Job purpose: To perform risk-based internal audit assignments and contribute to the improvement of the Organisation’s risk management, control, reporting and governance processes. The National Agricultural Advisory Services (NAADS) is a Government of Uganda agency under the Ministry of Agriculture Animal Industry and Fisheries with new approaches for the delivery of extension services. This agency is intended to have a decentralized, farmer owned and public/private sector Agricultural service extension system contributing to the realization of the agricultural sector objectives. The Programme is designed in accordance with the overall Government policies of decentralization, liberalization, privatization and empowerment of farmers in decision-making. a) Prepare risk-based audit plans for internal audit assignments. b) Prepare audit programs in respect of every audit to be undertaken c) Perform approved audit procedures and prepare working papers in accordance with departmental guidelines and the Institute of Internal Auditors (IIA) standards. d) Identify areas for improvement in the Organization’s governance, reporting, risk management and internal controls. e) Perform special investigations and consulting engagements as and when assigned. f) Reviewing the means of safeguarding assets and where appropriate verify the existence, ownership and safety of such assets g) Recommending improvement of internal controls designed to safeguard resources, add value to the Organization and ensure compliance with Government regulations h) Performing special investigations due to allegations of fraud, theft, waste, abuse and recommend control improvements. i) Undertake resource verification including stores, Agricultural technologies and inventories in the field j) Follow up on previous audit recommendations by both internal and external Auditors k) Prepare quality draft internal audit reports. Required Qualifications, Competencies and Attributes: a) Bachelor’s degree in Commerce, BBA, BA/BSc Accounting, full member of professional body- ACCA, CPA, CIA. b) Master’s degree in related field will be added advantage. c) At least 5 years relevant experience 3 of which must have been at a senior level with increasing responsibility demonstrated in Auditing big organizations in the public and or private sector. a) Competence in Risk based auditing b) Excellent oral and written communication d) Possess strategic thinking and planning skills Interested applicants should submit detailed Curriculum Vitae, two passport size photographs, names and addresses of three referees, applicants’ daytime telephone contact and photocopies of all academic certificates to the Executive Director NAADS Secretariatnot later than 18th April 2014 at 5:00p.m.

District NAADS Coordinator.

NAADS is a Government of Uganda programme under the Ministry of Agriculture, Animal Industry and Fisheries with new approaches for the delivery of extension services. This programme is intended to give farmers particularly the poor, access to agricultural advice they need from the Private Service providers. The programme is designed in accordance with the overall Government policies of decentralization, liberalisation, privatisation and empowerment of farmers in decision-making.

In accordance with the decentralization policy, participating districts are implementing the NAADS programme through existing local government structures. In addition to line administrative and technical staff responsible for its implementation in the district, the Government of Uganda is providing funds for the recruitment of District NAADS Coordinators.

The districts of Bududa, Buliisa and Kyankwanzi wish to recruit suitable candidate to the position of District NAADS Coordinator.

Duties and responsibilities of District NAADS Coordinator:

The District NAADS coordinator working under the District Production Coordinator (DPC) will be responsible for and will undertake the following activities and functions:

• Consolidate the Sub-County annual work plans and coordinate development of annual District NAADS plans and activities. The Coordinator has to ensure timely presentation of consolidated work plans, budgets, reports and accounts developed from individual service contracts and sub-projects.

• Working with the District Planning Office, ensure incorporation of the NAADS work plan and budget estimate into the overall District work plan.

• Develop quantitative and qualitative indicators from the immediate objectives and outputs of the District NAADS activities.

• Working with Subject matter specialists (SMS) ensure application of standards and criteria for selection of service providers and procurement of goods.

• In collaboration with the District Contracts Committee, arrange for technical assistance to Sub-Counties and Farmer Fora for the tendering process and review of all procurements for the District NAADS Programme.

• Receive and review all reports including monitoring and evaluation studies of NAADS at District and Sub-County levels.

• Facilitate District NAADS meetings and act as Secretary to the District Farmer Forum.

• Coordinate with the District Finance Officer on financial management matters.

• Working under the CAO, supervise NAADS expenditures; ensure accountability and that value for money is delivered.

• Supervise NAADS implementation in the District.

• Any other duties assigned to him by the Chief Administrative Officer.

Job Title: Information and Communications Officer
Reports to: Executive Director

Job Purpose:
Support the executive Director in terms of NAADS relations with the public at large, and specifically meeting the general information needs of stake holders. Assist in the coordination of activities related to assessment of information needs and sources; and the development of a strategy for coalition and managing information and knowledge on NAADS as well as the agricultural sector at large, and making this available to different stakeholders .

Functions:
Develop, implement and review information and communication plans, programmes and strategies that support the advancement of the good public relations and market the coorporate image of NAADS.Advice NAADS management on public relations matters.Monitor and analyze media reporting to promote positive media relationsPrepare press release, media briefs, and magazines that inform the public on salient and critical issues of the NAADS secretariat.Person Specifications:
Qualifications
Bachelors Degree in mass communication, BA/BSc Marketing, B/com- marketing, SWASA, BA(sociology) plus Masters degree in a related field.Experience:
