The Uganda Stop Malaria Project is a USAID supported 5 year programme that aims at building individual, household, community and district competence to stop malaria deaths and reduce morbidity. The project is inviting applications for Monitoring and Evaluation Officers (2 positions). The job duties are:
• Assist the Stop Malaria Project partner organizations and sub-grantees to design monitoring and evaluation plans for communication initiatives;
• Track and update the SMP Performance Monitoring Plan, review and set targets, and report on indicators to the project team, USAID and PEPFAR in a timely manner;
• Design Performance Monitoring Plans for SMP partners and ensure timely collection of accurate data and reporting to USAID, other donors, stakeholders, program managers, and CCP staff on these plans;
• Maintain keep up to date the project monitoring and evaluation database;
• Assist SMP partner organizations and sub-grantees to design, conduct, analyze and report high quality formative research to support program design, materials development, and re-planning;
• Design qualitative formative and evaluative research and provide technical assistance in data collection, analysis, and report writing;
• Identify, contract, and supervise, research, monitoring and evaluation consultants.;
• Prepare work plans and .budgets for research, monitoring and evaluation;
• Prepare quarterly reports on SMP’ research, monitoring and evaluation activities;
• Assist with the preparation of proposals for communication projects;
• Represent SMP and CCP at meetings and conferences both in Uganda and elsewhere;
• Present research, monitoring and evaluation findings during conferences and workshops;
• Design and provide training in monitoring, evaluation and research interpretation and utilization for SMP staff and partners;
• Prepare applications and maintain a file of IRB approvals;
• Supervise one Monitoring and Evaluation Assistant; and
• Perform other duties as requested by the supervisor.
Qualifications:
A minimum of a Master’s Degree in Statistics, Quantitative Economics, Social science research plus 5 year’s experience in programmatic research, monitoring and/or evaluation.
Ability to handle multiple tasks simultaneously and set priorities. Willingness to learn and develop new skills; self driven with a high sense of quality and ability to meet tight deadlines. Strong data analysis skills for both qualitative and quantitative research, including familiarity with Stata, or SPSS. Familiarity with database software such as MS Access, and experience maintaining a computerized databases a plus. Excellent writing and presentation skills. Fluent in English, both written and spoken. Familiar with U.S. Government monitoring and evaluation requirements, in particular PMI and PEPFAR.
Experience working with the Ministry of Health and District Health Management Information System an added advantage
