Organisation: Electricity Regulatory Authority (ERA) Duty Station:  Kampala, UgandaThe Electricity Regulatory Authority (ERA) is a statutory body established in accordance with the Electricity Act, 1999 (Chapter 145, Laws of Uganda). The Act empowers ERA to regulate the Generation, Transmission, Sale, Export, Import and Distribution of electrical energy in Uganda. Job Summary: The ERA Director, Financial and Administrative Services will be responsible for;Managing the Internal Financial Resources of ERA to perform its functions.Offering financial compliance supervision to the utility companies.Managing ERA’s Human Resource to achieve optimal organisational performance.Supervision of the administrative activities of the organization.Key Duties and Responsibilities:  Initiate, develop and implement policies, strategies and procedures for the ERA'S internal financial management.Compile and prepare statutory financial reports and management accounts, budgets, and cash flow planning for the ERA.Develop appropriate policies and oversee their implementation.Control the implementation of financial policies, procedures and practices to ensure prudent financial management for the Authority.Facilitate statutory audits by external independent Auditors (Auditor General).Initiate, develop, implement and maintain internal financial control procedures and supporting manuals.Work in liaison with any donor agencies partnering with ERA with regard to finance and administrative matters.Prepare ERA’s financial management and related reports and guide Management decisions thereon.Steer ERA’s Budget formulation, implementation, monitoring & its performance review.Work closely with the Internal Auditors to upgrade the internal control systems as and when need arises.Supervise staff within the Department to ensure effective execution of commitments in their work plans.2. Financial & Commercial Compliance by utilities:Review financial viability of projects before licensing.Develop financial viability & sustainability assessment criteria, tools and guidelines for licensees.Develop associated reporting schedules for Licensees.Set financial targets and validate licensees' financial objectives for subsequent operational periods.Intuitively analyse the financial performance of electricity utility companies.Work in liaison with Economic Regulation Department to determine electricity tariff structures.Perform financial monitoring of the Electricity Supply Industry (ESI) including monitoring and verification of investments in the sector.Provide financial input from budgets and contracts of licensees for tariff determination.Establish the format in which licensees shall make financial and commercial reports to ERA and monitoring compliance by licensees.3. Job Title: Director Technical Regulation

Job Purpose
• Mentor & coach other staff in the department about operations of the department.
• Enforce the compliance regime for licensees and permit holders to ensure reliable electricity supply
• Support Management in developing amendments to policy, legislation and regulations.

Key Duties/Responsibilities:
• Monitor compliance of Licensees and Permit Holders with regard to the technical parameters set out with licenses, regulations and the Electricity Act;
• Coordinate the process of licensing investors in the Electricity Supply Industry;
• Provide for the procedure for investment programmes by transmission and distribution companies;
• Oversight of the Installation Permits Committee, to vet applicants and enforce compliance for permit holders;
• Develop and enforce performance standards for the generation, transmission and distribution of electricity;
• Encourage the development of uniform electricity industry standards and codes of  conduct;
• Prepare industry reports and to gather information from generation, transmission and distribution companies;
• Monitor and enforce environmental health and safety standards for the sector and conducting attendant audits of electricity utilities;
• Monitor Licensee operations to ensure the appropriate quality of supply is being achieved in the industry;
• Promote optimized network growth in the  industry through effective coordination of the planning processes with the generation,transmission and distribution entities in the industry;
• Provide assurance to the Authority that
investments made by licensees comply
with the requisite technical standards and
are deployed to maximize benefi ts for the

Key Responsibilities:

    Be responsible for preparing computer-based models and perform power system simulations including load flow and transient and dynamic stability on electrical power systems.
To collect system performance data and carry out technical analyses to be able to inform and support ERA Management decision-making process with respect to areas requiring new - investment and or refurbishment.

    Produce system analysis reports to support the decision-making process of ERA Management regarding optimization of network resources.
Assist in maintaining short and long-term generation and transmission databases, and in gathering of system operational data.

Conduct vast comparative analyses of technologies deployed on projects by licensees to provide assurance to Management that implemented solutions are the most appropriate in light of costs and lead times in execution.
Follow up on performance of projects to establish occurrence of impairment and other debilitating circumstances that may affect the asset base of licensees.
Assist in the review of Investment analysis reports, for evidence of non-performing assets and any deterioration of service delivery from installed assets.
Review Consumer Affairs reports to corroborate the findings and complaints there from with investment performance.
Examine investment plans of licensees and advise Management on appropriateness and VFM and follow through to analyze actual investment performance vis-a-vis the approved plans.
Prepare quarterly reports on Investment verification and performance in liaison with the Investment verification team from other departments.

Requirement:

    A University Degree in Electrical Engineering.
Should be a registerable Engineer by the Engineers Registration Board.
Proficiency in system planning software package is a must.

Age: Between 28- 40 Years. Related Job Experience/Additional Skills:

    Experience in power flow, dynamic stability and system modeling.
Understanding of power system hardware (transformers, surge arresters, circuit breakers, transmission lines, cables and other passive devices), its capabilities/limitations is required.

Job Title: Projector Coordinator
Reports to: Technical Manager

Key Role
To monitor the consultants’ and contractors’ management, coordination and control of engineering and construction of two small hydropower projects (SHP Nyagak 111 and ShP Muzizi); advice UEGCL on any required actions to ensure compliance with the agreed responsibilities/ risk undertakings in accordance with the project implementation plan and budget

Tasks:
1. Liaising with the Project Engineer/ Consultant or the Transaction adviser in the various aspects of the project.
• Coordinating the various project activities of the various parties involved
• Reviewing of the Contractors’ Quality Assurance Program(QAP) and Quality Control Program (QCP)
• Review of test methods, procedure, and test programs
• Checking the Contractors’ co-ordination of interfaces between equipment requirements and civil work drawings
2. Carry Out workshop inspections
• Approving workshop test procedures and methods
• Liaise with the Consultant for review and approval of all civil work drawings provided by the contractor.
3. Carry out Procurement monitoring
• Clarifying initial needs at site for all parties concerned, arranging in advance facilities to be provided at the project at site, e.g. initial accommodation
4. Liaising with Surveyors for field Works to Ensure that they fulfill their tasks
• Ensuring that the various implementing agencies adhere to the agreed terms of project closure and site move- out
• Prepare a comprehensive Operation and Maintenance Manual including all parts of each of the projects’ facilities

Minimum Qualifications and experience
• Minimum Bachelors degree, either in Engineering (Electrical, Civil, or Mechanical) or Economics/ Business Management. A combination of both would be an asset.
• At least 5 years experience in managing infrastructure projects in East Africa, preferably in the power sector. Prior work experience in managing hydropower projects would be an asset
• Demonstrated project management skills. Strong communication skills in English (oral and written) required.
• Experience of whole project life cycle, able to operate in the initial conceptual design stage, in the depth system testing, and at each stage in between.

Valid driving permit
Age limit: Not above 50 years of age
