The Protection Specialist provides specialized expertise and is responsible for strategic advice, programme development, technical support and capacity building to country and programme management on protection. The Protection Specialist will develop strong working relationships with NRC field, programme and management teams and external protection actors; especially within the urban areas of Kampala.



Duties and responsibilities



  • Policy and strategies: Lead on development of Country Office protection strategy and relevant SOPs and strengthen NRCs protection response in country .

  • Technical support and development: Lead on programme and proposal development for integrated or stand-alone protection projects in Uganda. Lead on regular protection analysis, identifying protection issues and gaps. Contribute to safe programming in core competencies.


  • Programme integration:



    • Lead on identifying protection opportunities to build on CC activities.

    • Contribute to the development of tools and methodologies to better integrate cross-cutting issues and prioritized development areas into protection programmes.


  • Learning and information sharing:



    • Contribute to the institutionalization and promotion of best practices and learning related to protection.

    • Help design and deliver capacity building activities to build the capacity of field staff to understand and deliver safe programming, based on NRC’s Protection Policy and training materials.


  • Networking and representation



    • Responsible for networking and representation of NRC for protection related issues at strategic level ensuring NRC protection work is valued and understood by the wider humanitarian sector in Uganda.

    • Contribute to the identification, development and maintenance of relationships with relevant stakeholders in Uganda (e.g. donors, UN agencies, NGOs, research- and educational institutions, private sector) related to protection.


  • Monitoring and evaluation



    • Contribute to the development and facilitate the use of effective assessment and M&E systems in Uganda ensuring compliance with NRC programme policy, quality standards and technical guidance.

    • Contribute to the alignment of M&E and PCM systems with protection programming in Uganda.


  • Advocacy



    • Contribute to the identification, prioritization, development and documentation of advocacy issues related to protection in Uganda.

Qualifications



  • Advanced academic qualification in a relevant field (law, social sciences or related disciplines).

  • A clear understanding of protection issues, legal frameworks and professional standards in humanitarian and displacement contexts.

  • At least four years of senior working experience in humanitarian protection.

  • Previous experience from working in complex and volatile contexts

  • Experience in international organisations and/or NGOs.

  • Excellent analytical skills and communication skills in writing and speech.

  • Experience with facilitating and leading internal organisational processes.

  • Ability to coordinate tasks and work processes and work with short deadlines

  • Ability to work independently and proactively with limited daily support and supervision.

Contract Duration: 1 year, renewable subject to availability of funding
Fee: From NOK 48,000. Attractive allowances apply
Travel: 25% within Uganda
