Uganda: Country Representative

As an international centre of expertise and research, Rutgers WPF carries out research and develops programmes, striving for a world in which all human beings, including young people and marginalized groups, can enjoy their sexual and reproductive health and rights (SRHR).Our work is guided by the agreements of the ICPD (International Conference on Population and Development) Programme of Action, as well as by the Millennium Development Goals (MDGs), specifically MDG3 (gender equality), MDG5 (maternal health) and MDG6 (HIV/AIDS, TB and malaria).

Since 1998 Rutgers WPF, together with Ugandan partner organizations has been working on Sexuality Education (via schools and through social media), combating Sexual and Gender Based Violence, and advocacy in support of these issues. Rutgers WPF has also contributed to improved access to health services, with a strong focus on young people. Rutgers WPF supports capacity building of its partner organisations, to enhance civil society’s effectiveness in implementing SRHR interventions, research and monitoring and evaluation.

Rutgers WPF is currently seeking a full-time country representative for our Country Office in Kampala, Uganda. We are looking for an experienced, energetic and visionary professional who is committed to our mission and can provide overall leadership and strategic direction to Rutgers WPF’s Uganda Country Office and programme.

Job context

Previously, all projects were managed and technically supported from the Netherlands office. The expanding Ugandan project portfolio (in Euros the 3rd largest Rutgers WPF country programme), the need to gain a better understanding of the local context and specific SRHR situation and issues, the desire to further develop partnerships with Ugandan organizations and to enable more active participation in local/regional SRHR networks and advocacy, in 2013 led to the decision to open a Country Office in Uganda by the end of in 2014. This Country Office of Uganda will operate as a branch of Rutgers WPF in the Netherlands. The Country Representative will manage and coordinate the Country Office in Uganda, and is accountable to the Manager International Programmes, based at our head office in the Netherlands. Management of ongoing programmes is the responsibility of the Country Programme Manager who is based at our head office in the Netherlands. We envisage the Country Office Uganda gradually taking over these programme management roles. Thus it is expected that the Ugandan team will gradually expand to approximately 5-7 staff.

Tasks

The Country Representative Uganda is responsible for all activities of the Uganda Country Office. During its start-up phase, the Country Representative will organize and initiate all that is necessary to build up an operational and productive office environment with all its pragmatic aspects. The Uganda Country Office will initially focus on implementing national and possibly regional (East-Africa and Great-Lakes Region) advocacy strategies, resource mobilisation/fundraising, and identifying and developing strategic partnerships with Ugandan CSOs and other (inter) national institutions. The Country Representative Uganda represents Rutgers WPF in relevant national networks and develops partnerships.

Job requirements

We are looking for an experienced development professional/manager (10 years working experience of which 5 years in a managerial position) with a university degree in the social sciences. You are familiar with SRHR or related themes such as health or education and are committed to helping young people achieve a better life through healthy, fulfilled and protected sexuality. You are a result-focussed, energetic and innovative person and a self-starter with an entrepreneurial spirit. You don’t stumble on every obstacle but invent ways to get around it. You have proven experience in resource mobilisation and advocacy and have a strong relevant professional network in Uganda/East Africa. You have an excellent command of the English language both in speaking and writing.

Terms of employment:

Rutgers WPF offers a two (2)-year full-time contract starting 1st January 2015 with a probation period of 6 months and the possibility of extension with one (1) year. Rutgers WPF offers a market conform salary. The position is based in Kampala, Uganda.

External Job Description Context/Scope:
EABL operates within a multi cultural, multi national, multi currency environment. EABL comprises five business units: KBL, EAML, CGI,SBL and UBL. UBL is further categorised into Demand and Supply. The Supply business is involved in production of beer and spirits. The Demand business is involved in marketing and pushing the product to consumers. This role is located within the Demand Sales business. The CRR role will be critical to the overall UBL short, medium and long term strategy in developing and driving our trade strategy and operational excellence within retail outlets and distributors. The job holder is expected to have a high ability to build and develop trade relationships with outlet owners and staff / customers with high levels of respect/contact required. The job holder works closely with the AreaSales Manager and Divisional Sales Leader. This position is field based and the job holder is expected to manage outlets achieving Quality, Distribution, Visibility, Pricing and Promotion.
Purpose of Role:
To positively influence sales of UBL brands by regular contact, networking and motivation in allocated retail accounts and to operate a one portfolio UBL brand approach for both beer and spirits.

. Develop brand building activities for the outlet to implement, run retail promotion activities to plan and run KBL promotional activities in outlet, and do M&E for all activities done.
. Ensure full compliance of safety and governance requirements at the work environment.
Qualifications and Experience Required:
. A business related degree or equivalent.
. Commercial experience.
. Ability to build a strong understanding of a range of customers at the outlet level.
. Direct experience of working with customers at the outlet level and a good understanding of how Field Sales operates within the wider Sales organisation.
. Direct experience of the Diageo Way of selling capabilities with a focus on Sales Driver execution at the point of purchase (QDVPPP), Outlet Segmentation and Managing Relationships including structured call, persuasive selling and brand passion.
. Exposure to other parts of Sales, in particular Account Management teams and Customer Marketing.
. At least 2 years experience in a similar role.

This aims to demonstrate a model of delivering affordable quality secondary education through public-private partnerships. ARK is now seeking a new Country Representative who is passionate about positively impacting children through helping to develop a growing network of high quality, sustainable secondary schools delivering a relevant education for children in rural Uganda, and using the evidence collected to improve secondary education at a national and later international level.

Main Purpose of the Job
The Country Representative will be responsible for the successful implementation of the Partnerships for Public Education (PPE) programme, together with the Managing Director of PEAS, our partner organisation. This person will:
• Provide leadership, guidance and strategic direction to the design and implementation of the programme
• Undertake programme management, including planning and budgeting
• Oversee programme monitoring, evaluation and reporting and research

Uganda Country Representative ( FULL TIME )

About this Job:

The Fuel Efficient Stoves in East Africa project is a 2-year support package based on a grant from the Nordic Climate Facility for the benefit of the Coordinating/Managing Entity of a multi-country Clean Development Mechanism (CDM) Programme of Activities (PoA) – Improved Cookstoves for East Africa Ltd – managed by the Uganda Carbon Bureau. The project aims to provide households in East Africa (Kenya, Rwanda, Tanzania, and Uganda) with sustainable access to affordable and efficient cook stoves. Improving the affordability of these cook stoves will be achieved by providing stove suppliers with access to the CDM carbon market, and hence funds to initiate and implement improved cook stove activities. Specifically, the project will facilitate the establishment of a CDM PoA, and will support the strengthening of cook stove suppliers in the four countries. The project’s objective is to improve the livelihoods of poor households in East Africa by:

Providing access to carbon finance for suppliers of fuel-efficient cook stoves.Transforming the region’s kitchens by the adoption of fuel-efficient stoves, instead of the current use of inefficient traditional cooking methods

The project also aims at reducing indoor air pollution, and household resources (time and cash) spent on wood fuels for cooking, while at the same time reducing Greenhouse Gas emissions, and hence mitigating climate change. We are looking for a self-motivated and qualified East African professional to join the ICSEA team.

Job Title: ICSEA Stove Support Facility, Uganda Country Representative

Reports to: Project Manager

The overall purpose:  The role of Uganda Country Representative of the ICSEA Stove Support Facility is to publicise the benefits of joining the PoA to potential stove supplier organisations, and to support these applicants – businesses, manufacturers, importers, NGOs, women’s groups etc. Under the daily supervision and guidance of the Project Manager, based in the Uganda Carbon Bureau, the general functions and responsibilities of the job are related to supporting applicant stove supplier organisations so that they can participate in the ICSEA PoA.

Key responsibilities:

First point of contact for stove suppliers & marketing partners and for the provision of information about the PoA’s operations. Identify and keep records of stove projects that are operational and planned in Uganda.Screening of projects prior to their inclusion in the PoA. Supervise and monitor each project’s implementation in accordance with ICSEA procedures. Monitor member projects’ stoves databases. Help ensure that an effective PoA monitoring and verification process takes place. Assist ICSEA Ltd with all reviews of the stove database, and assist with sampling exercises involving the databaseLiaise with accredited stove testing facilities, and maintain oversight of their initial rating tests of all stoves of projects applying for inclusion, and with subsequent performance testing.Assure that all projects’ contractual obligations are adhered to, and ensure that they are meeting their commitments on stove maintenance, communications to stove buyers about the legal transfer of carbon credits, revenue sharing, etc.Be accountable to ICSEA Ltd for project progress reports, and information on projects’ problems.Organise and attend local stakeholder consultations required by ICSEA LtdPublicise the ICSEA PoA to the local business and NGO community using all available media to attract further members to the PoA.
