoral approaches to strengthen
positive youth development programming, building the resilience of Refugee,
Youth, and Women-led organizations to cope with the current challenges of
COVID-19 pandemic. The Program Coordinator and support children and youth in
schools and community settings. S(he) will work at CRVPF regional office in
Kampala, Uganda. This position has a maximum of 24-months period of performance
and is contingent on funding.
Key Duties and Responsibilities:
Grants &
Partnership management:
·
Collaborate
with CRVPF Executive Director and the Grants Coordinator to develop calls for
proposals to select and build partnerships with youth and women-led CBOs and
local NGOs working in the 12 refugee districts, and in the slum areas of
Kampala, Mukono, Lira, and Kasese.
·
Manage
and provide overall oversight of the partnership's portfolios, including but
not limited to conducting partnership management meetings (Opening, Review and
Closing Meetings); coordinating with different departments to follow up on
action points and pending issues to ensure proper partnership management;
responding to ad-hoc requests and questions related to the partnerships.
·
Collaborate
with selected consultants to conduct a capacity assessment of partners to
identify their essential needs, including training needs, to build their
resilience to cope with the COVID-19 pandemic impact on their work.
·
Work in
collaboration with Cluster Partners to prepare and complete their proposals and
budgets during the application process to ensure compliance with Mastercard
Foundation and CRVPF financial policies and guidelines.
·
Build
partner capacity, by providing training(s) in program quality management,
compliance and regularly conduct support visits to ensure effective management
of funds by partner organizations, while working within Mastercard Foundation
guidelines and CRVPF policies.
·
Support
partners in identifying technical expertise needed to build their professional
and organizational capacity in support of more robust positive youth
development programming.
·
Ensure
that sub awarding policies and procedures are streamlined and realistic; to
oversee a sub awarding process that minimizes bureaucracy and ensures
compliance.
·
Ensure
timely processing of programmatic and financial reports and grantee payments,
by regularly analyzing the monthly reports of each grant, including checking
the supporting documentation of each grant report (invoices, receipts,
quotations, etc.).
·
Together
with the CRVPF Grants Coordinator, review all forms, templates, and processes,
such as (Requests for Application (RFAs), Memorandums of Understanding (MOUs),
and grant agreements and modifications), and ensure they are user-friendly and
straightforward.
·
Build
the internal capacity of CBOs and NGOs with appropriate technology while
transitioning them to digital solutions to improve their internal system and
processes by unlocking barriers such as limited internet connectivity, power
supply as well as low ICT capacity.
·
Support
the development of tools and systems for the management of CBOs and NGOs to
ensure that partner's deliverables are of quality and timely, and meet the
expectations of the project and CRVPF.
·
Ensure
that partners' communication and support are well-coordinated.
·
Develop
and manage the partners reporting schedule to ensure useful quality reports
submitted on time in compliance with Mastercard Foundation reporting
requirements
·
Design
and maintain filing systems for the Fund paper and electronic records.
·
Participate
in weekly Program Team staff meetings, including the provision of work-related
updates.
·
Participate
in weekly substantive check-ins with CRVPF Director.
·
Collaborate
with Finance and Grant Coordinator, Administrative Team, on special projects as
needed.
·
Maintain
working knowledge of the Fund programs and priority funding areas and remain
abreast of current research, activities, and trends in the funding sector.
·
Perform
other duties as assigned.
Qualifications, Skills and Experience: The Program Coordinator will be motivated by
a passion for children's rights and violence prevention work and a drive for continuous
learning and improvement. This role requires an individual who can balance
strong attention to detail and analytical skills with an engaging,
consultative, relationship-focused approach to working with people. Essential
skills for consideration include a highly-tuned detail orientation, strategic
thinking, and a process and system mindset. Candidates should have excellent
writing and oral communication skills, great listeners, instinctual information
sharers, and network builders. Cross-cultural competencies will be vital.

The applicant
must hold a Master's Degree in Economics, Business Management, Development
Studies, or related fields. Candidates should have a minimum of 8-10 years of
professional work experience primarily related to grants, and partnership
management, youth employment, and development, with knowledge in nonprofits
management systems.
·
5-8
years' work experience, especially working with refugee, youth, and women-led
organizations working in East Africa, with specific expertise supporting
capacity development for local organizations and creating youth employment
opportunities.
·
Experience
with performance improvement methodologies strongly preferred.
·
Grant
management experience; demonstrated ability to manage grants with community
organizations and local NGO's
·
Demonstrated
experience and skill with budget preparation and analysis, financial reporting,
and the proven ability to translate technical financial data into informative
reports.
·
Operational
knowledge of grant making and grant reporting
·
Ability
to communicate professionally and provide written reporting in English is required
·
Data
management experience, familiarity with data systems and business processes
·
Financial
or business analysis skills
·
Experience
managing small and medium scale projects
·
Exceptional
communication skills
·
A
natural curiosity for problem-solving
·
Proficiency
in Microsoft Office Suite, especially with Excel
·
Ability
to multitask and work independently and collaboratively to meet weekly,
monthly, and quarterly deadlines
