Finance, HR and Administrative Officer-Uganda
Job location: Mbale
Job purpose:
To provide financial, HR and Administrative support to VECO East Africa-Uganda country program office and its partners
Reports to: Uganda Country Contact Person and Antenna Manager
Collaborators: VECO East Africa Regional Office Accountant and Uganda Finance Coordinator in Kampala
Key Result Areas:
• Plan, manage and provide financial, HR and administrative information’ to the Programme Manager, programme officers and other stakeholders for strategic financial and administrative decision making
• Prepare, implement and control financial budgets and transfers to partners in line with the donor requirements and in collaboration with VECO regional office
• Prepare, reconcile and monitor routine payments, manage petty cash and bank transactions in line with the financial guidelines
• Prepare all monthly books of accounts, bank reconciliations, and verify requisitions for payments, invoices, partners’ accountabilities and financial statements in accordance with financial policy
• Prepare quarterly and annual financial reports, and compile partner accountability for submission to the Regional Office and the donors in accordance with GAAPs and financial guidelines using the Navision accounting package
• Plan, provide and monitor technical support to partner organizations in the area of financial management, practical administration and accounting issues with the aim of transferring skills to the partners to be able to do their own finance
• Prepare and implement all the external audit activities and recommendations for Uganda in collaboration with VECO East Africa regional office and in line with GAAP
• Maintain and monitor financial systems and procedures with clear internal controls in line with VECO East Africa policies, donor requirements & GAAP;
• Maintain organizational assets and update the asset register in accordance with the asset policy
• Maintain proper procurement procedures and manage stocks of the organization
• Maintain the information technology infrastructure and Initiate and supervise the implementation of the appropriate ICT.
• Implement the HR policy to promote optimal performance, motivation, efficiency and development of staff.
Qualifications and technical knowledge
• University degree (Masters level or equivalent in Financial Management, Finance & accounting – ,
• In depth knowledge of analytical and double bookkeeping, treasury and budgeting methods and systems
• Good knowledge of relevant PC software and Navision is an asset
• At least 3 years experience in similar position.
