Uganda: Human Resource and Administration Officer

Humanitarian Initiative Just Relief Aid (HIJRA) is an international African humanitarian and development organization that positively contributes towards improving the living standards and conditions of those adversely affected by disasters and conflict in the Horn, East & Central Africa by implementing WASH, Health, Education, Livelihoods, Community service & development and Protection programs in the region for a period of more than 20 years.

HIJRA with funding from the UNHCR in Uganda is implementing a multi-Sectoral Program for refugees Oruchinga settlement (Isingiro District) and transit centers in Kisoro and Bundibugyo districts. HIJRA, in a strategy to expand existing program implementing team, is now seeking for qualified person to fill the position of a Human Resource and Administration Officer.

Reports to: Country Program Manager

Duty station: Kampala– Uganda

Contract Period: January 2015 – December 2015 (current project period)

The Human Resource and Administration Officer will coordinate, implement and monitor the Human Resources Management and Administration functions of HIJRA office in Uganda. The position holder will work closely with Head of Finance, field staff and HR Nairobi. The position holder will also provide supervision of some support staff.

Human Resource

The candidate must ensure compliance with HR policies and procedures

a) Design, plan and implement staff recruitment processes in accordance with the organization’s policies and procedures and the local labor laws requirements. This will include interview process, reference checks, offer and, regret letters and orientation program.

b) Management of employment contracts, (issuance of all types of contracts) in a timely manner.

c) Management of all types of leave for both national and international staff, and maintain leave plan schedules for all staff and provide reports to staff. This should be done through HRIS.

d) Maintain updated staff list and organogram on monthly basis and ensure staff have completed timesheets on monthly basis.

e) Coordinate performance management and appraisal for staff ; monitor the results and identify training needs for onward development programs;

f) Capacity building/awareness to staff regarding HR matters

g) Ensure staff put on probation have been evaluated and proper paperwork completed in good time

h) Ensures legal compliance by monitoring and implementing applicable human resource and Uganda laws

i) Police review, formulation, implementation to ensure compliance with the organization’s strategy, existing labor laws and the present challenges

j) Ensure staff welfare is fostered to the best of HIJRA’s ability and within the policy and procedures

k) Conduct salary surveys and job evaluation and implementation of the results

l) Maintains human resource records by designing a filing and retrieval system; keeping past and current records while maintaining confidentiality.

m) Coordinate and manage staff medical insurance schemes which should include; additions and deletions, medical evacuations, reconciliation reports and submission to finance for payment

n) Support in collection and provision of accurate provision for insurance and medical covers for staff and during budgeting and monitoring

o) Coordinate exits for separating employee and ensure issuance of certificate of service

p) Address day to day staff employment grievances

Administration

a) Plan, implement and/or supervise key services in the general administration, including areas of fleet management, property maintenance and functioning,

b) Liaises with travelers to make timely flight bookings and issuance of tickets, accommodation and transfers.

c) Assign daily, weekly and monthly tasks to the direct reports (if any) to ensure that the following services are provided: Ensure vehicle(s) are maintenance and repairs are planned and provided on timely basis and provide periodic reports on vehicle and fuel usage.

d) Safeguard HIJRA’s properties and ensure in safe custody

e) Establish travel schedules for the staff in coordination with departmental heads (based on agreed work plans; ensure there are field return reports)

f) Coordinate flight bookings, accommodation compile and submit travel reports to the finance/accounts for payment and provide quarterly reports on the same.

g) In charge of processing of international staff visa and work permits

h) Oversee the cleanness of premises, front desk is customer sensitive and is manned throughout

i) Ensure that the guest house (if available) is stocked with food and other services provided (food, laundry etc.) have a system of replenishment/ monitoring in place.

j) Establish a proper filing system for both hard and soft copies.

k) Assist with HIJRA audit that falls on administration & HR matters.

l) Address day-to-day office administrative matters

Requirement for the job

GENERAL POSITION SUMMARY:

The NRM Team Leader will be responsible for overseeing program activities aimed at strengthening the horizontal and vertical linkages that support good governance of community assets and resources derived from the natural environment, including the land and the naturally occurring elements above and below it. The NRM Team Leader will lead the PROGRESS processes for engaging communities, governments and private sector actors in collective action plans that support household and community access to and management natural, physical environment and the socio-ecological systems supported by it. This can include access to land and water resources for both human consumption and livestock range-land and watering, plus innovative methods for land restoration, watershed and water resource management, energy conservation and alternative energy solutions, and climate-smart agriculture

ESSENTIAL JOB FUNCTIONS:

Program Implementation:

Engage with remote communities to establish priorities for community-led natural resources management, and lead process for developing community NRM plansWork in conjunction with local government to advocate for community NRM needs and priorities, especially around land access and rangeland management for Karamoja and water resources for production as well as livestock watering.Identify pilot opportunities for community NRM plan implementation and manage pilot projects and monitor for possibility of scale up.Work within national and local government strategic plans for resource management and advocate for cohesive implementation of projects that demonstrates government responsiveness to community processes.Identify opportunity areas for alternative methods of climate-smart agriculture, such as the “green” livelihoods zones and traditionally agriculturally intensive districts of Karamoja. Work with Mercy Corps technical staff, Consortium members such as University of Nairobi and local partners to establish locally appropriate pilots.Work with private sector and line ministries to address environmentally harmful methods of extracting local natural resources and support policy formulation around sustainable methods, alternative energy mechanisms, and water management and conservation.Coordinate with counterpart agencies and organizations involved in conservation, climate change adaptation for information exchange, learning and optimizing efforts and resources.

Engage pastoralists in inter-community dialogue around access to land and water for livestock management

· Monitoring & Evaluation (M&E) and Reporting:

Support Programme Manager in the achievement of program targets and objectives and support efforts towards the design effective M&E systems and operations. Facilitate the coordination, scheduling and production of formal and informal reports and documentation and communication of reports and learning materials. Actively record, document and demonstrate all aspects of governance activities for impact measurement and learning purposes.

· Coordination and Representation:

Represent Mercy Corps at government, donor, NGO and other relevant events in the field, in close coordination with the Programme Director. Attend key events, committee meetings, fora, seminars, etc. as they relate to resilience. Coordinate activities with consortium partners, sub grantees, local government and other implementers, as well as with other Mercy Corps programs.

· Staff Management, Professional Development and Team building:

Contribute to country team-building efforts, and ensure the integration of all team and consortium members into relevant decision-making processes.

· Program Support Operations: Ensure close communication across cross-country field teams and consortium members regarding program activities and plans, challenges and obstacles to timely and quality implementation. Coordinate with program, finance, and administration staff for troubleshooting and problem solving.

KNOWLEDGE AND EXPERIENCE:

A Postgraduate (MSc and PhD) degree in a related field of expertise (e.g. NRM, pastoral livestock management, animal husbandry, water resources, irrigation, agro-economy, rural development, conservation agriculture, environmental policy, etc).Basic knowledge of various natural resource disciplines, including air quality, water quality, geomorphic and hydrologic processes, fire and vegetation management, fish and wildlife management, aquatic and terrestrial ecology, conservation biology and restoration ecology.Knowledge and experience in either livestock and rangeland management, OR irrigation, water harvesting and water saving methods in arid lands, OR economic feasibility in agriculture and rural development;At least 8 years of technical and practical work experience in one of the required fields;Experience and proven track record in rural development and participatory methods (including participatory integrated development plans)Experience with working with pastoral societies, including dealing with gender issues and complex social decision-making structures / conflicts.Knowledge of legal, institutional and/or administrative aspects relevant to the topic / in the regionExpertise in organizational analysis and partner/project executing agency assessment.Expertise in conflict sensitive programme design and monitoring.Experience in environment and climate change assessmentsAbility to effectively communicate natural resource information to diverse audiences through a variety of media

Job Summary: The Food Resource Manager will offer technical and oversight of the food aid program in Adjumani and Arua to ensure quality food programming, systems and procedures and accountability within the framework of World Vision and donor standards and guidelines.
Key Duties and Responsibilities:  Offer overall guidance and direction to the program team.Represent World Vision (WV) in the Operations meetings with the  donorProvide report/feedback to WV management on the progress of West Nile Food Program and to the donor.Ensure that all food distribution and related activities are aligned to the World Vision food resources manual and donor requirements and guidelines.Ensure submission of reports (narrative and invoices) are done on timely mannerDevelop and implement staff capacity building plan for the food aid project staff to meet established standards through on the job training, workshops, conferences and any other appropriate methods.Network and work closely with donors and food programming stakeholders for the acquisition of resources and to nurture partnerships and represent the organization in coordination meetings on matters related to food aid programming in West Nile region2. Commodity Logistics and Management:Work closely with the donor logistics team to develop a comprehensive operating plan for the commodities management  including but not limited to receipts and dispatch schedules; logistics planning; preparing agreements related to food commodities management etc.Instill a mechanism for monitoring receipts of food commodities and ensure WV logistics and warehouse staff are ready to receive food at primary warehouse in Adjumani and Arua;Ensure appropriate loss claims are filed for shortages/damages realized.Update and maintain a comprehensive commodity tracking system that ensures all commodities in WV custody are properly tracked and accounted for.Regularly carry out monitoring visits in all commodity handling hubs to review the stock availability/requirements; monitor stock movements from the warehouses in Adjumani / Arua to final distribution points and ensure smooth flow of commodities and distribution process.Ensure implementation of cost savings measures, and adherence to procurement policies.Actively coordinate with Logistics Officer in managing the WV owned vehicle fleet ensuring the vehicles timely maintenance and adherence to WVI vehicle usage policies.3. Reporting:
