In February this year, the Dutch National Postcode Lottery (Nationale Postcode Loterij) approved a large and innovative Dreamfund project, to be implemented in Uganda: Internet Now! Oxfam Novib will roll-out the project Internet Now! in northern Uganda to provide rural communities with reliable, affordable and high-speed connection to the Internet. The project has a direct focus on services providing work and income to community members through Internet. One hundred centres in northern Uganda will form a social enterprise following an innovative business model. Each centre offers solar-powered workstations housed in shipping containers together with daily support and training by company staff and -volunteers. The centres will be interconnected to the internet through Wi-Fi technology. Oxfam Novib will implement the project together with 3 other Project partners in the field: Arid Lands Information Network (ALIN), Inveneo and Samasource. Within the Oxfam Uganda Program the Internet Now! project contributes to the objectives of increased skills in and access to new technologies, including ICT, create employment opportunities for female and male youth, improved food security and increased economic opportunity for urban poor. We are looking for:

To ensure efficient support in logistics and security for the operations of the Project for the 4 Project partners;To ensure efficient support in logistics and security for visitors to the Project;To provide administrative and clerical support for running the Project Office;To co-ordinate with Oxfam Country office Kampala on relevant logistics and security matters, such as Oxfam staff visiting the Project from abroad;

Main tasks

To ensure sufficient support in logistics of field operations by the Internet Now! project staff of the 4 Project partners including planning of the use of vehicles and drivers;To monitor and ensure adherence with safety regulations (security, first aid equipment and fire safety) for the Project office and for the operations in the field of the Internet Now! project staff of the 4 Project partners;To provide or facilitate first aid response to Internet Now! project staff of the 4 Project partners or visitors to the Project;                   ^To facilitate where necessary in logistical arrangements for visitors to the Project, including HQ staff of the 4 Project partners, Oxfam Country Office Kampala, consultants and other visitors to the Internet Now! IUCN Eastern and Southern Africa Regional Office (ESARO) covers twenty three countries in the Horn of Africa, Eastern Africa, Southern Africa and the Western Indian Ocean and is planning to implement a project on Building Resilience to Drought in the Karamoja Region through Sustainable Natural Resources Management (NRM) in Okok Sub Catchment. The project which is financed by European Commission Humanitarian Aid and Civil Protection (ECHO) through Action Against Hunger (ACF) is seeking to improve understanding of the status of the natural resources, and the underlying causes of vulnerability in the area of Okok sub- catchment, improve institutional capacity of local people to develop and implement natural resources management plans to address the identified causes of vulnerability and degradation, and advocate for integrated natural resources management within policy forums and region-wide learning groups. As part of this project IUCN is the Learning Group Lead for water development for DRR with the Regional Learning and Advocacy Programme for vulnerable  dryland communities (REGLAP). The Partnership for Supply Chain Management (PFSCM) is implementing the Supply Chain Management System (SCMS) contract for USAID as part of the President’s Emergency Plan for AIDS Relief. SCMS Senior Procurement Advisor -

location: Kampala Overall Responsibility:

The Senior Procurement Advisor will report to the Chief of Party of the Securing Ugandans’ Right to Essential Medicines (SURE) program. She/he will lead and provide technical, strategic and procurement operations support to the USAID Uganda mission. She/he will provide technical assistance to USAID supported implementing partners and other PEPFAR USG partners, primarily in the areas of quantification, procurement planning, procurement, and distribution planning for antiretroviral medicines (ARVs) and other HIV/AIDS related commodities. The Senior Procurement Advisor will monitor and assure the quality of in-country client procurement plans and will collaborate, as appropriate, with USAID, the Ministry of Health and the SURE Program for any partner procurement and distribution needs. She/he will serve as the principle liaison to SCMS in Uganda, coordinating with partners and the SCMS project management office (PMO) to ensure timely and complete , responsiveness to client needs. The Senior Procurement Advisor will be responsible for reporting on the progress and financial status of SCMS procurement operations in Uganda to in-country clients, the USAID mission, and the SCMS project management office in Washington, DC. She/ he will coordinate with the PMO and USG clients regarding the procurement of male circumcision kits, and to support overall management and expansion of this program

Requirement:Bachelors' degree in Pharmacy is required,Advanced degree in procurement, supply chain management, business administration, public health, or equivalent field,Working experience in Uganda with knowledge and comprehensive understanding of HIV/AIDS Supply chain and pharmaceutical procurement regulations and regulatory authority importation guidelines. Registration by the Pharmacy Council, Ministry of Health is mandatory,At least five years of procurement and/ or pharmaceutical management experience, including supervisory or equivalent leadership/management experience, Experience in logistics/supply chain management and/public health commodities, especially HIV/AIDS and laboratory commodities,Practical experience with quantification and demand planning and related tools a plus (eg. The Position

develop and implement natural resources management plans to address the identified causes of vulnerability and degradation, and advocate for integrated natural resources management within policy forums and region-wide learning groups. The project will link with ongoing project on building drought resilience in Kenya (Lower Tana sub catchment), and Uganda (the Upper Aswa-Agago sub catchment) which is focusing on the improvement of water and land management by local communities and government. In addition, it will also build on interventions undertaken which provided the basis for further action in improving natural resource management to improve disaster risk reduction.
