Human Resources Officer ( FULL TIME )
Marie Stopes Uganda (MSU) is a marketing-focused, results-oriented social business that uses modern management and marketing techniques to provide family planning and reproductive healthcare across every district of Uganda. We aim to contribute 15 points to Uganda’s contraceptive prevalence rate by 2015, saving and improving many thousands of Ugandan lives. MSU has 25% of the market share in modern contraceptives and, in 2010/2011, safely delivered 50,000 babies and contributed 4 points to Uganda’s contraceptive prevalence rate. MSU has enjoyed 20% year on year growth since 2007. MSU is part of a global net work, Marie Slopes International (MSI), and subscribes to MSI goal and mission, to prevent unwanted births and to ensure individual’s rights to Children by Choice not Chance.

Marie Stopes Uganda seeks to fill the following vacant positions and applications are invited from suitably qualified and experienced candidates;
1. Job Title: Human Resources Officer Overall Role:
Working with the Senior Manager, People and Development, this role is responsible for implementing Human Resource actions including administering MSU Learning and Development Programs, annual reviews, staff recruitment and selection, employee labour relations and health and safety procedures. S/he will need to develop professional working relationships throughout the organisation and gain the confidence and commitment of the team members.
Key Responsibilities:
• Coordinate staff recruitment and selection process in line with the MSU recruitment policy.
• Administration of the MSU learning and Development strategy including the execution of the training needs assessment process and the development of appropriate training interventions.
• Support management teams in developing strong performance management culture in the Organisation.
• Oversee establishment of Performance Management System and provides guidelines for and supervises its operation.
• Ensure that departmental managers receive accurate and timely assistance in response to particular queries related to HR policies and other aspects of employment legislation.
• Ensure that staff targets/KPI’s are set regularly and that regular staff performance appraisals are conducted and subsequent feedbacks and follow-ups are logically concluded.
• Ensure that clear job descriptions of all organisational staff are in place and kept up to date
• Administration of employee compensation and benefits programs including worker’s compensation, Health Insurance scheme, NSSF ..etc
• Ensure that appropriate discipline and grievance handling mechanisms are in place and that the agreed procedures are adhered to by both management and staff for resolution of grievances and disciplinary issues
• Prepare employment contracts, confirmations, timely renewal of contracts, issues Identity Cards to eligible staff and ensures that they are kept up-to-date at all times, as required;
• In conjunction with the line managers, develop role specific orientation programs for new staff and implement the process effectively
• Implement safety standards that ensure the Organisation has nil safety incidents and can demonstrate a culture of actively managing risks
• Coordinate and maintain organisational documentation in conjunction with the Departmental Managers.
• Provide management with regular Human Resource management information and reports such as staff turnover, new employees…. etc as required by management
• Effectively administer the leave process in conjunction with the Heads of Departments.
Experience and Education:
• A bachelor’s degree in either Human Resource Management, Industrial and Organizational Psychology, Social Work and Social Administration or any other social science with a bias towards subject human resource management.
• Experience of at least 3-5 years executing human resource duties in a busy organization.
• Experience in a social-enterprise setting is an added advantage.
Knowledge, Skills and Abilities:
• Basic understanding of National legal requirements relating to HR, including employment laws, compensation and administrative law
• Proper understand of the global HR best practices
• Sense of fairness and equity in handling HR issues
• Analytical, decision making and negotiation skills
• Knowledge of or ability to learn and adapt to organizational policies, systems and procedures
• Ability to plan, prioritise and organise self and others
• Effective interpersonal and communication skills
• Ability to work under pressure and meet deadlines
• High sense of confidentiality
