Organization: Public Procurement and Disposal of Public Assets Authority (PPDA)The Public Procurement and Disposal of Public Assets Authority (PPDA) is established under the PPDA Act No.1 of 2003 to formulate policies and regulate procurement and disposal practices in respect of all procuring and disposing entities which include Central Government Ministries and Departments, Local Governments, State Enterprises, Constitutional and Statutory Bodies and Post Primary Training Institutions.Job Summary: The Senior Research Officer will be responsible for the implementation of the Authority’s Research initiatives in line with the corporate plan.Key Duties and Responsibilities: ·                     Develop and regularly update a list and average prices of works, services and supplies in common use by more than one procuring and disposing entity which may be subject to common procurement and disposal procedures.·                     Carry out policy and strategic research to influence policy changes.·                     Develop and write research and other reports for government and other key stakeholders.·                     Develop measurement tools and materials such as surveys.·                     Collaborate with research institutions and consortia to conduct research and share research information on procurement.·                     Oversee Authority’s information resources, including identification and selection of sources of information and information vendors.·                     Actively participate in the co-ordination, analysis, dissemination and use of research information within the Authority.·                     Compile statistical data from PPDA reports and other Government publications to guide the annual planning process.·                     Develop and update a database of procurement research, researchers and research institutions.·                     Significantly contribute to team-wide communications and knowledge management, and participate in organisation-wide events and discussions on procurement related topics/projects.·                     Develop and maintain relations with key stakeholders and interlocutors in order to·                     Build and grow networks through which to learn and to share advocacy messages.·                     Maintain relations with key stakeholders to raise funds for research activities.·                     Support provision of stakeholder feedback on the quality of service received·                     Write research reports designed to influence the policy and practice of procurement professionals and of other key stakeholders·                     Perform any other duties as may be assigned by the supervisor.Qualifications, Skills and Experience:·                     The applicant must hold an Honours degree in Economics, Statistics, or other related field from a recognised University·                     Credits in both Mathematics and English at O’ Level.·                     At least three years’ experience in coordination of research projects and implementation of research strategies. ·                     Familiarity with statistical analysis packages.·                     Successful research experience, including a demonstrated capacity to assist in the production of measurable research outcomes (publications, funding).·                     Fieldwork experience (survey based or qualitative) a requirement.·                     Ability to work collaboratively with different stakeholders·                     Highly developed technical writing skills·                     Ability to analyse qualitative and quantitative data·                     Past experience in editing·                     Good presentation and networking skills·                     Strong interpersonal and cultural awareness.All applications should sent with envelopes should be clearly marked “Application for the Post of Senior Research Officer”Please include names of three (3) professional references in the CV.
