Job Title: Technical Advisor, Local Government Capacity Building

The successful candidate will report to the Project Manager and will work with Local Government OVC response Structure in LG systems strengthening for effective planning, monitoring and reviewing, implementation of OVC response in the Project Districts in collaboration with the Local Government.
The incumbent will also support the Project Manager in the key roles of project management and ensure that capacity building component activities are delivered smoothly within the stipulated time frame, budget and quality.
Key Responsibilities:
Provide technical support and lead on timely implementation of activities of the capacity building component.
Work very closely and build capabilities of Local Government to effectively plan, manage and coordinate an integrated OVC response.
Support Local Government and OVC service providers to effectively plan and mobilize resources for delivery of OVC services at all levels.
Prepare program work plans, periodic reports according to donor and Child Fund requirements in a timely manner.
Identify and coordinate capacity building strategies among the service providers for effective and efficient service delivery towards orphans and other vulnerable children.
Organize and coordinate support supervision ensuring adherence to policy, laws, and quality standards for OVC services provisions.
Promote community awareness on a range of existing OVC-related policies and program guidelines within each of the target districts.
Support local systems and the capacity of district local governments to initiate and consolidate partnerships with civil society organizations at all levels to implement district OVC Plans;
Collaborate with various stakeholders for strengthening the capacity of local governments and civil society to provide quality care to OVCs and their families and resulting into improved quality of life of OVC.
Provide technical support capacity in lobbying and advocacy will result into widespread knowledge of government legislation, policies and available resources for OVC.
Qualifications and Other Abilities:
Advanced degree in development studies, Social Science or it equivalent
High level of interpersonal, influencing, organizational & management skills and effectively working with others
Excellent communication skills.
Knowledge on OVC policies, quality standard/tool and OVC programming, Local Government systems and operation Strong understanding of USAID “rules and regulations governing USG funded programs
Ability to develop effective working relationships with USAID, government counterparts at all levels, local organizations, and other program partners.
Relevant experience of working in LG system strengthening will be an added advantage
Experience:
A minimum of five (5) years post qualification experience in a similar position in a child focused institution or Local Government capacity building
Experience working on donor funded projects preferably on USAID funded projects
Experience working on government systems strengthening is critical
