1. Purpose of the Post

Under the direct guidance of the Supply Manager, assists in the procurement, distribution and monitoring of UNICEF's supplies, in support of the Country Programme.

2. Major Duties and Responsibilities

Assists in the implementation of the supply component of the Country Programme, including a system for the procurement and distribution of supplies to all project sites.Interacts with the Programme Section in the preparation of appropriate documents: Supply plans, distribution plans, TORs, supply / contracts requisitions, tenders documents and purchase orders, etc.; according to procurement specifications, UNICEF Financial Rules and Regulations, SD Manual, and all other applicable procurement procedures.Undertakes local procurements, as required. Prepares RFQ/ITB/RFP invitations to potential suppliers, evaluates quotations, clarifies offers and negotiates with suppliers as appropriate. Makes recommendations for finalization of purchases, adjudicates offers. Prepares and defends submission to CRC. Drafts contracts and long terms arrangements.Assists the Supply Manager with logistics planning, and arrangements facilitating efficient clearance, storage and distribution of supplies and equipment to end-users from ports of entry and warehouses. When required, maintains contact with customs officials, follows up on preliminary supply clearance documentations to facilitate timely customs clearance of supplies and equipment, in keeping with established protocol.Monitors supplier’s performance and market developments. Undertakes field visits to project sites and sub-offices to inventory and monitor supply inputs. Proposes corrective actions to improve logistical procedures.Identifies training needs and develops training activities in supply management for UNICEF's staff/consultants and counterparts, designed to improve supply delivery.3. Qualifications and Requirements:

Education:

University degree in Business Administration, Management, Law or a related technical field.

Work Experience:

Two years of professional work experience in supply/logistics management at the national and international levels.

III. Position Profile

Oversee the furnishings of premises (offices and guesthouses);

Supervise maintenance and repairs of premises;

Identify needs in stationery and office supplies;

Establish a follow-up procedure for the stationery store;

Undertake purchases and storage of supplies;

Manage the expenses for the logistical department ;

Provide documentary justification of expenses to the Country Finance Department;

Undertake a market study;

Set up and maintain a database of local suppliers, detailing criteria of quality, price, service, ethics etc;

Undertake quotations or launch Calls for Tender;

Purchase goods, draft contracts;

Receive merchandise and oversee the customs procedures for imported goods;

Check the condition and nature of goods received as required by the contracts;

Manage the presentation, circulation, filing and archiving of procurement documents, conforming to FLAT procedures;

Identify warehouses for storages, ensure premises are furnished and made secure for use;

Establish tools for stock management;

Supply Chain Manager
Reporting to the Head of Finance, the Supply Chain Manager will be responsible for the production scheduling, packing accessories, stock management, transportation and distribution of products in Uganda and East Africa.

Specific Responsibilities:
• Develop and maintain effective relationships internally and externally with all supply chain stakeholders and ensuring supply chain integrity.
• Designing and implementation of stock forecasting model that gives a reliable assessment of likely customer demand and which can drive production scheduling and ordering.
• Continually monitor, evaluate and improve supplier performance including the regular use of audit and benchmarking techniques to objectively measure suppliers against a range of targets and objectives.
• Resolve disputes and claims with vendors / suppliers and customer.
• Negotiate contracts with expectation of long-term partnerships with big consumers and suppliers to reduce costs and achieve maximum efficiency.
• To manage production scheduling/ordering with our factories to ensure that stock levels match customer requirements within the constraints of working capital affordability and cash budgets.
• Manage volume based supply agreements to ensure we exploit financial incentives to deliver pre-defined volume targets. To assist in the negotiation of those volumes related deals.
• Monitoring data management to keep accurate product, contract, pricing and invoicing information.

Requirement:Knowledge, skills and experience:• A business degree with a bias in supply chain management.• 3 years' experience in the strategic planning and transportation of products.• At least 2 years experience in coordinating all of the stages involved in a supply chain.• Experience in planning of procurement, production, inventory control, logistics and distribution.• Experience of liaising with forwarders and overseas companies to arrange collections• Knowledge of managing returns and rejections professionally & promptly with suppliers. THE ROLE

An international oil and gas company has requested CCL (www.cclglobal.com) to recruit an experienced Supply Chain Management (SCM) Advisor to be based in Nigeria. Willing to travel as required. Rate and T&Cs negotiable.

THE PERSON

15+ years Operator experience in O&G industry. Field locations in West Africa and / or Middle East, North Africa, developing nations. Experience HQ environment, Engineering house and OEM optional. Delivery of work both pre and post PO / contract award. Inventory, Materials Management, Warehousing, transportation, shipping desirable. Global service, supply environment and distribution channels. Draft Logistics, Procurement and Contract handbooks and Procedures; Contract and Procurement templates. Achieve project objectives, namely clearly defined, unified and lean SCM processes. Enable SCM to support client growth strategy, and become a valued business partner to internal customers. Experience of working in West or North Africa would be helpful.

QUALIFICATIONS REQUIRED
Qualified to MCIPS / RICS or equivalent level, with extensive hands-on work experience in related Procurement, Contracts and Logistics functions of upstream O&G industry. Flair for document writing, language composition and understanding readership of documents. MS Office. Team worker with positive attitude and well developed communication skills. Mentoring / training of national personnel in application of SCM documents. Working in multi-cultural environment and respectful of national customs and traditions.
