2. MAJOR DUTIES AND RESPONSIBILITIES

The Senior Communication and Information Technology Officer will work under the supervision of the Chief Administrative Officer (CAO) and will be responsible for the following duties: .

Personnel Management
1. Plan and direct major communications systems projects relating to AMISOM’s IT systems and modules.
2. Provide expert advice on complex systems analysis and design, identify the need for new systems (or modifications to existing systems) and respond to requests from users.
3. Prepare plans and operational implementation for communication strategies relating to AMISOM.
4. Ensure an efficient and effective communication information system is implemented and adhered to deliver in a timely manner.
5. Ensures that service levels for all applications are defined and properly managed and that performance either meets or exceeds agreed targets. Ensures continuity of service through the development, maintenance and testing of a proper Information and Communications Technology (ICT).
6. Develop a continuity plan, including business impact analysis, strengthening of the existing infrastructure, set-up of full disaster recovery capability and maintenance of up-to-date procedures.
7. Ensure IT security for all application systems to maintain integrity of information and minimize impact of security vulnerabilities and incident.
8. Ensure the integrity of hardware and software configuration through the maintenance of an accurate and complete configuration repository.
9. Develop plans for feasibility assessment, requirements specification, design, development and implementation, including project plans, schedules, and time and cost estimates, metrics and performance measures.
10. Track and monitor project progress against the Information Technology team’s plan, requirements, quality measures, standard and processes.
11. Liaise with users on all aspects of IT issues during all phases of development and implementation.
12. Provide professional leadership and work direction to assigned project team, and/or mentor and supervise the work of new/junior officers and contract staff.
13. Actively involved in the execution of the most complex aspects of the project (e.g. systems analysis, development, and programming).
14. Oversee development of document and database structures, ensuring that all design aspects are addressed and control and security mechanisms are established.
15. Develop, implement and monitor information standards and guidelines, including testing paradigms.
16. Prepare technical and user documentation for entire systems and interdependent applications, prepare training materials and detailed technical presentations.
17. Keep abreast of developments in the field and determine the need for testing and evaluating new products and technologies, provide leadership on introducing technological changes and prepare various technical reports.

Competencies

Professionalism: Knowledge of systems design, and development, management, implementation and maintenance of complex information systems. Ability to develop and oversee large centralized or decentralized institutional systems, conceptual and strategic analytical capacity to understand communication information system and business operational issues. Thoroughly analyze and evaluate critical communication systems matters. Knowledge of a range of computer languages and development paradigms, knowledge of organization’s information infrastructure and IT communication strategy as it relates to user area(s). Takes responsibility for incorporating gender perspectives and ensuring the equal participation of women and men in all areas of work.

Communication: Speaks and writes clearly and effectively, listens to others, correctly interprets messages from others and responds appropriately, asks questions to clarify, and exhibits interest in having two way communication, tailors language, tone, style and format to match audience and demonstrates openness in sharing information and keeping people informed.

Teamwork: Work collaboratively with colleagues to achieve organizational goals, solicits input by genuinely valuing others’ ideas and expertise, is willing to learn from others, places team agenda before personal agenda, supports and acts in accordance with final group decision, even when such decisions may not entirely reflect own position and shares credit for team accomplishments and accepts joint responsibility for team shortcomings.

Planning& Organizing: Develop clear goals that are consistent with agreed strategies, identifies priority activities and assignments, adjusts priorities as required, allocates appropriate amount of time and resources for completing work, foresees risks and allows for contingencies when planning. Monitor and adjusts plans and actions as necessary and uses time efficiently.

Technological Awareness: Keeps abreast of available technology, understands applicability and limitation of technology to the work of the office, actively seeks to apply technology to appropriate tasks and shows willingness to learn new technology.

3. Educational Qualifications

Candidates must have advanced university degree (Master’s degree or equivalent) in computer science, information systems, mathematics, statistics or related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

4. Work Experience

Candidates must have a minimum of eight (8) years of progressively responsible experience in planning and/or design, development, implementation and maintenance of computer information systems or related area.

5. Other Skills

Proficiency in the UN Integrated Management Information System (IMIS) or a commercially available Enterprise Resource Planning (ERP) system such as SAP or Oracle Financials is desirable.

6. Language requirement

Proficiency in one of the African Union working languages is a requirement; Knowledge of one or more of the other AU working languages would be an added advantage.

7. Age Requirement

Candidates must preferably be between 35 and 50 years old.

8. Tenure of Appointment

The appointment is a short-term contract of one year, the first six (6) months of which shall be considered as probation period. Extension of the appointment is subject to performance and the extension of the mandate.

11. Remuneration:
The salary attached to the position is an annual lump-sum of US$ 113,483.60 inclusive of all allowances for internationally recruited staff, and US$ 101,878.35 inclusive of all allowances for locally recruited staff.
