Human Resource Manager ( FULL TIME )
Dairy Development Authority (DDA) is a Semi- Autonomous Agency under the Ministry of Agriculture, Animal Industry and Fisheries (MAAIF). It is established under the Dairy Industry Act of 1998. Its Mission is “To provide dairy development and regulatory services that will ensure increased production and consumption of milk, sustainable and profitable dairy industry sector; contribute to economic development and improved nutritional standards in Uganda”.
In order to effectively fulfill its mandate, the Authority would like to fill the under listed positions:
Job Title: Human Resource Manager
Reports to: Executive Director. Supervises: Senior Human Resource Officer Objective of the Job
To initiate, formulate and manage Human Resource Management and Development policies and Strategies that will enable the authority to attract develop and retain high quality human resources. Key Functions
1. Initiate, formulate and manage human resource management and development policies and Strategies for the authority.
2. Develop and implement performance management system for the authority and coordinate staff appraisals.
3. Identify and rationalize career and training opportunities/needs for authority’s staff.
4. Ensure contracts and personnel records of staff are done and up to date.
5. Leave administration.
6. Improve job descriptions and specifications of all the employees in the authority.
7. Coordinate the selection and recruitment of staff in accordance with the established rules, procedures and practices.
8. In liaison with the Finance department guide payroll management.
9. Initiate budget proposals for the human resource unit.
10. Prepare progress reports and follow up on the implementation of human resource work plans;
11. Handle employee disciplinary issues and manage conflict.
Qualifications and Experience
1. A Bachelors Degree in Human Resource Management.
2. Post graduate degree in relevant field is a must.
3. At least 5 years of relevant experience in human resource management with 3 years at senior level.
4. Good understanding of Ugandan labor laws.
5. Should have analytical skills, administrative skills, organization skills, communication skills, decision-making skills, negotiation skills, team building skills, networking skills, result oriented skills, supervisory skills, management skills, leadership skills.
6. Should be a good team player.
