The incumbent will work closely with the Head of Administration (HoA), the Delegation Security Coordinator (DSC) and Regional Security Officer (RSO) to implement in practice all the techniques of risk management related to the security and protection of the staff of the Delegation, its assets and facilities. Key Duties and Responsibilities:  Conduct risk assessments on facilities, assets and services contracted or property of the EUSupport in promoting operational procedures, safety measures and contingency plan implemented in the security plans (SOP's and CP's)Draft monthly reports regarding the safety measures for the staff and the facilities of the EUUnder the supervision of the HoA and DSC, monitor execution and performance of the security contractsSupport the DSC to develop and implement trainings for staff and awareness in matter of securityUnder the supervision of the DSC, maintain contacts with governmental authoritiesActively monitor permanently the security situation at national level and report to the DSC Realise security assessments of the zones and regions where EU is implementing cooperation project and inform the DSC, HoA and RSOUnder the instruction of the HoA, maintain updated the inventories of the security equipment (satellite phones, radios, telephones, protective equipment, etc) as well as all the related documents (Radio network/call signs, Warden System, etc) Routinely inform the HoA of all the security system failures (CCTV system, card readers, access control system, opening of doors, fire alarms, etc.) Under instruction of the HoA, realise security assessment of potential houses to be occupied by EU staff according to the instructions of the RSOPerform any other function related to security or administrative tasks as assigned by the HoA Qualifications, Skills and Experience:  The ideal candidate for the European Union job opportunity should have completed higher education At least two years of relevant experience, preferably in an international environment. One of the projects that IUCN Eastern and Southern Africa Regional Office (ESARO) based in Nairobi is planning to implement (within its Water and Wetlands Programme) is a Resilience Framework to support Climate Change and Adaptation in the Mt Elgon Region of the Lake Victoria Basin. The Project will be implemented in collaboration with African Collaborative Centre for Earth System Science (ACCESS) and is funded by USAID. Its goal is to enhance coordination and adaptation action between stakeholders, using informed timely, accurate and comprehensive information to promote societal and ecological resilience to adverse climate impacts within the Mt Elgon Region, Lake Victoria Basin. The following are the specific project objectives: Improving scientific knowledge of Climate Change in Mt Elgon as water tower for Lake Victoria Basin; Demonstration of increased social and ecological resilience in hotspots of climate variability using adaption strategies including ecosystem based adaptation actions; Integrating evidence from adaptation approaches into policies across sectors; and Enhancing learning on climate change adaptation strategies at local and regional levels. The Union is seeking a qualified local candidate for the position of Administrative Assistant, SPARK-TB project to be posted in Kampala, Uganda. The position is dependent upon availability of funds.

Key Responsibilities: Working under the guidance and supervision of the Project Manager, the Administrative Assistant shall: 1. Provide general office support to the management team and staff, including but not limited to;filing, collating reports, photocopying, faxing, mailing documents, organising courier services, formatting documents, organising deliveries, making phone calls to external sources, directing phone inquiries, taking messages. 2. Keep an updated record of all office materials and supplies, collect requests for supplies on a monthly basis. 3. Coordinate local and international travel arrangements for the staff, including bookings, transport, travel advance requests, compiling expense reports and re-imbursement requests, according to The Union's Travel Policy. 4. Organise meetings and coordinate meeting schedules as requested by the management team and staff. 5. Qualifications:

Diploma in Management and Administration/Secretarial Studies with experience in private sector or donor funded organisations supporting senior level Executives.
University degree in Secretarial and Administrative Studies will be an added advantage.

Two or more years of experience in a similar or related position.

The Union is seeking a qualified local candidate for the position of Finance Assistant to be posted in Kampala, Uganda. The position is dependent upon availability of funds.

Overall Role: The post holder will serve as the key focal point for financial requirements of The Union's work in TB Reach, in Uganda. On a day to day basis, s/he will report to and work closely with the Project Administrator based in Paris and ultimately will report to Project Manager.

Responsibilities: - Validation of financial documents and verification of the accounts; - Accounts production; - Plan the cash flow for all projects including funds transfers; - Establish and maintain internal financial and procurement procedures and controls; - Manage day to day processing of payments, producing reports as requested; - Assist in the payments and administration of salaries, taxes, insurances and other
employee benefits according to local requirements and in line with The Union's international and local protocols and policies; - Administer all aspects of local payroll including: individual payslips, time tracking, benefit tracking and management, deposit for mandatory employer/employee payroll contributions, etc. - Ensure that quotations, approval requests, purchase orders, The Union's invoices process is followed; - Maintain inventories of all fixed assets and equipment; - Ensure proper use, maintenance and repair of facilities and equipment including IT equipment; - Assist in the administration of external contractors and suppliers, secure value for money and good quality in purchasing; - Any other duties as required.

Qualifications:

Advanced professional degree preferably in finance, accounting, economics, business administration or related discipline.
At least 3 years progressive relevant experience managing finance operations at similar size organisation.
Demonstrated ability to co-ordinate filing of financial reports for various governments, NGOs, and other development agencies.

Ability to collaborate and work in a team
Strong organisational and interpersonal skills and ability to work in a team-oriented setting.
Flexibility, tact and initiative.
Ability to read, write and speak proficiently in English with one additional regional language required.
Excellent oral and written communication skills.

2. MAJOR DUTIES AND RESPONSIBILITIES

The Senior Communication and Information Technology Officer will work under the supervision of the Chief Administrative Officer (CAO) and will be responsible for the following duties: .

Personnel Management
1. Plan and direct major communications systems projects relating to AMISOM’s IT systems and modules.
2. Provide expert advice on complex systems analysis and design, identify the need for new systems (or modifications to existing systems) and respond to requests from users.
3. Prepare plans and operational implementation for communication strategies relating to AMISOM.
4. Ensure an efficient and effective communication information system is implemented and adhered to deliver in a timely manner.
5. Ensures that service levels for all applications are defined and properly managed and that performance either meets or exceeds agreed targets. Ensures continuity of service through the development, maintenance and testing of a proper Information and Communications Technology (ICT).
6. Develop a continuity plan, including business impact analysis, strengthening of the existing infrastructure, set-up of full disaster recovery capability and maintenance of up-to-date procedures.
7. Ensure IT security for all application systems to maintain integrity of information and minimize impact of security vulnerabilities and incident.
8. Ensure the integrity of hardware and software configuration through the maintenance of an accurate and complete configuration repository.
9. Develop plans for feasibility assessment, requirements specification, design, development and implementation, including project plans, schedules, and time and cost estimates, metrics and performance measures.
10. Track and monitor project progress against the Information Technology team’s plan, requirements, quality measures, standard and processes.
11. Liaise with users on all aspects of IT issues during all phases of development and implementation.
12. Provide professional leadership and work direction to assigned project team, and/or mentor and supervise the work of new/junior officers and contract staff.
13. Actively involved in the execution of the most complex aspects of the project (e.g. systems analysis, development, and programming).
14. Oversee development of document and database structures, ensuring that all design aspects are addressed and control and security mechanisms are established.
15. Develop, implement and monitor information standards and guidelines, including testing paradigms.
16. Prepare technical and user documentation for entire systems and interdependent applications, prepare training materials and detailed technical presentations.
17. Keep abreast of developments in the field and determine the need for testing and evaluating new products and technologies, provide leadership on introducing technological changes and prepare various technical reports.

Candidates must have advanced university degree (Master’s degree or equivalent) in computer science, information systems, mathematics, statistics or related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

4. Work Experience

Candidates must have a minimum of eight (8) years of progressively responsible experience in planning and/or design, development, implementation and maintenance of computer information systems or related area.

5. Other Skills

Proficiency in the UN Integrated Management Information System (IMIS) or a commercially available Enterprise Resource Planning (ERP) system such as SAP or Oracle Financials is desirable.

6. Language requirement

Proficiency in one of the African Union working languages is a requirement; Knowledge of one or more of the other AU working languages would be an added advantage.

7. Age Requirement

Candidates must preferably be between 35 and 50 years old.

8. Tenure of Appointment

The appointment is a short-term contract of one year, the first six (6) months of which shall be considered as probation period. Extension of the appointment is subject to performance and the extension of the mandate.

Background:
NUDIPU is an indigenous umbrella NGO of persons with disabilities (PWDs) that brings together all disability categories including sensory, physically and mentally impaired people with the vision of having a dignified Society for all. Formed in November 1987, NUDIPU exists to work as a unifying voice for PWDs for the full realization of their rights and inclusive development.

Consultant

Purpose and requisite professional expertise of the Consultancy:
The purpose of this consultancy is to lead a process of information generation, analysis and documentation; culminating into Uganda's first Alternative Report to the UN Committee of Experts on the implementation of the CRPD. A consultant must be knowledgeable in Human rights and disability, well versed with The CRPD, government and Civil Society reporting processes.

Scope of the Assignment:
The objectives of this consultancy are fourfold:
3.1. Document existing disability-focused legislation, policies and programs within Government, in the context of the CRPD.
3.2. Assess the extent to which existing legislation and policies have translated into programs, as well as the related achievements and impact thereof.
3.3. Find out the extent to which the work of NGOs and DPOs fits within the context of the CRPD.
3.4. Document the bottlenecks standing in the way of more effective domestication and implementation of the CRPD.

The Roles of the Consultant:
1. Conduct an Extensive Review of the State Report that will form the basis for Alternative Reporting.
2. Conduct the research in line with the objectives outlined.
3. Present the alternative draft report during the validation meeting
4. Develop position paper reflecting the emerging issues to be shared with the Committee on Persons with Disabilities.
5. Present 2 hard copies and a soft copy of the Alternative Report.

Duration and Activities of the Assignment: This consultancy is planned to kick off from October 2010. The consultancy shall last 25 working days broken down as follows: i) Review of relevant literature including but not limited to the Government of Uganda Report
ii) Collect data at district and national level
iii) Share CSO position report with civil society
During a Validation Meeting (ii) Develop position paper reflecting the emerging issues to be shared with the Committee on Persons with Disabilities
(iii) Write and submit the final research report
