1. Conduct surveys and studies to assess and establish technological options in the milk value chain and recommend appropriate interventions.
2. Mobilize dairy stakeholders for identification of needs, formulation of specific goals and alternative intervention strategies for the development of the Dairy industry.
3. Initiate, develop and design appropriate programmes aimed I at improving animal husbandry practices and farm business development.
4. Develop and implement strategies and programmes for increasing the consumption of milk and dairy products.
5. Carry out Socio-economic research and surveys relating to marketing and consumption of milk and dairy products.
6. Manage the dissemination of information regarding the performance of the dairy sector with regard to production, processing, marketing and consumption. ;
7. Develop strategies for transforming informal marketing of milk i and milk products.
8. Develop consumer education and sensitization programmes on; nutritional benefits of consumption of milk and milk products.
9. Monitor and evaluate the effectiveness of promotion and information dissemination strategies and programmes.
10. Create, manage and maintain the organization’s information database.

Requirement:

Qualification and Experience
1. Must possess a Bachelors Degree in Dairy Sciences/ Veterinary Medicine/ Animal Production or related field from a recognized institution of higher learning.
2. Post graduate qualification in relevant field.
3. At least 3 years of relevant experience.
4. Should have thorough knowledge and skills in project and programme implementation gained from training or practical experience.
5. Should have good networking, mobilization, presentation and communication skills, capable of working with communities at the grass root level and other stakeholders in the industry.
6. Must be a team player.

About this Job:

Dairy Development Authority (DDA) is a Semi- Autonomous Agency under the Ministry of Agriculture, Animal Industry and Fisheries (MAAIF). It is established under the Dairy Industry Act of 1998. Its Mission is “To provide dairy development and regulatory services that will ensure increased production and consumption of milk, sustainable and profitable dairy industry sector; contribute to economic development and improved nutritional standards in Uganda”.
In order to effectively fulfill its mandate, the Authority would like to fill the under listed positions:

Job Title: Principal Procurement Officer
Reports to: Finance and Administration Manager Objective of the Job:
To ensure smooth and lawful process of procurement and disposal of, the Authority and provide hands-on to ensure that efficient and effective procurement and disposal is achieved. Key functions
1. Implementation Support to user departments to ensure compliance with the law.
2. Liaise with users on matters related to procurement and disposal.
3. Prepare bid documents and invitations to tender for the organization’s procurement and disposal requirements.
4. Initiate reports to the contracts committee and the PPDA.
5. Prepare procurement plans in line with organizations work plans and budget.
6. Provide technical guidance to other departments on matters relating to procurement.
7. Prepare contract documents for all procurements of the Authority and assist to improve contract management.
8. Preparation of timely integrated monthly/quarterly reports.
9. Implement a system for contract management in the procurement process and provide technical support to user departments.
10. Implement mitigation measures to curb the risk inherent in the procurement process.
11. Any other duties as may be directed by the Executive Director. ;

Requirement:

Person Specifications
1. 1. Must have Bachelors Degree in Procurement and Logistics Management/ Procurement and Supply Chain Management; or related qualifications from a recognized institution of higher learning. i
2. 2. Full membership to a professional body like CIPS is a MUST. :
3. Masters Degree in a related field is an added advantage.
4. At least 3 years of relevant continuous procurement experience in a large public organization.
5. Demonstrated understanding of the public procurement laws of Uganda.
6. Proven integrity and clean record in managing public procurements
7. Should have good interpersonal and communication skills and able to work with a multiplicity of stakeholders.
8. Should be highly innovative and creative thinker.
9. Must have excellent computer, writing, presentation and negotiation skills.
10. Ability to work with minimum supervision.
