Project Officer ( FULL TIME )

TrĂ³caire is an Irish Catholic development organization, which works in partnership with local organisations to overcome poverty and promote justice. The TrĂ³caire Uganda programme would like to fill the position of Project Officer as part of a developing programme funded by the European Union in Uganda.

Duties and Responsibilities
This role will provide specialist advice and essential back up to the Governance & Human Rights Programme Officer in the managing of a recently acquired grant from the EU. She/he will be responsible for leading the assigned policy and project portfolio through planning, implementing and managing the delivery of the agreed activities with 6 core partners. Project development, capacity building, project monitoring and assurance, marketing and advocacy and knowledge services are essential for the role.

These duties will include –

• Provide top quality technical support to partners focusing on the achievement of the set programme targets.
• Financial monitoring and working with partners to ensure financial reporting is accurate and consistent.
• Strategic oversight of planning, budgeting, implementing and monitoring of the EU funded programme, tracking use of financial resources and activities in accordance with the Contract rules and regulations.
• Organize regular planning and progress reviews;
• Ensure up to date reporting to the donor in an accurate and efficient manner through liasing with the 6 key partners, the County Management, the HR & Governance Programme Officer, and the Regional Team.
• Prepare consolidated programme reports of a high quality on a quarterly basis in cooperation with partners and Trocaire departments.
• Ensure partner compliance with the terms and conditions of the EU Contract.
• Ensure a clear focus on the achievement of results as per the EU proposal. This will entail extensive work with partners and other stakeholders.
• Use Results Based Management (RBM) /M&E techniques, methods and their applications and enhance the capacities of partners where required.
• Ensure organizational set-up and project management systems are fully functional and create best possible enabling environment for high level performance of Trocaire and the implementing partners.
• Ensure constant monitoring and analysis of the Project environment, and timely readjustment of programme. Ensure that results and lessons learned feed into the analytical and project work (i.e. results used to make decisions);
• Ensure preparation of brochures, publications, press releases for dissemination and visibility of the project as per the agreed Proposal.
• Accompanying visitors / delegations as part of the programme monitoring.
• Any other functions, responsibilities or portfolio which may be assigned by the Trocaire management.

Requirement:

Requirements for this position

• Graduate level education in development studies or a similar discipline.

• Knowledge and experience of managing or working on programmes that contain EU or similar donor funding streams.

• Ability to build capacity in partner organizations in line with the requirements of EU funding streams.

• Good understanding and wide experience of Project/Project management cycle, and participatory appraisal techniques.

• Excellent understanding of financial management systems and budget monitoring and reporting.

• At least 2 years experience in a similar role

• Flexibility, ability to work under pressure in addition to multi-tasking in a fast paced environment

• Excellent organization skills, keen to detail, accuracy and a high level of reliability, objectivity and honesty.

• A positive approach and an ability to contribute to a strong dynamic team

• Demonstrated knowledge of analysis and report writing (especially on reports to donors such as the EU)

• Good written and oral communications.

• Ability to work under pressure and adhere to strict and tight deadlines on a wide range of tasks

• Focused and task orientated with a high level of attention to detail.

Terms and conditions for this position A Salary package and benefits will be offered on the TrĂ³caire Uganda scales depending on work experience and qualifications. The initial contract will be one year with the possibility of renewal.
